The complainant is concerned that this manoeuvre causes problems to pedestrians using the pedestrian facility at the traffic signals. This is particularly the case as when vehicles travelling in a southerly direction along Bolton Road have a green signal, all other traffic is held on red. This then enables a green man phase to operate for pedestrians crossing from the western side of Bolton Road (from outside Barclay Bank) to the central reservation of Bolton Road. Therefore vehicles undertaking the U-turn manoeuvre are causing a safety issue for the pedestrians. It is therefore proposed to introduce a No U-turn Order at the traffic signals to prevent vehicles travelling south from carrying out this manoeuvre to travel in a northerly direction. Emergency services have no objections to the proposals. 3 Year Accident Analysis The accident records show that one serious accident occurred in 1999 where a pedestrian was hit by a vehicle at the pedestrian crossing, but it was not related to a U-turn manoeuvre. Estimated Cost £700 RECOMMENDATION Introduction of a No U-turn Order. b) WARD(S) AFFECTED: WINTON WARD COUNCILLORS: D EGLIN, D A LANCASTER, M WILKINSON SERVICE DELIVERY AREA: ECCLES CONTACT OFFICER: GAYNOR BURGESS (X3864) GORTON STREET, PEEL GREEN, ECCLES A letter has been received from a resident requesting that consideration be given to revoking the No Waiting 8.00 am to 6.00 pm, Monday to Friday restrictions outside the residential properties numbered 1 to 23 located on the western side of Gorton Street. The restrictions were first implemented in 1965 as no waiting at any time to prevent employees of Gardners works parking in the street and reduced to no waiting 8.00 am to 6.00 pm in 1991. Gardners ceased trading a few years ago and the site is currently being demolished and a new police station is being constructed opposite the above properties. There is provision for parking on the eastern side of Gorton Street however the resident claims that whilst the demolition works are being carried out this prevents parking and once the new station has been constructed residents will continue to lose this parking facility. Site visits have ascertained that the request does not seem unreasonable and the removal of the restrictions on the western side would not compromise highway safety. However, it is also proposed to introduce the same restrictions on the eastern side to protect an emergency access, which will be located on Gorton Street, to the police station. Emergency services have no objections to the proposals. 3 Year Accident Analysis N/A Estimated Cost £900 RECOMMENDATION AMENDMENT OF THE CITY OF SALFORD (GORTON STREET, PEEL GREEN, ECCLES) (REVOCATION OF RESTRICTION OF WAITING AND INTRODUCTION OF PROHIBITION OF WAITING) ORDER, 1991 IN SO FAR AS IT RELATES TO: SCHEDULE 3 INTRODUCTION OF NO WAITING 8.00AM TO 6.00PM MONDAY TO FRIDAY DELETE: Gorton Street, west side, from a point 13.7 metres (45 feet) north of its junction with Liverpool Road, in a northerly direction for a distance of 75 metres. ADD: Gorton Street, east side, from a point 15 metres north of the northern kerbline of Liverpool Road, in a northerly direction for a distance of 75 metres. c) WARD(S) AFFECTED: SWINTON NORTH WARD COUNCILLORS: D ANTROBUS, J B DAWSON, C W V HINDS SERVICE DELIVERY AREA: SWINTON CONTACT OFFICER: GAYNOR BURGESS (X3864) WORSLEY STREET, SWINTON Letters have been received from residents requesting that consideration be given to revoking the no waiting at any time restrictions outside residential properties numbered 10 to 16 Worsley Street, Swinton. The restrictions were introduced in 1988 to prevent customers from a gym, which was located on the north east side of Worsley Street now known as Watton Close, from parking outside residential properties. Since this time the gym has been demolished and the area redeveloped, consequently the need for the restrictions is now obsolete. Site visits have confirmed that the removal of the restrictions would not compromise highway safety and it is therefore recommended that the restrictions be revoked. Emergency services have no objections to the proposals. 