Devolved Highways budget schemes for Ordsall, Chris Payne, Urban
Vision
Ross explained to the group that Chris Payne attends college every Tuesday
and we will need to find a way of making decisions on this.

Proposed Road Safety Committee
Ross appealed for volunteers to be involved in the local road safety
committee, anyone interested please contact him on 0161 603 4090.

Vanguard Textiles Site, Charles House, 325 Ordsall Lane (Planning
application number 06/53452/OUT
Ross explained to the Forum that Malcolm Sykes has sent his apologies due
to a clash with Council Cabinet. However he would attend a future meeting.
Letter to Urban Vision expressing the Forums concerns regarding the
proposed development plans along the waterfront has been sent by Ross.
Copies available on request.
Barry Whitmarsh has passed on the request to planning regarding the aerial
reception to residents in the area.
TV Reception in Ordsall
Ross is having difficulty obtaining an update from OFCOM. The report
commissioned by David McLean Homes has now been sent to the planning
office. Ross is to chase up.

Ordsall Community Forum Future Dates
Jeanette distributed the proposed meeting dates for 2007. Ross asked if
anyone has any problems with the dates and times to contact him.

Strategic Public Transport Issues in Respect of Growing Local
Population – Roy McDonald, GMPTE
Roy gave an overview of the GMPTE service explaining that GMPTE do not
own or run the buses themselves. Following de-regulation on 26th October
1986, private operating companies run bus services. Central government and
local council tax funding pays for GMPTE operations.
Any private bus company can run a bus service as long as they give 8 weeks
notice to the licence company. Withdrawal of a bus service also requires 8
weeks notice.
Mainline routes and standard of buses have vastly improved, however Ordsall
still has a relatively poor service.
GMPTE are in talks with smaller scale mini-bus services i.e. Social Services,
Ring & Ride, Salford Link etc. to use their mini-buses for local bus routes
when they are not in use. A trail period has been negotiated. These smaller
mini-buses will operate under one standard banner (GMPTE) and should help
improve services in local areas. The system is known as Integrated Social
Needs Transport.
Developers have sometimes sought GMPTE advice about bus operations in
an area where they are thinking of developing. However, GMPTE are not a
statutory consultee on planning matters.
Schemes to encourage new residents to use public transport have been
successful e.g. 6-month free metro-link pass. Findings show new residents
continue to use public transport after the 6-month trial.
Questions
Has GMPTE produced a draft version to improve transport links network in
Central Salford area and what is being done to make new transport network
links more attractive to the private bus companies?
GMPTE are currently working with Salford City Council and Salford URC to
develop an action plan for transport in the future. GMPTE have in the past
missed opportunities of working with developers and this needs to be
improved in the future.
mediacity:uk will require transport networks to be expanded. The new
planned metro spur is excellent for local people in Eccles, Manchester and
Salford Quays. It is hoped if money can be obtained from Section 106
funding. GMPTE would contract a bus service initially to run along Ordsall
Lane and surrounding areas and then offer the service to a commercial
company for profit.

URC would like a Community Interest Company to operate services in the
local area. If it becomes established it could be owned by the community and
run by the community.
Have GMPTE spoken to BBC regarding expansion of transport links and how
can the Ordsall Community Forum help influence decisions on transport in the
Ordsall area? Also does the Ordsall Community Forum need to be
represented at the GMPTE service planning team?
GMPTE has spoken to the BBC regarding the expansion of transport links to
the mediacity:uk. Draft plan for transport links for mediacity:uk can be brought
to the Forum for feedback.
A letter to be sent to the Chair of GMPTE via Councillor Peter Dobbs to
express concern regarding lack of transport links in the area especially with
the increasing population, new schools, new LIFT centre and mediacity:uk.

5. Update of Development Framework
Taylorson Street
Jonathan Drake informed the Forum that work is to commence on 4th
December 2006. 23 out of 34 properties have been sold so far and 15 are
first-time buyers. In the New Year properties which have not been sold will go
on the open market. The building schedule is 12-months with completion mid
November 2007. Quay 5 office is open Monday to Friday 9am to 5pm if
anybody would like to see plans for Taylorson Street and Hulton Street.
Hulton Street
Plans are nearly at completion stage and should be ready for the Forum’s
comments at the January meeting.
Funding for temporary works near St Clements church has been arranged
and this will include at temporary blocking off but allowing vehicles access
from St Clements Drive at Hulton Street. When development has been
completed the previous layout will be re-introduced.
Proposed Secondary School
Barry Whitmarsh informed the Forum about the outline planning application
that is to be submitted for the development of a new City Academy. The
proposed site for the new school is at King William Street. It comprises some
2 acres of land occupied by the United Reformed Church and the Broadway
trading estate. The site is relatively small and therefore, the school will also

