SSCF 2007/08 Report
This report is to advise Eccles Political Executive on the SSCF process and
allocation of funding for 2007/08.
Total amount of funding allocated to Winton in 2007/08 was as follows;
£565,000 capital and £268,987 revenue.
2007/08 Project Progress by Theme
Youth

Community Rugby League Development Worker
This project, delivered by Salford City Reds, aimed to offer additional
opportunities for young people to access activities in community settings and
increase healthy lifestyles through the medium of sport. The project also
aimed to increase active involvement from residents within the development
of local sport.
In School Coaching Programme - 16 schools – 11 primary and 5 secondary
schools
After School Coaching Programme, Evening and Weekend Activities – 6
schools
Eccles ARLFC Beginners Club - This club which runs on Thursday evenings
was accessible for young people aged 7 – 12
The Eccles Saturday Club - children aged 6-8
The Gifted and Talented Programme for under 11s
Winton Park Multisport Activities – young people aged 8-16
Salford City Reds in partnership with Salford Community Leisure have
provided children with holiday activities in the Winton area.
The Golden Angels reward scheme - families being involved in leisure
activities, enables a young person and three family members to visit a Salford
City Reds match, free of charge.
Volunteers and Coaching Courses and Amateur Rugby League Development

The very positive impact Seb’s work has had in Winton can be demonstrated
by the attached quotes.
"I would say that the impact Seb has had on our area has been great. In
particular, through his services, we have been able to recruit a new team at
Under 8s and Under 10s level when we had been struggling to do this in
earlier years. Seb's enthusiasm has introduced new children to the game
and it has been very encouraging to see them enjoy his sessions so much.
In addition to the work undertaken in local schools, Seb has actively led a
selected "gifted and talented" 11s programme, which will compete against
other areas of the City. It is hoped that this particular team will continue to
play sport locally after the "Gifted & Talented" scheme comes to a conclusion.
In conclusion, we feel that Seb's contribution to our area has been excellent,
and we hope that it continues for the foreseeable future."

Detached Youth Work Team and Diversionary Activities for Young
People
The project aim was to reduce levels of anti-social behaviour/nuisance within
the Winton area by making contact, developing relationships and negotiating
programmes of youth work with young people aged 13 -19 who for a variety
of reasons do not use other forms of youth provision in Winton.
244 Young People have been engaged/participated in a variety of activities.
(173 Young Men & 71Young Women)
 35 young people worked with have been identified as “hard to reach”
and not engaging with other agencies by the Neighbourhood
Management Team
 5 young people have completed their Bronze Level Duke of Edinburgh
Award.
 6 young people are training for their Community Sports Leadership Award.
 20 young people completed sections of their Bronze Duke of Edinburgh
Award.
 30 young people have received gym passes for Eccles Fit City as part of a
programme of work focussing on health.
 10 young people took part in the Cyclone Mountain Bike Project which
also focussed on health and fitness as well as team work and bike
maintenance.
 8 young people attended a residential weekend at Lledr Hall focussing on
self esteem, life skills and team work.
 10 young people crewed on an Ocean Youth Club voyage to Ireland.
 46 young people have participated in a music based programme of work
with GMMAZ.
 Other activities have included drama workshops, football coaching, fishing
, metal art at Gears+ , dance, an intergenerational Christmas event and
Peer mentoring.
 Young people have been involved in programmes of informal education on
issues such as alcohol and drug awareness/ harm reduction, sexual
health, diet and fitness, anti – racism, community awareness, vandalism
and anti –social behaviour.

Community Sports Provision for Young People
Salford Community Leisure’s, Sport, Health and Community Leisure Team are
responsible for the development of sport and physical activity within the
communities of Salford. Working alongside the local community, the team
provide sport and recreational activities at a local level.
Through consultation, and progression/sustainability from SSCF projects
2006/2007 the young people and other members of the community from the
Winton area proposed a number of health, sport and physical activity
opportunities they are as follows:
1. 66 gym passes and 100 swim passes for young people who were
identified via Youth Service, Next Step Project, SCL
2. Multi Sports sessions at St Patrick’s and Salford City Academy for 11+
to complement holiday programme
3. ACES - Angling Programme
4. Community Sports Leaders Award (CSLA)for 16 – 19 years
5. Weekly Street Dance sessions on Brookhouse
6. A 6 week programme of activity at ERUFC, need identify by club
7. Disability sports programme

Health Improvement Programme
Cyclone Project involved working with 10 young people on this scheme. Out
of the 10, 9 completed the National Accreditation Course. The course involved
working with young people away from their normal environment and covered;
motivation, building relationships, communication, team work and health and
safety.
Environment/ Open Space

Refurbishment of Westwood Park Astroturf
The project aim was to bring a five-a-side area back into use in the Westwood
Park area of Winton.The pitch had been in a very poor state of repair for a
while and the Astroturf covering had been vandalised and set alight. There
had been a number of recent improvements to the defined space including the
installation of security fencing to the wider perimeter. The project aimed to
remove the original covering and re-surface with tarmac.
It is hoped that more teams/ groups will use the five-a-side pitch in the future,
particularly as the community centre adjoined to the site has transferred
management from Community Health and Social Care to Salford Community
Leisure and as such will be included in any associated promotional
information for use of the overall facilities.