3 Year Accident Analysis N/A Estimated Cost £700 RECOMMENDATION REVOCATION OF THE CITY OF SALFORD (WORSLEY STREET, PENDLEBURY, SWINTON) (PROHIBITION OF WAITING) ORDER, 1988 d) WARD(S) AFFECTED: BLACKFRIARS WARD COUNCILLORS: J W HINCKS, J MURPHY, B WALLSWORTH SERVICE DELIVERY AREA: BLACKFRIARS & BROUGHTON CONTACT OFFICER: MAURICE KEAN (X3842) SPIKE ISLAND PHASE 5, BROUGHTON, SALFORD – ENVIRONMENTAL IMPROVEMENT SCHEME Proposed environmental improvements to the New Prospects Housing properties in the Spike Island area of Broughton are programmed to start on site in September 2003. The scheme will provide improved garden security and individual off street car parking facilities for a substantial number of the properties. As part of the works, it is proposed to introduce traffic calming measures to reduce vehicle speeds on Heath Avenue. The heavy parking is taking place at Broughton Primary School start and finish times. At present there are no restrictions on Legh Road and observations taken on site have revealed that vehicles are parking on both sides of Legh Road up to its junction with Brantwood Road and Broom Lane. Conflict is then occurring especially between vehicles turning out of Brantwood Road onto Legh Road and vehicles travelling in a northerly direction along Legh Road. It is considered that both junctions of Legh Road should be protected with waiting restrictions. These restrictions will ensure two way traffic flow at the junctions of Legh Road/Broom Lane and Legh Road/Brantwood Road and improve sightlines. Brantwood Road, south side, from a point 15 metres west of the western kerbline of Legh Road, in an easterly direction to a point 15 metres east of the eastern kerbline of Legh Road. Broom Lane, north side, from a point 15 metres east of the eastern kerbline of Legh Road in a westerly direction to a point 15 metres west of the western kerbline of Legh road. f) WARD(S) AFFECTED: WALKDEN NORTH WARD COUNCILLORS: V DEVINE, E PAYNE, W B PENNINGTON SERVICE DELIVERY AREA: WORSLEY & WALKDEN CONTACT OFFICER: BERNARD WORTHINGTON (X2693) RAVENSCRAIG ROAD, WORLSEY Northwest Development Agency (NWDA) are currently planning to redevelopment the Ashtons Field Colliery site as an industrial park and public open space. Ravenscraig Road, the proposed entrance to the industrial park is curren tly under a Traffic Regulation Order, which makes it a designated parking area for HGV’s as part of the Overnight Lorry Parking Scheme in Salford. NWDA have written to request that the part of this order, which pertains to Ravenscraig Road be revoked in order that they can progress their development proposals. As they are prepared to pay for the process of finding and providing a suitable alternative overnight parking for HGV’s within the new industrial park it is recommended that their request be granted. Emergency services have no objections to the proposal. 3 Year Accident Anaylsis N/A Estimated Cost £700 to amend the Traffic Regulation Order, to be funded by NWDA RECOMMENDATION AMENDMENT OF THE CITY OF SALFORD (GREATER MANCHESTER COUNTY (VARIOUS ROADS, URBAN CORE) (STREET PARKING PLACES) (COUNTY) ORDER 1983 AMENDMENT ORDER 1992 IN SO FAR AS IT RELATES TO: Revocation of: 19. Ravenscraig Road, Little Hulton, Worsley (5), south west side, from a point 40 metres south east of Cleggs Lane in a south easterly direction for a distance of 75 metres. g) WARD(S) AFFECTED: KERSAL WARD COUNCILLORS: P CONNOR, D A MILLER, G W WILSON SERVICE DELIVERY AREA: KERSAL CONTACT OFFICER: GAYNOR BURGESS (x3864) NORTHUMBERLAND STREET/BRAMLEY MEADE, SALFORD Members will recall that recently a Traffic Calming Scheme was introduced along Northumberland Street. In consequence of this scheme parking by attendees at the synagogue has now migrated. In one instance parking now takes place along the build outs which are adjacent to Bramley Meade thus obscuring sightlines. In order to prevent this from happening it is proposed to introduce a 12 month experimental 24 hour no waiting at any time restriction as shown on the attached plan.
