The Housing Act 2004 gives Councils the power to introduce Selective Licensing schemes for privately rented properties in selected
areas. The purpose of such schemes is to improve standards of property management in the private rented sector. If a landlord rents a
property in a Selective Licensing area they will need to obtain a licence from the Council.
Salford City Council proposes to introduce a Selective Licensing Scheme in parts of the Eccles and Barton wards of the city.

The Housing Act 2004 gives Councils the power to introduce Selective Licensing schemes for privately rented properties in selected
areas. The purpose of such schemes is to improve standards of property management in the private rented sector. If a landlord rents a
property in a Selective Licensing area they will need to obtain a licence from the Council.
Formal Consultation commenced on 2nd June 2014 and ran for 12 weeks until 25th August 2014. A consultation document was prepared
which set out the details behind the proposals, along with a questionnaire which sought the views and comments from people,
businesses and organisations that were likely to be affected by the proposal.
Over 7900 letters were sent out, which included residents in and around the proposed area, business’s in and around the area, all
landlords with properties in and around the area, all managing agents known to the Landlord Licensing and Accreditation team, all
members of the Landlord Accreditation team and all Licensed landlords.
The consultation was also sent to three Landlord Associations namely, National Landlord Association, Residential Landlords Association
and North West Landlord Association.
The results of the consultation can be found on the Councils website.
Overview of consultation responses
214 individual responses were received. This consisted of 51% who were either landlords or managing agents. 35% who were
owner occupiers, 6% who were tenants of landlords and 8% were tenants of registered providers. There was notable disparity in
the responses received from owner occupiers and landlords who rented property in the area.


In particular:
17% of landlords and managing agents agreed with the council’s proposal to introduce Licensing into the designation area,
however 66% of residents (all tenures) agreed with the proposal.
22% of landlords and 16% of managing agents believed there was a high turnover of tenants in the area; however 52% of
owner occupiers believed there was a high turnover of tenants.

16% of landlords and 26% of managing agents believed poorly maintained properties and/or ineffectively managed
tenancies contribute to the decline of the proposed area however 57% of owner occupiers believed this to be the case.
19% of landlords agreed anti social behaviour from the private rented sector is a problem within the proposed area but 55%
of owner occupiers agreed it was an issue.
21% of landlords agreed long term empty properties are contributing to the decline of the area and 43% of owner occupiers
agreed.
Petition was received signed by 1100 signatories stating “We, the undersigned, ask Salford City Council not to proceed
with their selective landlord licensing proposals in Eccles as we think it will create more empty property in Eccles and reduce home
values by making it uncompetitive for landlords to buy property in the area, so creating ever more problems for Eccles but instead
to increase demand to live in Eccles by a big reduction in Salford’s high and uncompetitive Council Tax”.
All respondents to the consultation have been directly responded to, where contact details were provided.

The results of the consultation have been analysed and has formed an integral part of the
submission document for approval to designate a Selective Licensing area in part of the
Eccles and Barton wards.

From the consultation, it was clear that proposed Licence Fee was an issue of concern. The
majority of respondents wished to see a reduced licence fee for early applicants along with
longer payment terms.
To summarise, the following responses were received:
