Minutes from Previous Meeting and Matters Arising
Trees on Regent Road
Barry informed the meeting that progress is being made to clarify tree
ownership. Barry to update at next meeting.

TV Reception in Ordsall
Cllr. Mashiter has received an acknowledgment letter for the letter he sent to
Virgin Media about the underground cabling in Ordsall on 22.09.09. Cllr.
Mashiter has now sent another letter with a copy of the acknowledgement
letter which they claimed they didn’t send. Update at next meeting.

(Former) David McLean Homes Development on Craven Drive
Tom McMullen asked Ross if Trinity Estates gave any timescales about
installing railings along Craven Drive. Ross is to contact Trinity Estates for
timescales and update at next meeting.

Parking on Ordsall Lane
Cllr. Dobbs has spoken to Cllr. Mashiter regarding parking restrictions along
Ordsall Lane. There is usually a period of 5 years before parking restrictions
can be altered.
Fit City Ordsall
Ross read out the update from Caroline Barrow, Salford Community Leisure,
regarding membership costs and figures for over 60s attending Fit City
Ordsall.
Various prices and concessions for gym memberships are agreed with the
City Council. A few years ago the reduced concessions for 55s to 60s was
approved by the Council. Under19s also receive this concession. Free
access is given for over 70s.

Registered number of 60-70 year olds using Fit City Ordsall is 2 gym
memberships and 40 plus for bowling.
Discussion took place about reducing membership costs to older people to
suit older people’s pension budgets. Ross suggested that he could ask the
Health Improvement Team if some funding could be given to subsidise older
people’s membership with approval from Ordsall & Langworthy Community
Committee. Ross to update at next meeting.

Roy Sharples, local resident, informed the Forum that Fit City Clarendon
disabled facilities are farcical as showers are not adequate for wheelchair
users and there are no emergency pull cords in the facilities. Ross to speak
to Caroline regarding these issues.

Contaminated Land in South Ordsall
Eddie Sawford, SALIX Homes, was not present today to give an update on
the progress of the contaminated land in South Ordsall. Eddie to update at
next meeting.

10,000 Hours in Ordsall
Ross circulated a copy of the letter he sent on behalf of the Ordsall Forum to
Alan Saunders, The Message Trust, to thank him and the young people for
their hard work in Ordsall.
Cllr. Mashiter informed the Forum that he has also written to Alan and
requested another 10,000 hours in Ordsall next year.
Ordsall Housing Office – SALIX Homes
Ross informed the Forum that from 12th October the Ordsall Housing Office
will open Monday to Thursday 12pm to 2pm. A new public telephone is to be
installed for residents to use in the absence of staff.
SALIX Homes are to distribute regular community walkabout schedules soon.

Ordsall Community Allotment Society
Barry Whitmarsh gave an update on progress with allotments on the former St
Clements School site. Site investigations have been commissioned for
the potential site adjacent to the former caretaker's house, with results
expected in around 6 weeks.
This part of the site is owned by the Church of England Diocese. The council
has recently agreed to the Diocese's proposed terms for the sale of the site
and expected that they would submit an application to the DCFS, seeking
permission to complete the sale. However, the Diocese have now identified
further problems, relating to charity law, and have not submitted the
application. No information is available as to how long it will take to resolve
this problem.
Tom McMullen, on behalf of the Allotment Society, raised concerns that the
site now being proposed is less attractive than the site previously suggested
(within the former school playing fields) and is likely to be more vulnerable to
vandalism. The Society is optimistic that Hazel Blears MP would be able to
help overcome the legal constraints that preclude the former playing fields
being used for either allotments or other new development. The Council
would welcome removal of this constraint but doubt whether this is possible.
Barry Whitmarsh and LPC Living were asked to meet with Ordsall Community
Allotment Society to discuss security issues around the proposed site. There
is a scheduled meeting on 13th October, 10am at Ordsall Community Café and
these issues could be discussed there.

what support she is prepared to give.

