ITEM NO ORDSALL AND LANGWORTHY EXECUTIVE GROUP SUMMARY OF MEETING HELD ON 6TH FEBRUARY, 2007 The main points discussed at the meeting of the Ordsall and Langworthy Executive Group held on 6th February, 2007, were as follows: The New City Academy for Ordsall Representatives of the Oasis Trust - the sponsor for the proposed Academy attended the meeting. The Executive Group was given details of the development of the Trust. The contributions to be made to the Academy Project by H.M. Government, the local authority and the Trust and the risks incurred by each were outlined. The Trust had secured a lease on the site of the United Reformed Church. The final use of this building had not yet been determined. The consent of the Planning and Transportation Regulatory Panel required that consideration be given to its retention. The substantial renovation costs could not, however, be met from the funding allocated for the development of the Academy. The terms of the lease required the Trust to accept responsibility for establishing community facilities (such as a Boys Brigade) at the Church. The process for pupils to transfer from the Hope High School to the Academy in 2010 was outlined. Admission arrangements would be based on those of the local authority. Efforts were being made to develop facilities also on the Ordsall side of Trafford Road so as to provide a practical demonstration that the Academy was part of the community. The Trust hoped to develop also social facilities in the area by providing trained social workers. Police Issues/Juvenile Nuisance It was considered that the rise in juvenile nuisance demonstrated a need for regular police patrols as routine. SAYO were involved in developing schemes for young people and options for securing funding for greater security were discussed. A report by the Neighbourhood Manager and the Police Service will be submitted to the Community Committee on 6th March, 2007. Reviewing Section 2 of the CAP - Reducing Crime The Executive Group discussed progress on section 2 of the CAP which related to reducing crime. Members noted that Dispersal Orders provided respite but did not necessarily resolve problems as these were displaced to other areas and returned when the Order ceased. A major limitation on the ability of agencies to provide positive activities was that binge drinking was increasingly perceived as an acceptable pastime. Members agreed to develop a list of sites which might be included in a project to replace street lighting. D:\98944519.doc The Neighbourhood Manager agreed to liaise with (a) the Lead Member for Crime and Disorder to determine the current position regarding extending legislation to deal more effectively with off-road motorbikes, (b) the Head of Community Safety to determine if funding was available to erect signs in the Broadwalk area warning of the penalties for violating the alcohol exclusion zone and (c) Job Centre Plus to publicise, on the former centre on Trafford Road, the location to which facilities had transferred.