Resurfacing Buckthorn Lane
The project aim was to improve access for drivers/pedestrians at the top end
of Buckthorn Lane, which leads to Brookhouse Community Centre.
It is hoped that the enhanced accessibility to Brookhouse Community Centre
will also facilitate the return of a bus to this part of Brookhouse area.

Improving Environmental Quality and Winton Cleaner and Greener
projects
The main purpose of the project was to encourage residents and businesses
to take an increased sense of pride in their local area (Winton). It is hoped
that by delivering environmental improvements to the area i.e. greening the
cleaning the surrounding environment that this could be achieved.
The environmental improvements were backed up with a schools education
programme highlighting the issue of environmental crime and good
environmental practice i.e. sustainability and recycling. All six schools in
Winton received educational assemblies surrounding these issues



Planting day and provision of additional hanging baskets to all low rise
block entrances in the ‘New Lane’ area of Winton.
Development and delivery of a schools environmental educational
assembly / lessons to Beech Street, Westwood Park, Barton Moss, St
Gilberts Primary School and Salford Academy.
Delivery of a joint bio-diversity workshops and bio-diversity event at
Winton Park in partnership with the SSCF funded Park Ranger; All
primary schools in Winton were involved through interactive lesson and
the production of bird and bat boxes, planting workshops, sculpture
workshops, poetry workshops.
The delivery of environmental education for Sure Start centres; held at
Winton Sure Start.

Green Space and Play Facility Improvement
The project aim was to actively engage local people in the development and
use of Winton Park by encouraging local schools to use the park as an
educational resource, developing volunteer opportunities and enabling local
people to use the park as a safe enjoyable recreational space.
 Engaged over 2500 people in activities in the park
 Engaged all 4 local primary schools in environmental education related
activities
 Supported the development of Friends of Winton Park and engage
volunteers in on going development of the park
 Satisfaction surveys have resulted in increased satisfaction with the
park as a safe recreational space
Some of the activities organised were the Art and Craft workshops, here
are some comments from park users;
‘Fantastic. The kids loved it.’
‘Brilliant idea for the holidays.’
This park has improved a lot. I stopped bringing the children in because of
all the dog mess, but it’s a lot cleaner now and these activities are great!’
 MUGA – Multi Use Games Area
The project aim was to install a Multi Use Games Area at the car park to
Brookhouse Community Centre, Buckthorn Lane, Winton, thereby creating a
sporting facility aimed at providing diversionary activity for young people on
the Brookhouse estate.
Outputs include;
a) increased facility usage, which in turn improves site security and deters
anti-social behaviour.
b) facilities where greater social interaction across the age range can be
encouraged.
c) improvement to the general appearance of the area, helping to engender
greater community pride.
d) opportunities for improving health.
The official launch will take place on 7th June 2008.
 Skatepark
The project aim was to install a skate park on the playing fields adjacent to
Brookhouse Community Centre thereby creating a sporting facility aimed at
providing diversionary activities for young people in the area.
In the long term the project is intended to deliver a cleaner, greener, safer
environment for the benefit of a healthier, socially more confident and proud
community.
It is envisaged the outputs will be similar to the MUGA project.
Toilets @ Winton Park
The project aim was to install public toilets in Winton Park, which will assist in
the upgrading of Winton Park to District standard and will deliver a much
needed facility.
A major concern expressed by visitors to the park was the lack of toilet
facilities, it has been pointed out that longer visits to the park are limited
especially for the elderly. New toilets have been built within the existing
bowlers pavilion and will be available for all of the public including disabled
visitors.


Improvements to Brookhouse Community Centre
The project aim was to improve the rear exterior appearance of Brookhouse
Community Centre creating a cleaner, greener and safer public space. This
would allow for use of the area during warm weather.
The project included the removal of ivy from rear elevation, reinstatement of
steps to the rear exit, reinstatement of flower bed and removal of graffiti from
the building.
It is envisaged groups current and new will take advantage of this area during
the summer months. A gardening project involving the local schools will
create a new flower bed to add further to the ‘green space’.