Development Framework Update
Hulton Square
All Phase I properties have now been sold. 85% of the properties are owned
by 1st time buyers and 5% are buy to let.
Phase II of Hulton Square development is to be advertised soon. LPC Living
has been shortlisted for ‘Kickstart’ funding to help home buyers. Scott to

Sainsbury’s Shopping Trolleys
Cllr. Mashiter asked Ross to forward him the contact details of the company
who deal with discarded shopping trolleys.

Potholes on Regent Road/Oldfield Road and Trafford Road
Urban Vision has visited numerous sites that Ross requested in the area. The
results of inspection visits are as follows:
Regent Road/Oldfield – no potholes found.
Trafford Road (Northbound) – no potholes found however, noted there is a
sunken manhole in the area but it does not require attention.
Hulton Street (Blocked Gully) – the channel drain that forms part of the
chicane in the carriageway has become blocked with dead leaves and litter.
Reported to relevant officer for action.
Craven Drive/Trafford Road (Blocked Gully) – the blocked drain in the
pedestrian walkway area that connects Craven Drive and Trafford Road has
become blocked with dead leaves and litter. Reported to relevant officer for
action.
Back Hulme Street (Muddy and hazardous) – at the time of inspection there
was no sign of unusual levels of mud on the carriageway or footway.
Cllr. Mashiter to send Ross pictures from Steven Lee regarding highway
repairs in the area.

Manchester Tippers
Urban Vision is looking into Manchester Tippers using James Street as a cut
through. Weight restriction signs are propsed to alleviate this.

20mph Scheme in Ordsall
Barry updated the Forum of the outcomes of the consultation for the proposed
20mph road scheme for the whole of Ordsall estate. 95% of respondents
support the proposed 20mph road scheme. There is no redesign to be done
and proposals will go to Ordsall & Langworthy Community Committee to
confirm costs. Strategy consultation is targeted for January 2010 with
feedback from residents at the same time for the proposals of the green
scheme on Robert Hall Street/Phoebe Street.
If no objections/problems work will begin April/May 2010 and will include
Freya Grove in the scheme.
Demand Crossing – Ordsall Lane
Barry Whitmarsh gave an update on the proposed demand crossing on
Ordsall Lane. URC have been commissioned to look at traffic management
on Ordsall Lane and will include a safe demand crossing. The funding that
was agreed for the demand crossing near the bottom of Ordsall Lane has
been put on hold until URC has completed the work. It is possible URC will
pay for a demand crossing. If this is the case the community committee
funding previously allocated for the demand crossing will be spent elsewhere.
Residents asked if URC could attend a Forum meeting to explain their
proposals for Ordsall Lane.

New Keys for Properties on Parish View
Amy Welsby, SALIX Homes to circulate to residents details of where
specialist keys can be cut for their homes.

Tom McMullen, local resident,informed the Forum that is costs £15 from an
electrical shop on Tibb Street.
Criminal Statistics for Ordsall
Sgt. Kirby gave an update of the criminal statistics for Ordsall from September
2008 to September 2009:

In September 2009 there was a 25% increase in recorded
crimes compared to September 2008. Criminal damage, theft

from motor vehicle, deception/fraud, burglary and theft of motor
vehicle are the main recorded crimes, 88 in total.

In September 2009 there was a 25% increase in anti-social
behaviour incidents compared to September 2008.
Rowdy/inconsiderate behaviour, nuisance, neighbours and
threatening/abusive behaviour are the main recorded anti-social
behaviour crimes, 30 in total.

In August 2009 there was an 82% increase in recorded crimes
compared to August 2008. Criminal damage, theft from a motor
vehicle, LSW, theft of motor vehicle, burglary from dwelling are
the main recorded crimes, 117 in total.

In August 2009 there was a 3% increase in anti-social
behaviour incidents compared to August 2008.
Rowdy/inconsiderate behaviour, abandoned, neighbours,
nuisance, hoax are the main recorded anti-social behaviour
crimes, 67 in total.

In September 2009 there was a 24% decrease in recorded
crime compared to August 2009.

