URBACT is a European Regional Development Fund (ERDF) exchange and learning programme promoting sustainable urban
development. It is made up of 56 individual projects grouped under 9 areas of expertise, which aims:
 To facilitate the exchange of experience, learning and good practice in the field of sustainable urban development, to draw
lessons to increase their impact on local policies
 To assist policy-makers and practitioners in the cities and managers of operational programmes to define action plans on
sustainable development of urban areas.
RE-Block is one of the 56 projects and focusses on reviving high rise tower blocks for cohesive and green neighbourhoods.
Through the sharing of learning and good practice, the project aims to foster the efficient regeneration of tower block estates by making
them more attractive and improving their environmental quality whilst also helping to improve the social environment. The overall focus
of the project is:
 To create inclusive governance structures
 To improve social inclusion
 Refurbishment of estates through improvement of public / green spaces (with special emphasis on energy efficiency)
Project deliverables include:
 Setting up a local support group who:
o Defined and analysed the problems and issues experienced within the target area
o Presented the analysis of the problems / issues to visiting Knowledge Ambassadors from the other partner cities during a
Peer Review
o Inform the production of a Local Action Plan
 Hosting a 2-3 day Peer Review within Salford, which included visiting Knowledge Ambassadors from the other partner Cities. This
took place in November 2013
 Participation in knowledge exchange with the project partners through the Peer Review process
 Production of a Local Action Plan

The project Local Support Group have been very mindful of the significant consultation which has taken place in the Islington Estate over
recent months and years, including on the: Local regeneration master planning exercises; Decent Homes work; and proposed housing
stock transfer. There is a perceived feeling of consultation overload in the area.
The Islington Estate Tenants and Residents Association (TIETARA) have been undergoing significant changes throughout the project
implementation phase and as a result despite attempts to do so, it has proved difficult to actively engage the Association in the project,
with the exception of representation at the Salford Peer Review. TIETARA has been kept up to date/informed through inclusion on the
distribution list for the project newsletter.
The project has been informed throughout by a tenant representative, who has been instrumental in the project and has taken on a lead
role as Knowledge Ambassador for the project.
In addition, a Workshop was held with tenants (5 invited, 3 attended) during which they were able to help shape and inform the local
action plan.
As there is no additional money with which to implement the action plan, the Local Support Group are eager not to unrealistically raise
expectations. A wider more generic approach to consultation was not felt to be appropriate (by the Local Support Group) given the
recent and on-going consultation which has more significant resident impacts. Furthermore there are concerns that wider more generic
consultation will only confuse tenants and raise additional concerns unnecessarily, in relation to the existing on-going consultations
which are taking place in the area.

provide a summary of your CIA in the box below.
Summary of Community Impact Assessment
URBACT is a European Regional Development Fund (ERDF) exchange and learning programme promoting sustainable urban
development. It is made up of 56 individual projects grouped under 9 areas of expertise, which aims:
 To facilitate the exchange of experience, learning and good practice in the field of sustainable urban development, to draw
lessons to increase their impact on local policies
 To assist policy-makers and practitioners in the cities and managers of operational programmes to define action plans on
sustainable development of urban areas.
RE-Block is one of the 56 projects and focusses on reviving high rise tower blocks for cohesive and green neighbourhoods.
Through the sharing of learning and good practice, the project aims to foster the efficient regeneration of tower block estates by
making them more attractive and improving their environmental quality whilst also helping to improve the social environment. The
overall focus of the project is:
 To create inclusive governance structures
 To improve social inclusion
 Refurbishment of estates through improvement of public / green spaces (with special emphasis on energy efficiency)
Project deliverables include:
 Setting up a local support group who:
o Defined and analysed the problems and issues experienced within the target area
o Presented the analysis of the problems / issues to visiting Knowledge Ambassadors from the other partner cities during a
Peer Review
o Inform the production of a Local Action Plan
 Hosting a 2-3 day Peer Review within Salford, which included visiting Knowledge Ambassadors from the other partner Cities.
This took place in November 2013
 Participation in knowledge exchange with the project partners through the Peer Review process
 Production of a Local Action Plan
The CIA has assessed the Local Action Plan and no negative impacts have been identified.

Section G – Next Steps
Quality Assurance
When you have completed your CIA, you should send it to your directorate Equality Link Officer who will arrange for it to be quality
assured. Your CIA will be returned to you if further work is required. It is important that your CIA is robust and of good quality as it may
be challenged

Publishing
When your CIA has been signed off within your directorate, your directorate Equality Link Officer will send it to Elaine Barber in the
Equalities and Cohesion Team for publishing on the council’s website.
Monitoring
Your directorate Equality Link Officer will also send your CIA to your directorate Performance Officer where the actions identified within
your CIA will be entered into Covalent, the council’s performance management monitoring software so that progress can be monitored
as appropriate.
