Update from Neighbourhood Manager.
1. Local Partnership Delivery Group
The Local Partnership Delivery Group is the multi-agency forum for helping to address crime and anti-social behaviour in the Eccles
Service Delivery area.

Brookhouse
There has been a reduction in incidents from what was previously reported. Partnership work continues on the estate.

Hate Crime
There was a small increase in reported hate crime in the latter quarter. However this is being positively viewed by partners. The
majority of hate crime relates to race although there have been some homophobic related incidents too.

Westwood Park
There have been a number of complaints received relating to anti-social behaviour on the estate. City West Housing Trust and
GMP are working together on this. Individual perpetrators will be identified for further action as appropriate.
Partnership activity in relation to crime and disorder.
At present there are 15individuals under discussion by partners. These individuals are receiving input from a range of support from
agencies, including Youth Offending Service, Children’s Services and ASSFAM. In addition enforcement actions are either being
taken or are being planned for a number of these individuals.
Of the current number, 13 are from Winton and 2 are from the Barton Ward. It should be remembered that these individuals may
cause problems in areas other than their own neighbourhood. Actions are in place for all of the 15.

Neighbourhood Partnership Board.
The Board met on Thursday 3rd December. A report was presented on crime and anti-social behaviour for the three wards. A
presentation was given on the neighbourhood working review with proposals for future working. There were issues raised by
elected members on the suggestions for how the NPB and Political Executive will interface. Further discussions will take place in
relation to this.

Youth at Risk
The project has now been launched. Over 30 volunteers have been trained to work with young people in the area. There has been
a successful training programme for front line staff.
The Project Manager’s post has now been filled and it is expected the officer will be in place shortly to join the Eccles
Neighbourhood Management Team.
4. Feedback from Eccles Task Groups.

Environment and Transport.
The group looked at issues relating to the streetscene around the Town Centre, including the consideration of a palette of
materials that could be made available for future use. It was decided that this issue be considered by Community Committee - a
Special Meeting is to be arranged in the near future.
Youth Task Group
The Task Group met on Monday 9th November. An update on PAYP projects was given, including the new Friday Night M30
project at Eccles Fit City.
There was a discussion about using the Challenge and Support Youth Bus in the area, and suggestions on where the bus could be
used are currently being collated.
Eccles Youth Centre are working on a project with The Lowry and are organising a 70s themed Christmas Party for Young People
which may lay the foundations for some intergenerational work in the near future.

Eccles Senior Task Group.
The Task Group met on Monday 11th January 2010. The Group have been very active in securing improvement to the Cenotaph
and surrounding area, and have now set up a task and finish group to look at obtaining match funding to have the rest of the
improvements done according to the design produced last year. This design was circulated at the last Community Committee
meeting.
The group have also ensured that there are a number of events, such as the regular tea dances that will continue throughout 2010.
The group will feed into the Salford Forum of Older People and have nominated a rep.
Cohesion Task Group.
The Group met on 16th December 2009 and discussed and reviewed the many events that had happened since the last meeting.
There were 2 events in Eccles to mark Interfaith week. Both of these events were excellent and the community felt that they should
continue into 2010. One was held at Eccles Mosque in which in excess of 120 people attended. The other was at St Andrew’s
Church and again was felt that this interfaith dialogue and engagement was a great opportunity to learn more about the different
faiths, but also to rid stereotypes which will aid cohesion.
The group were very much involved in the Christmas lights switch on in Eccles. For the first time ever, we involved different faith
groups and a variety of foods were available. The switch on marked the coming of Christmas for Christians in Eccles, but also the
celebration of Eid for Muslims and the celebration of Diwali for Hindu’s andf Sikh’s. Although the weather was very wet, the event
was excellent and demonstrated community cohesion at its best.
The group also assisted in the Candle of Hope event for Cancer Research. This was the first time this had ever been done in
Eccles. Again it was a very special and moving event, and many candle bags had been bought and decorated to remember loved
ones. Unfortunately there was a poor turn out, but still for those that attended was a huge success.

Community Safety Task Group
The Group will meet on 14th January 2010.
5. Barton Fairshare.



Patricroft Recreation Ground. The work is now complete – apart from finalising permanent line markings once weather has
improved. Temporary markings are in place.
The local panel supported the application made by Pear Tree Croft Residents Association for improvement to Ivy St Park.
Eccles Town Centre
Work is ongoing in the town centre to try and improve the footfall and increase business in the area. Some of the work that the
Neighbourhood Team have led on includes:






The development of a programme of activities in a community shop on Boothsway which will run until January and possibly
further into the new year with support from the unit owners. A range of partners will continue to host displays and community
activities. The events leading upto Christmas have been excellent, and feedback from those that have used the space has
been positive. Many community people have been engaged and it has brought some life back into one of the empty units.
Salford Community Leisure ran activities for children leading upto Christmas called Shop and Drop.

Candle of Hope event on 12th December 2009. – see Community Cohesion
Operation Eccles Retail Crime – This is a large piece of work which will now be concentrated on by Howard the Community
Development Work. Much preparation was done at the back end of 2009. Funding will be identified to support the scheme
from the Home Office and other sources. This will provide a retail crime operation in Eccles Town Centre. This will include a
Shopwatch facility, with posters, a media campaign, all shops and businesses being provided with a free radio link for 2
years subject to review. Work is underway to redevelop and launch the Traders Forum, and the goal is that the forum will
take on the responsibility of the operation. The operations is a partnership between the Neighbourhood Team, the traders
and businesses, GMP licensing, GMP Crime Reduction Advisor, and the local Neighbourhood Policing Team.
Pubwatch is ongoing and is working towards extending to include the whole of Liverpool Road upto the M60 Motorway.
Pubwatch met before Christmas and discussion were had about the Christmas and New Year celebrations. The licencees

have all reported a quiet time over the festive period in relation to crime and anti social behaviour. This is seen to be as a
result of the co-ordinated approach and the partnership between pubs and police.
Work is being done with partners from the Regeneration directorate to look at ways of improving the town centre, shop
fronts, and other possible vacant unit opportunities in 2010.
8. Small Grants Awards
The remainder of the fund was awarded to nine local projects in the Winton area. It is anticipated a further £10,000 will be available
in the 2010/11 financial year to support similar schemes in the area.
