EXECUTIVE SUMMARY:
This report presents details of the process used by Partners IN Salford to develop Salford’s
Second Community Plan, entitled ‘Making the Vision Real’.

Introduction
1.1
‘Making the Vision Real’ is Salford’s second Community Plan. It builds on the
successful partnership working and achievements to date in implementing the
first Community Plan and describes a vision for the city that is ambitious and
exciting. It reflects the forward-looking nature of the LSP in a document that
recognises the advantage of long term planning for sustainable change, with
a timescale that reaches to 2016.
RECOMMENDATIONS: That the Council approves the Community Plan 2006-2016
2.0
Process
2.1
The vision and key issues to address were developed and identified through a
process of Scenario Planning in which key stakeholders from across the city
were involved. The Scenario Planning process involved identifying the
possible scenarios for the future of Salford. Full details of the Scenario
Planning process can be found in the Scenarios For Salford document,
available from Partners IN Salford (www.partnersinsalford.org).
2.2
An LSP editorial team has led the development of the Community Plan
document. This team worked to the LSP Coordination Group (which brings
together lead officers of each of the 7 Strategic Delivery partnerships, plus
neighbourhood management and regeneration partnerships) and the Cabinet
Community Plan Working Group.
2.3
The thematic content has been developed through the 7 thematic Strategic
Delivery Partnerships. The content is based on existing strategies and the
conclusions of the scenario planning process. A list of the strategies used to
inform the Community Plan is attached as Appendix A.
3.0
Member involvement
3.1
Members have been involved throughout the Community Plan development
process through a number of different routes including:
 Community Plan Cabinet Working group
 Strategy & Regeneration Scrutiny Committee
 Cabinet and Chairs of Community Committees attended Scenario
Planning workshops.
 Membership of Strategic Delivery Partnerships
 Membership of the LSP

Consultation
4.1
Consultation has been carefully managed to follow the principles of best
practice and the Salford Gold Standards of Community Engagement. A key
feature of this has been to avoid duplication of consultation where existing
strategies have previously been rigorously consulted on.
4.2
Consultation has been targeted to ensure that there is synergy between city
wide and neighbourhood priorities through:
 Scenario Planning stakeholder interviews and workshops;
 Presentation and discussion of the key issues at regeneration partnership
board meetings (including Chapel Street Regeneration Partnership,
Seedley & Langworthy partnership, Central Salford URC board, NDC
board);
 Circulation and request for comments from Community Committees and
Neighbourhood Management Teams;

The event will include keynote speaker Susan Woodward, CEO of Granada
and a theatrical act by local young people. The event will also provide an
opportunity to meet and find out what is happening within each of the
Strategic Delivery partnerships and across the LSP.
Action planning and implementation
6.1
The Community Plan will be followed up by an action plan which will focus on
the delivery of the 7 imperatives identified through the Scenario Planning
process and cross-cutting issues such as social inclusion and cohesion,
children and young people, older people, sport and culture.

There have also been discussions with a range of community and voluntary
organisations and communities of interest, including

 Age Concern
 The Good Practice in Community Engagement Project
 Voluntary Sector Managers Group
 Social Inclusion Executive Group
Launch
5.1
The Community Plan will be launched on the 14th December 2004 at a
partnership event at the Digital World Centre at Salford Quays.

Review and synergy between Community Action plans and the
Community Plan priorities. There is a further opportunity to ensure that
the two are compatible through the development of the action plan (see
7.0 below).
The action plan will be completed by the end of March 2006 in time for
implementation to start in April 2006.
Performance Management
7.1
Implementation of the Community Plan will be monitored through the LSP, the
Strategic Delivery Partnerships and the Strategy & Regeneration Scrutiny
Committee.
7.2
The monitoring framework will form a key cornerstone of the LSP’s
performance management framework.
7.3
Performance against the Community Plan will be integrated into the reviewing
and monitoring systems of the Council’s performance management
framework and those of our partners.
