Action: Ross Spanner Fly-tipping – Rudman Drive Ross to make Rudman Drive a new hotspot for Environment Task Group. The Environment Task Group is aware of Gloucester Street and is already on the hotspot list. Action: Ross Spanner Additional Signage for Ordsall Park Ross informed the Forum that signage prohibiting off-road vehicles in parks has been deployed in the City, unfortunately there is an additional cost of £125 per sign if more are required for Ordsall Park. Ross to see if the cost can be reduced if large supply is bought for other areas in Salford. Action: Ross Spanner Trees on Regent Road Jonathan Dale has now received feedback from Urban Vision regarding the trees on Regent Road. The trees on Council owned land are maintained by the City and there are no tree preservation orders in place. Urban Vision to send Jonathan a full report. Ross asked Jonathan to e-mail him with an update report along with the Urban Vision report so this can be taken to the Environment Task Group. Action: Jonathan Dale/Ross Spanner Fly-tipping on former nursery site on Robert Hall Street PCSO Mark Gerrard reported the fly-tipping on the former nursery site on Robert Hall Street to the Salford Direct on 9th August 2007, flair no: 810/569. Unfortunately, they have not been to remove this. Ross also has reported this site around about the same time. Ross is to raise this with the Salford Direct. Sean Doyle, SALIX Homes to speak to Brian after the meeting to try and resolve this matter. Action: Sean Doyle Update on Ordsall Development Framework Monmouth Park The Lowry Homes construction is not near completion, as was suggested in the previous minutes and it is anticipated that the contractors parking on the green is still going to be a problem. Barry Whitmarsh stated that there are two options available to try and resolve this problem: 1. Extend the wooden stumps around the green. 2. Permanent fence in January 2008 to be installed as this is when Monmouth Park will begin to be re-designed. It was agreed that Barry would look at bringing forward the permanent fencing around Monmouth Park. Action: Barry Whitmarsh PCSO Mark Gerrard has tried to contact traffic PCSOs but they have yet to respond. Mark to continue to try and make contact with the PCSOs in traffic. Action: PSCO Mark Gerrard Ross to investigate parking restrictions and enforcement and update at next meeting. Action: Ross Spanner Draft design plans for Monmouth Park will be ready for the Forum to see at the next meeting in October. Hulton Street Work has commenced on site this week. Property was released for sale to Ordsall residents 4 weeks ago, 22 homes have so far been sold. The remaining properties will go on general sale in 2 weeks time. -3– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc There will be some disruption to local residents as the building work is being done. LPC Living is in discussion with Salford City Council and Urban Vision Traffic Officers to determine if it is feasible to re-open the Hulton Street junction onto Trafford Road. This would have the benefit of providing a remote access and egress point for all construction traffic, however there are some major points that are being worked through in terms of existing services, street lighting and the physical requirements of such a junction bearing in mind the present volume of traffic on Trafford Road. St Ignatius Consultation Consultation has been completed around the New Barracks and surrounding area regarding the retaining of the St Ignatius Church with new developments on the croft next to the church. Jonathan Drake showed the Forum the two proposed options. LPC Living received 46 responses from the consultation process. These draft options are in keeping with the possibility that the New Barracks TA is granted conservation status. The two development options are available for inspection at LPC Living Marketing Suite, West Park Street if anyone would like to see them. New Barracks support LPC Living for being sympathetic in keeping St Ignatius church but have issues regarding the road and the croft which New Barracks would like for an imaginative play area. Barry Whitmarsh stated that the imaginative play area might not be possible due to the proximity to residential properties. It is hoped the completed plans will be ready for approval in October. Problems with contractors on Radclyffe Mews Site Pat Robinson complained that contractors on the LPC Living development at Radclyffe Mews are parking outside residents’ houses on Lawler Avenue and contractors are also asking residents to move their cars for the large trucks to gain access to the site. Jonathan Drake to contact Andy Roberts, LPC Living and the site manager to arrange a meeting within the next two weeks to meet Pat to try and resolve these problems. Action: Jonathan Drake Emergency Road access to Phase 1 of David McLean Homes site Tom McMullen would like to point out that the road access for emergency services is being used as a short cut by taxis and locals. Chris Edge, Planning Manager of David McLean Homes stressed this emergency access road is not for public use. Chris to look at measures to ensure that the road -4– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc has no public access to the Phase 1 site. Chris is also to speak to the site manager. Action: Chris Edge, David McLean Homes Witness Statements/Reporting of Anti-Social Behaviour Jonathan Dale informed the Forum that there has been some progress in the reporting of anti-social behaviour. The Local Partnership Delivery Group which is responsible for local crime issues is to meet next week to discuss this. Housing Issues Tom McMullen explained how residents find regular Housing Officers visits beneficial and they help to reduce anti-social behaviour. Sean Doyle, SALIX Homes explained Housing Officers do weekly site visits but tend not to be approached by any residents. Residents are concerned about the asb on Gloucester Street. PCSOs are aware of the problems in Gloucester Street, it is also a hotspot area for flytipping at the Environment Task Group. Ross asked if the South Ordsall TA could be revived. Tom explained this group lapsed due to the lack of faith from tenants regarding the Council and their complaints not taken seriously. Ross asked Tom if there could be a possibility of the South Ordsall TA being revived as the TA could deal with their issues together when tacking local officers. Sean Doyle informed Tom that SALIX Homes would support/help the TA if they require it. Tom to discuss this with South Ordsall residents and update at next meeting. Action: Tom McMullen West Craven Street The empty caretaker’s house has now been boarded up. However, young people are breaking into the school. Demolition is to be arranged as soon as possible. St Clement’s School will take longer to demolish due to