In September 2009 there was a 27% decrease in anti-social
behaviour compared to August 2008.
Sgt. Kirby informed the Forum that there has been an increased high visibility
police presence on the Ordsall Estate over the past couple of weeks due to
5/6 young people that are known to the police causing anti-social behaviour
on the estate.
Questions:
Rod Ballington, local resident asked if un-reported crime has improved.
The police stated that they cannot measure what they are not aware of and no
doubt there is under reporting of crime but generally there is a slight
improvement of reporting crime. Dynamics have now changed in the area as
there are more reported house burglaries.
PC Mark Turner informed the Forum that the two main criminal issues on the
Ordsall estate are criminal damage to motor vehicles and theft from motor
vehicle. The hotspots are Coronation Street/Gloucester Street and the new
development on Holly Lane.
Jonathan Dale, New Barracks, asked how many crimes are resolved from
CCTV coverage on Tatton Street and which CCTV cameras work.

PC Mark Turner informed Jonathan that the CCTV camera on Tatton Street
has been non-operational and he has received an e-mail stating that it is to be
fixed week beginning 12th October.
PC MarkTurner requested CCTV footage from Eccles monitoring station
regarding coverage of the betting shop at Ordsall District Centre and was
informed that camera has been down since Friday (2nd October).
CCTV cameras operational in Ordsall at present are Robert Hall Street and
Nine Acre Court.
Joyce Fitzpatrick, SALT, asked where the hotspots for vehicle crime and asb
in the area.
Sgt. Kirby responded by informing the Forum that Salford Quays is a hotspot
for vehicle crime and asb regarding swimming in the Quays at present.
Martin Halton, SALT informed the Forum that he would be commencing round
two of the perception data in Ordsall & Langworthy and perception of crime
would come out in this survey.
Jim Doyle, resident, asked if Ordsall have a problem with drugs.
Sgt. Kirby responded that there is very little drug crime in Ordsall, however
there are users of cannabis but they don’t cause significant problems.
Ross urged the local community to report any crime to him or the police, even
if it is a couple of days after the crime was committed. All reports help with
evidence and tenancy action from SALIX Homes.

PC Mark Turner informed the meeting that the police are running PACT
meetings that are focused on crime issues in the local community. The next
PACT meeting will be held on 18th November, 7pm at Ordsall Neighbourhood
Building. Local councillors and Ross are to be invited.
Ross informed the Forum that the very successful visit to the Salford
Magistrates Court last year is available again. If anyone is interested in
attending please contact him.

‘Soapworks’ (former Palmolive factory) Ordsall Lane
James Payne, Abstract Nikal Ltd gave an update of the proposed plans for
the ‘Soapworks’ and Ivy Wharf regeneration site, Ordsall Lane. The Carlyle
Group purchased the site November 2008 and with its partners Abstract Nikal

Ltd is working with Salford City Council and URC. A proposed planning
application will be submitted over the next two months.
Consultation is to begin at Ordsall Community Café on 7th October and at Fit
City Ordsall and then a briefing session with local Councillors.
The Colgate Palmolive factory is an integral part of the local Ordsall Lane
community. Since the factory decommissioning it has been vacant. The
intention is to reinvent the existing building and regenerate the site to provide
a vibrant and exciting mixture of uses in the development to deliver a timely
economic boost to the local area.
The proposed new ‘Soapworks’ and Ivy Wharf regeneration site will stimulate
and secure waterfront growth and deliver significant new employment
opportunities providing a new area in Ordsall to work, socialise and live. The
creation of both green open space and new public pedestrian routes will
connect the community back to the local surroundings.
The proposals for the ‘Soapworks’ and Ivy Wharf is to open up the currently
gated factory and create pedestrian routes, encouraging activity and
movement links with the Waterfront and Ordsall Hall as well as re-instate a
link to Exchange Quay. The office based regeneration of the existing factory
building would be Phase One, followed by retail development, residential
accommodation with potential hotel opportunities within a new public green
setting.
The ‘Soapworks’ is to be the flagship building of the Ivy Wharf regeneration
and will be visible from Ordsall Lane. It is an historic reference to the original
bustling factory days.
It is proposed to retain the existing structure, remove recent additions and
allow new uses. At street level, new retail opportunities will serve the local
community. There are good transport links with the metro and buses link to
other parts of the city.
Questions
Rod Ballington, local resident, asked what retail can attract people to the area
and will housing be expensive for locals to purchase?
The retail outlets in the proposed ‘Soapworks’ are not on the scale as the
Lowry Outlet it is proposed for small retail shops e.g. florist and office space
and housing will be affordable.
Tom McMullen, local resident asked if Abstract Nikal Ltd could assure local
people that any construction work will be offered locally as other construction
projects employ few local people only cleaners.

