Lead Contract Specialist - Judy McKinney Purpose Purpose: This position will review work by Contract Specialist for compliance with existing State and University laws, rules, and regulations for task orders, invoices, pre-bid meetings, bid openings, bid evaluation, contract negotiations, contract preparation and award, and spreadsheets for contract accounting. Essential Functions Function 1: Develop administrative procedures for construction or service contracts. Conducts technical reviews of contracts and verify contract data. Compiles information from contractor bid proposals/bid specifications. Inputs, edits, retrieves and accumulates documents/reports related to contract development/contractor performance. Processes/creates initial contract agreements, insurance and bonds, project checklists, encumbrances, notices to proceed, change orders, field orders, pay requests, and etc. 50 % Time Function 2: Train, supervise, and oversee work of Contract Specialist. 25 % Time Function 3: Assists departmental manager or contract administrator and other contract staff in the preparation and submission of contractual agreements between Facilities Management and construction contractors and Professional Service Providers. Assists in the planning, development, award, and on-going management of complex construction or service contracts and proposals. 10 % Time Function 4: Interacts with staff, clients, and outside contractors on contractual inquiries and contract performance. 10 % Time Function 5: Serves as Historically Underutilized Businesses (HUB) Coordinator for the department. 5 % Time Function 6: % Time Function 7: % Time Function 8: % Time Marginal/Incidental Functions Marginal/Incidental Functions: Other related functions as assigned.participate in bid protests. Qualifications Required Qualifications: Bachelor's Degree and 7 years of management, administration or preparation of contracts experience. Class C Operator's Driver's License.