the asbestos issues and not being owned by the Council. Ross encouraged residents to continue to call the police to report young people breaking into empty schools. Action: ALL Friends of Ordsall Park -5– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc The first meeting of Friends of Ordsall Park is to take place on 13th September 2007, 6pm at Ordsall Community Café. This meeting will be a chance for people to get together and discuss park issues and forthcoming projects taking place in the park and see how they can be involved in projects and the running of the park. This group can also access funding if residents attend. Charlotte Howarth to update at next meeting. Jim Doyle asked Jeanette to see if residents of Nine Acre Court TA have been invited to the Friends of Ordsall Park meeting. Action: Jeanette Coward Secret Garden Ross has not had any response regarding funding for this project. Funding is available from URC to fund individuals or groups for unusual community projects, up to £2,000. Anyone interested please contact Ross. Action: ALL TV Reception in South Ordsall – Chris Edge, Planning Manager, David McLean Homes Chris Edge explained he has been in post for 8 weeks. David McLean Homes have carried out a TV reception report on Phases 2 & 3 of their planned developments; this report does not include Phase 1. The outcome of the report shows that the TV reception would be poor and David McLean Homes have come up with the best solution of installing a digital box or satellite dish free of charge to the homes affected. Those affected have been written to and invited to call the office to discuss this option. Some residents already have this facility and asked for an extra box in another room. All requests are dealt on an individual basis. All residents who are affected by the poor TV reception have to have their digital boxes or dishes installed before the first new residents move into Phases 2 & 3. Daniel Hewitt, Planning explained that the Council should now avoid TV reception problems in the future by insisting that all new contractors, when applying for planning permission, will now have a clause written into their planning consent regarding TV reception. Jim Doyle has contacted OFCOM and spoken to D McCartney. OFCOM are reluctant to install any new transmitters due to the change over to digital transmission in 2009. Jim has copies of correspondence from Urban Vision and OFCOM which he is unhappy about. Daniel Hewitt to look at this correspondence after the meeting to see what can be resolved. Action: Jim Doyle/Daniel Hewitt -6– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc Barry Whitmarsh informed the Forum that there are two TV transmission stations in the Manchester area: Winter Hill and Hulme. LPC Living are using the Hulme TV transmission station for their developments. Future of Community Forum Ross asked the Forum to take a couple of minutes to fill in the questionnaire on how we can improve the Forum and what items people would like to see on the agenda with any ideas for the Forum etc. Suggestions are: * More local residents involved in the Community Forum. Ross suggested producing a ‘marketing strategy’. * Local Councillors need to attend the Forum. Ross to pass on resident’s concerns. * Resident’s section on the agenda. * Tenant Participation Officer to promote the Forum. * ‘Armchair attendee’ – usually someone who cannot attend and they receive all notes, agenda etc and they send items in for the agenda. Look at a way of promoting this. * People are put off attending a formal meeting and it was suggested that a pre-meeting half and hour before the Forum meeting starts for an informal chat and coffee. * Different venues for meetings. Any Other Business New Equipped Play Area Barry Whitmarsh informed the Forum of the two options for the new equipped play area in Ordsall i.e. LPC Living Marketing Suite, West Park Street and the grounds of Ordsall Neighbourhood Building. LPC Living Marketing Suite is a poor option due to the location, too near resident’s properties and the road junction. The proposed location for the new equipped play area is Ordsall Neighbourhood Building and the necessary consultation will take place with relevant sources such as Scallywags, Children’s Centre as well as residents probably in October 2007. The Bricklayer’s Arms Jim Doyle asked Barry Whitmarsh if he could quash any rumours that the Bricklayer’s Arms was being demolished as apparently a contractor from -7– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc Bellway has been showing an interest in the site. Barry stated that he was unaware of any plans to demolish of the Bricklayer’s Arms or that Bellway are interested in the site. Barry to find out and update at the next meeting. Action: Barry Whitmarsh Update on the Lottery Bid for Irwell City Park Tom McMullen explained that in October a final presentation will be given in London and 23 projects will be reduced to 8. A film crew from the lottery was in the area 2 weeks ago to record local residents views on the proposed Irwell City Park and residents informed the film crew that they are very committed to the project. Tom asked for the continued support from the Forum and local residents to show their support to this project. Fireworks Fireworks have already started to be set off in the Ordsall area. Ross stated that there is a 3 week window in which retailers can sell fireworks legally. Ross encouraged residents to continue to call the police on 872 -5050 or ring Ross on 603-4090 when fireworks are being let off or if they know of any resident selling fireworks from their property or vehicles. If someone is found selling or storing fireworks and they are residents of SALIX Homes it could be possible for SALIX Homes to write to the resident informing them of breaching their tenancy agreement. Action: ALL Eco Week Gail Skelly informed the Forum that Eco week starts the week beginning 24 th September 2007. Eco week is aimed at re-cycling in Ordsall with workshops and volunteer clean ups in the area. Key dates are: 29th September 2007 – Clean up of Ordsall Park 22nd October 2007 – Ordsall Festival 30th September 2007 – Salford Lads Club Bike Tour Fit City Ordsall Roy Sharples complained of the lack of gym equipment in Fit City Ordsall as people in the area are having to travel elsewhere for this facility. Barry Whitmarsh informed the Forum that funding has been identified from Section -8– Mydocs/meetings/ordsallcommunityforum/notes07/04.09.07/jc 106 from David McLean Homes to refurbish the Fit City Ordsall gym. Paperwork is currently with solicitors and once paperwork is completed refurbishment can be planned. Community Committee Ross encouraged residents to attend the Community Committee where local decisions are made and residents have direct contact with Officers and local Councillors.