have access to off-site sports provision, including Watersports Centre and Fit
City Ordsall and Stott Lane, Weaste.
The school will cater for students aged 11-18. The academy is planned to
accommodate 1,150 pupils, including a 250 pupil sixth form. The academy
would specialise in media and ICT, creating direct connection between
education and growth industries with mediacity:uk. The academy will commit
to a non-selective admissions policy that demonstrates inclusion and diversity.
The academy would be a partnership with the Oasis Trust. The Oasis Trust
was founded in 1985 and it currently works in 15 countries, delivering
housing, health care and education initiatives. The Oasis Trust place a strong
emphasis on the regeneration of local communities.
The planning application will be online, showing layout and access, but with
no details of the building design. The planning application will be available for
inspection next week.
Consultation will begin at the end of January 2007.
Possible completion of the academy is 2009 and Oasis will be a lead
consultant.
Madge expressed concern about the admittance procedure for local children.
Councillor Dobbs informed the group that he is meeting with Oasis Trust in
the New Year and hopefully a representative will attend the Ordsall
Community Forum in the New Year. GMPTE new transport links are to be
discussed in the future planning of the new academy.
Matthew Lynn informed the forum that local businesses affected by the
academy are in the process of being relocated.
The Forum would welcome the principle of the new school being developed
on this site. Reservations were expressed regarding Oasis Trust in Education
and would welcome an open discussion with representatives at Oasis Trust
regarding the benefits of an academy in Ordsall.
Ross will contact Mike Arnold regarding consultation on the new academy and
involvement of Ordsall Community Forum.

Consultation for Ordsall District Centre
Clare Bailey-Jones informed the Forum that the analysis of results from the
consultation has not been completed.
Main points raised out of the consultation so far were:

105 residents turned out to the consultation events and 68
questionnaires were returned.
*
156 questionnaires were returned to the mobile team run by Gail
Skelly, OCA.
*
78% of respondents would like to see more family housing.
*
67% of respondents would like the new Health Centre within walking
distance.
*
Three most requested shopping outlets were; Post Office, Chemist and
a Supermarket.
*
In the community hub residents would like to see; Doctors, Dentist,
Optician and District Nurses.
*
54% from the mobile group questionnaires would like the shops
situated on the Radclyffe site and Ordsall District Centre and the
community hub on the Ordsall District Centre site.
*
Youth activities are needed.
*
59% from the mobile group questionnaires would not like any tall
building on the Radclyffe site.
Weaknesses:
*
Questionnaire not explanatory enough and too long.
*
Diagrams on the boards needed to be numbered as not to confuse
residents.
Consultation report should be completed for the January 2007 meeting.

In Bloom – Could it happen in Ordsall?
Warren Smith, LPC Living has approached Ross to see if Ordsall can do
something similar to Langworthy In-Bloom.
The initial cost to set up Seedley & Langworthy In-Bloom was £30k. Over the
last 2/3 years it has been winning national awards and the community have
become closer and take pride in their area.
Madge Bown, local resident has run the Ordsall Flower show for over 6 years
and feels they do not have enough members to do an Ordsall In-Bloom.
There is a small scheme run by New Barracks and this has achieved small
improvements in the area and could be a starting point.
Madge Bown, Jonathan Drake, Jonathan Dale and Gail Skelly have been
invited to attend the Cleaner, Greener, Safer Group on 4th December 2006 to
discuss the possibility of starting a small scheme in the Ordsall area.
LPC Living is supporting Eco Month in the local schools which ties in with the
new school and garden.
CCTV in Ordsall
Jonathan Dale expressed concern that an expensive piece of equipment is
not being utilised properly. The CCTV camera seems to be fixed permanently
on Ordsall District Centre and nowhere else. Anti-social behaviour is
increasing in the area so therefore CCTV coverage on Tatton Street/Ordsall
District Centre is essential. Jonathan explained to the Forum that a member
of New Barracks contacted Eccles CCTV monitoring room to see if they
where recording anti-social behaviour in the Ordsall area and Jonathan is
quite sure this are not the appropriate procedure. GMP is still not responding
well enough to resident’s calls about anti-social behaviour.
PC Mark Turner explained that the CCTV monitoring station at Eccles is the
problem as they tend to concentrate on Eccles Town Centre. GMP would like
CCTV coverage to move to Sycamore Court as this monitoring station is
better equipped. The two roof-top cameras at Nine Acre Court could be a
useful tool in monitoring anti-social behaviour in the area.
Ross to speak to John Laycock, Manager of PDMF at Sycamore Court for
costs to transfer CCTV monitoring from Eccles to Sycamore Court. Ross is
also to discuss cost to upgrade the cameras on Nine Acre Court with Colin
Mannion.

Irwell City Park
Irwell City Park consultation will begin at the end of January beginning of
February 2007.
Race/Hate Incidents
Ross asked if anyone knew of any incidents of race/hate crimes in the area
could they please be passed onto him.
