The meeting was called to order by Chariman Charlie Tveit at 5:35pm.
Mr. Tveit provided an opportunity for public comment.

Glenna Wade made a motion to approve the meeting minutes of the October 17, 2013 meeting
minutes as presented. Mike Newcombe seconded the motion. The motion was presented and
passed unanimously.

Mr. Tveit provided a review of the agenda.

Timeline and Process Review

John Adams provided a review of the timeline. He noted that the group will identify the top
health priorities, form workgroups around these issues, and create a Community Health
Improvement Plan, which is due to the EOCCO in March. John also discussed working with
CHIP/CAC members to create a long-term plan for the group.

10 “Focus Areas”

John Adams provided and discussed the research provided by the OHA Public Policy division.
The research includes evidenced based best practices related to the Lake County 10 “Focus
Areas”. The document is intended to provide examples and a point a reference to better
understand what other communities are doing, and the group is not limited to the
examples.

Charissa Kucera reviewed the research document.
Dental: Mary Wilkie commented that School-based Dental Sealant program and First Tooth
program are already in place, but they could be expanded.
Drugs and Alcohol: Pat Widenoja commented that SBIRT required by EOCCO and Oregon
Prescription Drug Monitoring Program and Naloxone rescue programs already exist in North
Lake. Mary Wilkie commented all of these programs can be implemented as primary (before
problem begins, ie. prevention) secondary (some problem exists and implementing strategies to
contain and improve the problem), and tertiary (serious problem exists and medical
interventions may be required), interventions. Dala Pardue commented that Warner Mountain
Medical Clinic uses SBIRT.
Access to Medical Care: Pat Widenoja commented that North Lake Clinic is in the process of
certification for Patient-Centered Primary Care Home.
Senior Services: Mary Wilkie commented that OSU Extension Office has tried to implement
Living Well with Chronic conditions twice and has more information about these programs.
Mental Health: There was some discussion that the Depression and Suicide Risk Screening
program is intended for primary health providers and not mental health providers.
Prevention and Promotion: Mary Wilkie commented that the hospital has recess for
wellness at work and Lake County has a wellness committee that completed an employee
survey and suggested businesses consult the hospital about their employee health
programs. Debbie Utley touted the Botvin Life Skills (curriculum) program at North Lake and
2nd Steps (evidenced-based best practice curriculum) and Good Behavior Game (strategy)
at Lakeview schools. Glenna Wade commented that an issue with many folks in North Lake is
coverage and paying for prevention programs and services.
Communication: Briana McCoy commented that 211 is an existing resource in Lake County.
Physical Activity: Mary Wilkie commented that the Walking with Ease program was highly
successful. A joint use agreement with Lake District Hospital and the school system made
facilities available for walking. Glenna and Pat commented that they would like to see North
Lake Schools open their facilities for physical activities. David Kerr commented that when they
opened the school facilities to the community in LaPine, they only needed to restrict access to
after school hours. He also mentioned that open gym was currently available to students.

Affordability and Financial Assistance: Debbie Utley mentioned the organization KLCAS and
their Individual Development Account program (IDA), a savings and wealth development
program. Charissa Kucera suggested having the nutrition assistance programs throughout the
county.
General Discussion on Top 10 “Focus Areas”: Rachel Klippenstein asked about how we figure
how long issues take to solve, and Justin Valley replied that we should factor in how long an
issue takes to solve when filling out the matrix and that we may realize that we can't solve an
issue easily or quickly. Also, John Adams commented that short-term, mid-term, and longterm strategies can be considered. Glenna Wade asked about the 1st Tooth program and whether
it was a county-wide program, and Mary Wilkie replied that is only in Lakeview, but it can be
expanded for a cost and that it has been effective in educating the young. Charlie Tveit
suggested shooting for short-term projects to see results on measurable outcomes. Debbie Utley
asked if the Top 10 “Focus Areas” could be weighted by percentage for each priority, and
Charlie Tveit replied that the Focus Areas were covered in the previous 2 meetings.
Additionally, Justin Valley indicated that all of the data points are provided under each category
and that is as close as you can get to a weighted percentage.
John Adams shared a document that provides a list of implementation projects that the EOCCO
is especially interested in funding; however, is not limited to funding only these.

Justin Valley handed out and provided instructions to fill out the Forced Choice Matrix tool.

John Adams recommended that the group stay longer than 7pm to prioritize the issues and the
group decided to continue the meeting until the health priorities were identified. John discussed
prioritizing 2-4 issues and after some discussion and a vote, the group decided to prioritize 4
issues, including Senior Services, Dental, Mental Health, and Physical Activity, which were
top votegetters when both the North and South Lake County votes were combined. While
Prevention and Promotion received the most votes, the group felt like prevention and promotion
was more of a strategy than an issue and agreed to use a prevention and promotion lens when
considering strategies for the top 4 health priorities. There was an agreement that these 4 health
priorities would be the same for both the North and South Lake County.

Next meeting

John Adams stated that there would be no regular monthly CHIP/CAC meeting in
December. He would reach out to members to volunteer for workgroups and the goal would be
to meet 2 times before the next regularly monthly meeting scheduled for Thursday,
January 16th.