Car Parking – Senior Rd
The scheme will provide much needed car parking provision to an area on
Brookhouse estate that has previously suffered anti-social behaviour and
crime around damage to vehicles.
It is hoped the scheme will prevent further damage to grassed areas,
presently being used by residents as ‘off road parking’.
 Bridgewater Street Low Rise Block Painting
This project has ensured the successful internal painting project from 2006/07
has been extended to include all the low rise blocks in the New Lane area.
The feedback received via the resident association has been very positive
with people saying how bright and welcoming the entrances and communal
areas are in the blocks.
 Winton Park Lighting
The project aim was to install additional lighting in Winton Park.
Eight lighting columns were installed in last years round of SSCF capital
spend.
This project has greatly reduced anti social behaviour within Winton Park
when the fear of crime is at it’s highest i.e. during hours of darkness.
Community Engagement

Small Projects Support Fund
In 2007/08 a total of £60,000 (£30,000 capital and £30,000 revenue)
The project aim was to provide small project funds, which local groups/
organisations could access for schemes up to £5,000.
 A Budget Panel was put in place made up of 3 local representatives
and the 3 ward councillors for Winton to ensure local input into decision
making. 2 Budget Panels were held – August 07 and October 07 and a
total of 23 grants awarded to the following;

Quotes from participants in the ICT classes at Salford Academy include;
“As a free course the benefits are endless. It also gives you an insight as to
the sort of computer training your own children learn”.
“I used to be afraid of the computer! This is no longer true. I now look forward

Neighbourhood Development Officer
The project aim was to employ an Officer that will assist with SSCF processes
in the Winton area, increasing the activity and participation of local residents
and liaising with partners as required thereby ensuring the delivery and value
of projects.
Outputs to date include;

2 Reference Group meetings organised and held with local people
(held on 09.05.07and 21.08.07);

5 Appraisal Panel meetings organised (held on 16.05.07, 21.06.07,
17.07.07, 21.08.07 and 29.10.07);

2 Small Grants Budget group meetings organised (held 21.08.07 and
05.11.07);

Management of 6 individual projects;

2 SSCF Youth Project Deliverers meetings organised (held on
19.07.07 and 06.12.07);

10 Winton Groups receiving support from NDO – including tenant
groups;

Regular contact made with 2007/08 SSCF Winton project deliverers;

Update reports to quarterly SSCF Partnership Board;


Lowry on Walkabout
This project aims to develop community engagement opportunities using
various techniques. The start date for this project was delayed due to the work
being undertaken in Little Hulton.
To date the project leader has contacted groups within the area and will be
carrying out a number of local community meetings to inform the development
of the projects to reflect the needs of each localised community.
Community Safety

Targeted Police Initiative
The project aim was to provide additional police resources and target illegal
drug supply, anti social behaviour, off road bikes and reduce domestic
burglaries.
As a result of this funding, a six month covert Operation targeting the supply
of Class A drugs ( heroin and crack cocaine) within Winton. This operation
resulted in a strike day on Tuesday the 8th of April when 23 individuals have
been arrested for being involved in the supply of Class A drugs. A large
proportion of these people have been remanded in custody pending court
appearances.
This operation would not have been possible without the funding being
available.
The majority of these offenders have previous criminal history for acquisitive
crime (burglary/robbery) and violence. They should be receiving substantial
custodial sentences when matters are finalised.
We have also been able to fund additional patrols in Winton targeting damage
and anti social behaviour at peak times. There has been a good link
established between local residents and the PCSOs ( eg Winton Park)

CCTV – Brookhouse, Westwood Park and New Lane
This project is an extension to the scheme funded in 2006/07 and was
developed to enhance the original scheme. A detailed survey was carried out
to determine/detail any necessary alterations to include the provision of
additional equipment, such as relay posts/points. It is envisaged the whole
scheme will be fully operational by June 08.

Burglary Reduction Measures
The project aim was to extend the fencing/gating schemes carried out in
2006/07. The outputs for the scheme include;
 Alley gating to 30-166 Parrin Lane and 11-73 Beech Street.
 Complete the fencing to Florence Street flats
 Erect perimeter fencing to Worsley Road and Barlow Lane Flats.
 Target hardening and side gates to Hiley Road and Chatley Road.
 Target Hardening to new tenants on Brookhouse estate

Safer Schools (4 schools in Winton area)
The project aim was to prevent crime at 4 schools in the Winton area, by
improving the security of school buildings, protecting assets, staff and pupils.
The schools benefiting from these measures are; Westwood Primary, Beech
Street Primary, St Gilberts RC Primary and Barton Moss Primary School.
The outputs would be the reduction of crime in and around school premises,
improved security to enable school premises to be accessible for all the
community, empowerment of the children to be active in preventing crime
thereby increasing respect of school property.
‘Smartwater’ property marking scheme, intruder alarms, security lighting and
intercom entrance scheme are some of the security provisions included in this
project.
