WELCOME AND INTRODUCTIONS
The Chairman welcomed those present to the meeting.
He indicated that an attendance list was being circulated and requested those
present to sign it in order for their names to be recorded in the minutes of the
meeting.

Apologies for absence were submitted on behalf of Councillors Clague,

The minutes of the meeting held on 2 September, 2008, were approved as a
correct record.

MATTERS ARISING
(a)
Highways Devolved Budget – Highways Issues
(Previous Minute 3(a)(i) – 2 September, 2008)
Details were provided to R. Smith of the exact areas on Fitzwarren
Street which had previously been referred to in the request for work to
be undertaken.
RESOLVED: THAT the matter be noted.
(b)
Highways Devolved Budget – Highways Issues
(Previous Minute 3(a)(ii) – 2 September, 2008)
R. Spanner gave a progress update in respect of the request for the
placement of a Pelican / Puffin Crossing on Ordsall Lane.
RESOLVED: THAT the matter be noted.
(c)
Community Action Plan 2009
(Previous Minute 6 – 2 September, 2008)
R. Spanner indicated that copies of the draft version of the Community
Action Plan for 2009 had been circulated.
He requested that any amendments to the plan be provided to him,
either at the end of the meeting or by telephone.

5.
COMMUNITY PAYBACK (PROBATION)
C. Johnson and B. Cadwallader gave a presentation that provided details of
work being undertaken in the area via the Community Payback Project.
They provided details of the launch of Community Payback, a Probation
Service Initiative, by which communities had the opportunity to influence the
type of work offenders carry out in their neighbourhoods.
The aim was to make the unpaid work performed by offenders more visible
and more representative of the communities' needs.
It was noted that the projects undertaken always involved activities that would
not otherwise be carried out. These projects included graffiti removal,
redecorating community centres and environmental work. It was noted that an
important part of the process was that, as well as carrying out work, offenders
acquire skills which would be useful to them in the job market.
Details of projects that had been undertaken in Salford included –

Assistance with The Amber Project in Kersal
Tindall Street Allotments
Black Harry Path Clearance in Swinton
Work with the War Graves Commission
Sunday Dinners Projects in Eccles and Little Hulton
Evening Care Sessions in conjunction with the Redwood Group
The Chairman thanked C. Johnson and B. Cadwallader for their attendance at

RESOLVED: (1) THAT ideas for projects to be carried out as part of the
Community Payback process be provided to either C. Johnson, B.
Cadwallader or R. Spanner.

SPOTLIGHT UPDATE
R. Spanner gave an update report in respect of work being undertaken to
develop the Cleaner, Greener and Safer Co-Located Team.
He indicated that the team was based at Diamond House, the Head Office of
Salix Homes and included officers from –





Greater Manchester Police – Police Officers and Police Community
Support Officers
The Environment Directorate
The Ordsall and Langworthy Neighbourhood Management Team
Discussion took place in respect of a number of issues, including –


The number of officers from each partner organisation involved in the
work of the co-location team
The need for local people to continue to report crime and incidents of
anti-social behaviour

Problems associated with ‘match day parking’ in Ordsall and
surrounding areas, including instances of illegal car parks, on match
days at Old Trafford.
RESOLVED: (1) THAT the report be noted.
(2) THAT incidents of illegal car parks be passed to R. Spanner
for submission to Greater Manchester Police.

ORDSALL COMMUNITY ARTS
G. Skelly and L. Holmes gave a presentation providing details of the work of
Ordsall Community Arts within the Neighbourhood Management Area.
Details were provided of the projects and groups which Ordsall Community

DEVOLVED HIGHWAYS BUDGET
RESOLVED: THAT the following recommendations made in respect of the
Highways Devolved Budget be approved –
(i)
Ordsall Lane
The proposals for a pedestrian crossing to be taken to the next meeting
of the Ordsall Forum for a decision prior to confirmation at a future
meeting of this Committee.
(ii)
Phoebe Street / Ordsall Estate / Robert Hall Street
20 mph speed limit
The proposals for the implementation of a blanket 20 mph speed limit
on Phoebe Street / Ordsall Estate / Robert Hall Street to be taken to
the next meeting of the Ordsall Forum for a decision prior to
confirmation at a future meeting of this Committee.

COMMUNITY COMMITTEE INVOLVEMENT IN THE SCRUTINY OF LOCAL
SERVICES
K. Dainty, Scrutiny Support, gave a presentation in respect of the work of the
Scrutiny Process within the city. She provided details in respect of –

The role of scrutiny
o Review of services to check performance and examine how it
can be improved
o The review of processes to ensure transparent accountability.

The structure of scrutiny and its work
o The development of 6 scrutiny committees within the council
structure
o Specific pieces of work examined by Scrutiny Commissions
o The scrutiny of Council, Health and other public services
Discussion took place in respect of a number of issues, including –

The services which could be examined under a local scrutiny process

COMMUNITY ACTION PLAN
R. Spanner indicated that copies of the draft version of the Community Action
Plan for 2009 had been circulated.
He requested that any amendments to the plan be provided to him, either at
the end of the meeting or by telephone.
RESOLVED: (1) THAT the matter be noted.
(2) THAT the Ordsall and Langworthy Community Action Plan
2009, be approved subject to the inclusion of any further amendments which
will be reported to this Committee in due course.
12.
CRIME AND DISORDER UPDATE – HOW TO REDUCE THE CHANCE OF
YOUR HOUSE BEING BURGLED
S. McGuire, Greater Manchester Police, gave an update report in respect of
issues of crime and anti-social behaviour within the Ordsall and Langworthy
Neighbourhood Partnership Area, including –

how residents could keep their property safer in a number of ways by
locking doors, closing windows, not keeping valuable items on display,
keeping car keys in a safe place and not on open view.

Taking part in property marking schemes.
RESOLVED: THAT the report be noted.
13.
BUDGET SUB-COMMITTEE RECOMMENDATIONS
RESOLVED: (1) THAT the minutes of the meetings of the Budget SubCommittee held on 30 July and 27 August, 2008, be noted.
(2) THAT the recommendations made by the Budget SubCommittee at their meeting held on 29 October, 2008, in respect of
applications for funding, as detailed in the report now submitted, be approved.

ANY OTHER BUSINESS
(a)
Closure of Passage way between Oldfield Road and Asgard Drive
RESOLVED: THAT R. Spanner contact Salix Homes to request an
update report in respect of this issue.
(b)
Ordsall Allotments Society
Information was provided in respect of the establishment of the Ordsall
Allotments Society and discussion took place in respect of proposals
for placement of future allotments within the area.
(c)
Greater Manchester Police – Emergency Calls
Concerns were raised relating to the speeds being travelled by some
police vehicles in the Pendleton Area when answering emergency
calls.
R. Spanner undertook to raise this issue with Inspector Henthorne.
15.

RESOLVED: THAT the next meeting of this Committee be held on Tuesday, 6
January, 2009, at Langworthy Cornerstone, Liverpool Street, Langworthy, at
