Cornerstones is a Barnardo’s Sevice which is commissioned by Salford City Council to deliver a therapeutic service to children and families affected by sexual abuse. The current service has a contract extension until 30/09/2012. The service is being re-tendered. The revised service will be enhanced with increased funding streams from Early Intervention and Prevention and Joint Opportunities Fund. The specification for the new service, to be in place 01/10/2012 includes work with children, young people and families affected by domestic abuse. Data from the Safeguarding Unit, Salford Women’s Aid, Barnardo’s and consultation with colleagues has highlighted domestic abuse as a priority area. The changes will include; an enhanced service with an increased capacity to respond to referrals; a change in premises, as the current building will be occupied by The Children’s Society from 01/10/2012; potential new service provider; potential change in staff- one Salford employee and some Barnardo’s employee’s are affected by TUPE; greater accountability and monitoring through a robust specification and monitoring processes. 2 Section B – Is a Community Impact Assessment required (Screening)? Yes If “no”, please explain your reason(s) why If “yes”, please give details of your consultation exercise and results below Consultation meetings have taken place with relevant colleagues who would be involved in this area of work- either referring families to the service, delivering a similar service, members of current service steering group, representatives from current service provider, monitoring of current service, Legal Advice, Safeguarding Unit, other service providers. Consultation involved City Council and Third Sector Providers. Other Local Authorities were consulted about a joint working opportunity, meetings took place with Trafford- however it was not possible to develop a joint piece of work which met the necessary deadline. These consultations contributed to the service specification with clear, measurable outcomes and specific service delivery information. Final specification was shared with Commissioners Group (multi agency representation, including third sector); stakeholders; Head’s of Service and Children’s Services Leadership. 6 Section C (continued) – Analysis C3 What information has been analysed to inform the content of this CIA? What were the findings? Please include details of, for example, service or employee monitoring information, consultation findings, any national or local research, customer feedback, inspection reports, and any other information which will inform your CIA. Safeguarding data- There are 16 children and young people with sexual abuse as the likely category and 4 children and young people with sexual abuse as the actual category within their current child protection plan. There are 150 children and young people with actual emotional abuse (domestic abuse) as the registered category for their child protection plan. There were 724 new cases opened to Salford Women’s Aid 2011/2012. Number of children who are Looked After at 30/04/2012 is 556. There are 327 children and young people currently subject to a child protection plan. 7 There are1014 cases currently open at Child In Need level. Please specify whether this was existing Project monitoring data from Cornerstone- current service. This highlighted unmet referrals information or was specifically in relation for domestic abuse; current service delivery data; feedback from service users; feedback to this equality analysis and CIA process from referring agencies. ONS 2010 midyear population estimates- currently 50,112 children and young people aged 0-18 (including 18 years of age) living in Salford. This is existing data which has been analysed to support this CIA. Please provide a summary of your CIA in the box below. Summary of Community Impact Assessment How did you approach the CIA and what did you find? Endeavoured to undertake a full and thorough consultation in preparing a revised specification to ensure a fit for purpose, value for money commissioned service. Concluded that the impacts from the revised service are positive as it is enhancing a current service, in response to service demands. What are the main areas requiring further attention? No further attention is required. The service will be monitored against a robust specification. Failure to deliver will be managed in line with contractual arrangements. The contract will be awarded for 12 months with an option to extend for 12 months, plus 12 months. The CIA will be reviewed at the end of year one as part of the end of year monitoring. This will inform any future action. Summary of recommendations for improvement CIA to be embedded within end of year monitoring. 19 Section G – Next Steps Quality Assurance When you have completed your CIA, you should send it to your directorate Equality Link Officer who will arrange for it to be quality assured. Your CIA will be returned to you if further work is required. It is important that your CIA is robust and of good quality as it may be challenged “Sign off” within your directorate Your directorate Equality Link Officer will then arrange for your CIA to be “signed off” within your directorate (see below).