At the planning process it is stipulated that we have to employ local
companies/people and there will be a training initiative scheme for local
people on this re-development.
Jim Doyle, local resident, asked if TV reception could be considered in the
area when it is being re-developed.
It is a condition of the planning process.
Rev. Kearney, St Clements Church, said car parking is a problem in the area
due to new residents not paying for parking permits when purchasing new
property and new residents off road park and cause problems locally. What
car parking provision is given to new residents in this new development?
The office rental space have allocated car parking which the residents can
use free of charge which will alleviate any on road car parking. There will be
a service car park and multi-car parking facilities.
Jonathan Dale, New Barracks, said the bus service is poor in the area is there
going to be an increase in services also will there be allocated cycling routes?
New bus services routes from the local bus providers could be provided if a
route is in demand. The metro-link will double their services to the area.
Cllr. Mashiter, local Councillor, asked if Abstract Nikal Ltd are contributing to
Section 106 monies?

Residents’ Issues
Craven Drive Trees
Tom McMullen informed the Forum that there are overgrown trees along
Craven Drive that need attention. A tree has already blown over and
damaged a resident’s garden and car. Cllr. Mashiter has been dealing with
the incident.
A contractor has visited the site to measure up the cost of the job. Council
has informed them that they must deal with all the trees on Craven Drive.
Some trees have a Tree Preservation Order (TPO) and an application has
been submitted with regard to these trees. Cllr. Mashiter to update at next
meeting.

Hoardings on Holly Lane
Mr Crossley, local resident informed the Forum that a hoarding has been
pulled down near his property on Holly Lane. Scott Neal, LPC Living, has
arranged with Cllr. Mashiter to meet on Friday 9th October, 2.30pm to discuss
this. Scott has also agreed to patrol the area regularly.

New apartments on Salford Quays
Tom McMullen informed the Forum that a planning application has been
submitted for three 26 story high apartments at the Quays. Tom would like to
know if the TV reception clause has been applied to the planning application.

Collection and Provision of wheelie bins on Coronation Street
There is a new family living in Coronation Street who insist on leaving their
refuse/re-cycling bins at the front of the property with the outcome that the bin
is burnt out. There has now been a delivery of five new wheelie bins at the
front of the property which look unsightly and ready for someone to burn them
out. Jonathan has spoken to Dennis Whittle, Environment Services to try and
resolve this issue.
Ross to contact Geoff Akroyd, Borough Commander, GM Fire & Rescue
Service, who is keen to address the issue of wheelie bin fires to see if a fire
risk assessment of Coronation Street can be arranged and stress to residents
about left out wheelie bins.

Fly-tipping on Rudman Drive/Gloucester Street
Even though Rudman Drive/Gloucester Street has an alley-gated scheme
there is still problems with fly-tipping. Fly-tipping is being removed weekly
and does not seem to be stopping. Cllr. Mashiter, Joanne Linney, SALIX
Homes and Amy Welsby, SALIX Homes to meet to try as resolve this ongoing problem.

Blocked drains on Huddart Close
The drain outside Salford Lads & Girls club is blocked and large pools of
water are gathering. Ross Spanner to speak to Urban Vision.
