THE UNIVERSITY OF TEXAS AT ARLINGTON ADMINISTRATIVE AND PROFESSIONAL (NON-TEACHING) JOB DESCRIPTION TITLE: Associate Vice President for Budgeting and Financial Planning CODE: 0806 FUNCTION: To provide professional leadership, administrative skills, and support for the fiscal functions of the university, specifically in the Office of the Senior Vice President for Finance and Administration. DUTIES AND RESPONSIBILITIES: Responsible for the daily operation of the budget office, print ship, mail services, bookstore, and human resources. Maintain budget records, prepare annual operating budgets and summer teaching budgets, prepare biennial legislative requests, advise departments about budget matters, prepare reports, advise and assist president and executive officers in budget and legislative request matters, and perform other duties as directed. Assist in coordination of effort between budget office, payroll office, human resources, and accounting. Act as facilitator and problem solver where needed. ACCOUNTABILITY: REPORTING RELATIONSHIPS REPORTS TO: The Senior Vice President for Finance and Administration SUPERVISON: Directly supervise staff of three in budget office. Also directly oversee the operation of the offices above through supervision of their directors. INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies, and procedures. WORKING CONDITIONS : General office environment. Occasional longer work hours probable. REQUIRED QUALIFICATIONS: Bachelor’s degree in Business with emphasis in Accounting, Finance, or Management. Master’s degree, specifically an MBA preferred. At least five years progressive managerial experience in the financial operation of a large educational or business enterprise. Must be able to think and act independently and possess excellent communication skills. Ten years progressive managerial experience in higher education, especially in the financial area. Possess current knowledge of NACUBO, federal, and state rules and legislation concerning higher education.
