THE UNIVERSITY OF TEXAS AT ARLINGTON ADMINISTRATIVE AND PROFESSIONAL (NON-TEACHING) JOB DESCRIPTION TITLE: Vice President of Human Resources CODE: 0259 FUNCTION: Reporting directly to the President, the Vice President (VP) will be responsible for providing strategic leadership in the planning and implementation of quality-based, integrated human resources programs for all officers, faculty, and staff of UT Arlington. DUTIES AND RESPONSIBILITIES: The VP will act as the steward of staff resources in service to the university's academic mission and will lead an organization that delivers well conceived and designed recruitment and selection, employee relations and conflict resolution, equal opportunity affirmative action and diversity programs, retirement counseling, wage and salary administration, fringe benefits, employee records, and other related programs. ACCOUNTABILITY REPORTING RELATIONSHIPS REPORTS TO: President SUPERVISON: Assistant VP for HR Management and Development INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies and procedures. WORKING CONDITIONS: Exposure to standard office conditions. Occasional nights and/or weekends. Occasional travel. REQUIRED QUALIFICATIONS: The position requires a bachelor's degree, with an advanced degree preferred. The strongest candidates will have ten years of related experience, with at least five years in significant managerial and leadership roles. Candidates should demonstrate progressive responsibility and achievement in a complex, decentralized organization, preferably in higher education. Equivalent combination of relevant education and experience may be substituted as appropriate. PREFERRED QUALIFICATIONS: Certification in human resources (PHR or SPHR) is preferred. Candidates will have a demonstrated record of leadership in human resources in a complex organization, understand the academic environment, be able to initiate change and lead improvement efforts, and will be knowledgeable about the most current human resources strategies. Candidates must be able to work collaboratively with the campus community and external constituents and be innovative in developing human resources strategies that complement the University's goals. S/he must demonstrate strong communication and human relation skills, effective management and leadership skills, a strong customer service orientation, and a demonstrated commitment to affirmative action and diversity on campus. Candidates must have a thorough knowledge of the federal and state regulations governing human resource functions and have experience with human resource information systems development.
