TITLE : CENTRAL SALFORD URBAN REGNERATION COMPANY (URC) DRAFT VISION

AND REGENERATION FRAMEWORK - UPDATE ON CONSULTATION

RECOMMENDATIONS:

Lead Member is requested to:

 Welcome the provision by NWDA to the URC of a £190,000 additional grant to enable a wideranging and community driven consultation/engagement exercise to be carried out

Approve the deployment of the grant as outlined

Agree to receive the findings of the consultation /engagement programme when they become available.

Since November 2004, following the recruitment of an international consortium of consultants, work has been ongoing to develop a Vision and Regeneration Framework for Central Salford to guide the business plan of the newly established Central Salford URC.

Following extensive organisation and community stakeholder engagement, a draft Vision and

Regeneration Framework was released for consultation purposes in July 2004. A wide-ranging consultation /engagement programme was then undertaken between July and the end of

September which is detailed at Appendix 1. A key feature of the programme has been that the community /voluntary sector in Central Salford have formed a collective and run targeted consultation /engagement activities in the neighbourhoods and communities of interest each works with.

The draft Vision and Regeneration Framework has been well received during the consultation and detailed feedback is being compiled into a report by the University of Salford team who facilitated and co-organised the programme. The report will be made available to the URC and its partners in

November and will be reported to Lead Member and will then contribute towards the process to finalise the Vision and Regeneration Framework immediately thereafter.

There follows a breakdown of how the £190,00 grant will be deployed in broad terms.

Appendix 1

Central Salford Stakeholder Engagement and Communication Programme

July - September 2005

Stakeholder Workshop

Took place 18 th August ,The Lowry.

Invitations sent to over 300 people, including representatives from Salford City Council, English

Partnerships, NWDA, the Local Strategic Partnership, Community Committees, Regeneration

Partnerships, and other public agencies including the University of Salford, GMPTE, the PCT and the police.

Angie Robinson, Councillor John Merry and Felicity Goodey panel members for Q&A session at event.

Attended by 82 stakeholders and 18 team and facilitators = 100.

Business Event

Took place 25 th August, Digital World Centre.

GM Chamber, Manchester Enterprises and SCC Economic Development section engaged. All provided support for event.

Angie Robinson, Paul Spooner, John Willis and Felicity Goodey panel members for Q&A session at event.

Attended by 132 business people and 22 team and facilitators = 154.

Drop-in event

Took place 8 th September 11-7pm in marquee in front of Salford Art Gallery.

New Deal For Communities, Seedley & Langworthy, Chapel Street and LSP involved in the day.

200+ people attended throughout the day.

Community Engagement Programme

Working with the LSP Good Practice Project and Salford University, a `Collective` established, comprising members of the Community, Voluntary and Social Enterprise sectors who have voluntarily come together to provide joint working.

Invitations to apply to undertake consultation activities across Central Salford between July and

September 2005 distributed by the Collective throughout the sectors.

Completed applications received and considered by a commissioning alliance, a sub-group of the

Collective.

Twelve commissions awarded in July/August covering geographical and thematic areas.

Pre-consultation briefings held 14 th July and 4 th August. Tools to assist successful groups distributed at the meeting – leaflets, Salford Advertiser supplement, display stands, and power point presentation.

Film, shorter simplified presentation and large-print flip charts produced as additional tools.

Presentation produced in 3 additional languages.

Consultation undertaken July – September. Estimated 3,000+ people consulted across the Central

Salford area.

Other Engagement

Local Strategic Partnership Board – presentation made 13 th July.

Community Committee meeting 18 th July, 40 attendees.

Presentations to Regeneration Partnership Boards.

Salford City Council Cabinet presentation.

Stands at NWDA Annual Conference and URC Annual Conference.

Communications

Salford Advertiser Supplement (8 pages) launched 14 th July – circa 90000 copies distributed to households across Salford, 6000 copies of supplement distributed to venues across Salford such as libraries, information points, receptions in public buildings.

Leaflets

– 10,000 copies produced and distributed through events and outlets across Salford.

Designed and Illustrated Executive Summary of Draft Vision and Regeneration Framework produced and widely distributed.

Central Salford engagement programme update included within LSP newsletter 13 th July.

Salford City Council website updated with information on events.

Centralsalford.com website established, managed and updated including Vision documentation, stakeholder events details and feedback form.

Summary report of engagement programme currently being drafted by the University of Salford to inform the preparation of the final Vision and Regeneration Framework.
