TITLE: Director of Educational Opportunity Center
CODE: 0660
FUNCTION: The EOC program at The University of Texas at Arlington is a community based
program with a main office on the UTA campus and satellite offices in Ft. Worth and Dallas. The
program is designed to facilitate the enrollment of economically disadvantaged, physically
handicapped, first generation college students and minority persons in programs of postsecondary education and/or training. Staff members provide counseling, workshops and seminars,
information on post-secondary educational opportunities and financial aid and assistance in
completing forms for admissions and financial assistance.
DUTIES AND RESPONSIBILITIES: Direct supervision of the EOC program, including two
satellite offices (in Dallas and Ft. Worth) and personnel in all offices. The staff includes four
counselors, two clerical workers (in satellite offices) and a full-time secretary. Collecting,
analyzing and reporting data. Writing the grant proposal when it is due. Budget planning and
management. Community public relations to inform possible clients of services available and to
secure community support. Presentations to students, agencies and organizations on topics related
to preparing for post-secondary educational opportunities. Counseling students who reside in
close proximity to administrative office at UTA, providing information and assistance with
applications for assistance and financial aid. Ensuring U.S.D.O.E. compliance. Initiating and
completing participant follow-up and overall program evaluation.
ACCOUNTABILITY
REPORTING RELATIONSHIPS
REPORTS TO: Assistant Vice President for Student Affairs/Director of Counseling and Career
Development
SUPERVISES: All EOC staff, which includes four Counseling Specialists I or II, full-time Senior
Secretary in UTA EOC office and two Clerk Typists positions in satellite offices.
INTERNAL CONTROL:
Responsible for the design, execution, and effectiveness of a system of internal controls which
provides reasonable assurance that department operations are effective and efficient, department
assets are safeguarded, department financial information is reliable, and the department complies
with applicable laws, regulations, policies, and procedures.
WORKING CONDITIONS:
EOC services are available to residents of Dallas, Ellis, Johnson, Parker and Tarrant counties.
Travel to these areas is required when presentation or workshops are performed. Some
presentations or workshops are scheduled for evening hours and weekend hours. Local metroplex
travel is also required.
REQUIRED QUALIFICATIONS:
A Bachelor’s degree in a Behavioral Science or an academic area. Two years experience in
administrative or program coordinator role. Experience in writing grant proposals. Strong
personnel management skills. Master’s degree in an appropriate field is preferred.
OTHER REQUIREMENTS:
Five years administrative experience with a state or federal program. Experience as either a
teacher or counselor on the secondary school, community college or university level.
OTHER REQUIREMENTS:
Specific job requirements or physical location of position allocated to this classification render
the position security sensitive and thereby subject to the provisions of Texas Education Code
§51.215.
