URBACT is a European Regional Development Fund (ERDF) exchange and learning programme promoting sustainable urban development. It is made up of 56 individual projects grouped under 9 areas of expertise, which aims: To facilitate the exchange of experience, learning and good practice in the field of sustainable urban development, to draw lessons to increase their impact on local policies To assist policy-makers and practitioners in the cities and managers of operational programmes to define action plans on sustainable development of urban areas. RE-Block is one of the 56 projects and focusses on reviving high rise tower blocks for cohesive and green neighbourhoods. Through the sharing of learning and good practice, the project aims to foster the efficient regeneration of tower block estates by making them more attractive and improving their environmental quality whilst also helping to improve the social environment. The overall focus of the project is: To create inclusive governance structures To improve social inclusion Refurbishment of estates through improvement of public / green spaces (with special emphasis on energy efficiency) Project deliverables include: Setting up a local support group who: o Defined and analysed the problems and issues experienced within the target area o Presented the analysis of the problems / issues to visiting Knowledge Ambassadors from the other partner cities during a Peer Review o Inform the production of a Local Action Plan Hosting a 2-3 day Peer Review within Salford, which included visiting Knowledge Ambassadors from the other partner Cities. This took place in November 2013 Participation in knowledge exchange with the project partners through the Peer Review process Production of a Local Action Plan The CIA is assessing the Local Action Plan 2 Section B – Is a Community Impact Assessment required (Screening)? Consider what you are impact assessing and mark “x” for all the statement(s) below which apply Service or policy that people use or which apply to people (this could include staff) Discretion is exercised or there is potential for people to experience different outcomes. For example, planning applications and whether applications are approved or not Concerns at local, regional or national level of discrimination/inequalities Major change, such as closure, reduction, removal or transfer Community, regeneration and planning strategies, organisational or directorate partnership x strategies/plans Employment policy – where discretion is not exercised Employment policy – where discretion is exercised. For example, recruitment or disciplinary process If none of the areas above apply to your proposals, you will not be required to undertake a full CIA. Please summarise below why a full CIA is not required and send this form to your directorate equality link officer. If you have identified one or more of the above areas, you should conduct a full CIA and complete this form. Equality Areas Indicate with an “x” which equality areas are likely to be affected, positively or negatively, by the proposals Age x Religion and/or belief Disability Gender (including pregnancy and maternity and marriage and civil partnership) Sexual Identity X x Gender reassignment Race People on a low income (socio-economic inequality) X Other (please state below) (For example carers, ex offenders, refugees and asylum seekers, gypsies and travellers) x If any of the equality areas above have been identified as being likely to be affected by the proposals, you will be required to undertake a CIA. You will need only to consider those areas which you have indicated are likely to be affected by the proposals 3 Section C – Monitoring information C1 Do you currently monitor by the following protected characteristics or equality areas? Age Yes (Y) or No (N) If no, please explain why and / or detail in the action plan at Section E how you will prioritise the gathering of this equality monitoring data. If “no”, please explain your reason(s) why If “yes”, please give details of your consultation exercise and results below The project Local Support Group have been very mindful of the significant consultation which has taken place in the Islington Estate over recent months and years, including on the: Local regeneration master planning exercises; Decent Homes work; and proposed housing stock transfer. There is a perceived feeling of consultation overload in the area. The Islington Estate Tenants and Residents Association (TIETARA) have been undergoing significant changes throughout the project implementation phase and as a result despite attempts to do so, it has proved difficult to actively engage the Association in the project, with the exception of representation at the Salford Peer Review. TIETARA has been kept up to date/informed through inclusion on the distribution list for the project newsletter. The project has been informed throughout by a tenant representative, who has been instrumental in the project and has taken on a lead role as Knowledge Ambassador for the project. In addition, a Workshop was held with tenants (5 invited, 3 attended) during which they were able to help shape and inform the local action plan. As there is no additional money with which to implement the action plan, the Local Support Group are eager not to unrealistically raise expectations. A wider more generic approach to consultation was not felt to be appropriate (by the Local Support Group) given the recent and on-going consultation which has more significant resident impacts. Furthermore there are concerns that wider more generic consultation will only confuse tenants and raise additional concerns unnecessarily, in relation to the existing on-going consultations which are taking place in the area. 5 Section C (continued) – Analysis C3 What information has been analysed to inform the content of this CIA? What were the findings?
