• PIs/Co-PIs may not be 100% funded on federal
sponsored projects.
• OHSU must enforce this regulation as stated in
OMB Circular A-21.
• This is not a new requirement.
• A risk based assessment by OHSU leadership
determined that we must be compliant.

PI Committed Effort: Why?
To ensure that certain unallowable activities are
not funded through federal sponsored projects.
Examples of Unallowable Activities:
• Gathering/developing data for writing proposals, including
writing, editing, and submission of applications.
• Department/Division administration like chair/head duties.
• Service on an IRB or IACUC Board.
• See policy for more on instances of unallowability.

• Not generally applicable to Research
Associates, Post Doctoral Fellows or scientists

during effort certification period beginning
7/1/13.

eCoI = reporting system in Big Brain for disclosure
of outside activities, significant financial interests
(SFIs) and related research.
Two changes coming soon:
#1 - Signers/Reviewers for the submitted form
#2 - Required documentation of research related
to SFIs (or attestation that there is none).
