Iowa State Fair 4-H Exhibit Quotas
County quotas have been determined on the basis of 4-H’ers’ participation in 4-H club and Group
Extension educational programs (school enrichment and special interest). Quotas are based on 2015
statistical data (ES-237 report). 4-H club quotas are based on number of members for whom Program
Development fees were paid.
2016 exhibit quotas for each membership range are the same as in 2015.
Check your county quotas carefully — there were changes. Contact us if you have questions on the
quotas.
4-H CLUB QUOTA
A minimum of two exhibits must be allocated to each of the major exhibit departments. (Animals and
Agriculture & Natural Resources are combined.) The remaining number in your quota may be allocated by
preference of county. Example, for Blue County of 39 exhibits:

Special 2016 Quota Notes:
Limit on Photography Exhibits – One of the objectives for the state fair is to properly showcase the
exhibits that arrive. We cannot do that with 900 physical/printed photo exhibits. We simply do not properly
exhibit your 4-H’ers work when we display matted/mounted photos six inches off the floor. To better
manage the available space, we must place a hard limit on the number of printed/matted/mounted photos
in Class 10302 coming to the state fair. Each county has been given a base allocation of five (5)
printed/matted/mounted photos plus 60% of the difference between the number of photos entered in 2015
and five. Your Class 10302 printed photo allocation is shown on the quota sheet. REMINDER: the
Class 10302 printed photo limit is part of your County Quota total. “Other” photography idea type exhibits
entered in the class (how to posters, etc.) do not count against the printed photo limit.
If you wish to select additional photos for exhibit from your county for the state fair, you can do that if you
obtain the digital file and enter the photo in Class 10303 Digital Photography Exhibit. There is no
limit on the number of entries in Class 10303 (other than staying within the overall quota restrictions
and any pro-rated county limits you may impose).
Photography Exhibits - Equal consideration needs to be given to the Photography (class 10302) and
Digital Photography (class 10303) exhibit classes when making state fair selections. It would be
appropriate for Digital Photo exhibits to make up 20-50% of county photos selected for state fair exhibition.
Alternatives for allocating the county exhibit quotas:
One of the objectives for participation in the Iowa State Fair is to provide a showcase for the
accomplishments of Iowa 4-H youth. Counties are asked to use and implement discretion in allocating
quotas and selection of specific exhibits to represent a broad spectrum of the total program. We
encourage you to consult with your county 4-H program development committee regarding the criteria you
will use in making these determinations. Following are three options you may wish to consider:
1. Allocate in proportion to the number of exhibits by project area entered at your county fair. Use the
current or previous year’s figures or, if data is not available, use your best estimate.
2. Allocate in proportion to the current or previous year’s project enrollment/participation. Allocate
either by specific project areas (ex: Clothing & Fashion, Home Improvement, Woodworking,
Outdoor Adventures) or by broad divisions (ex: Animals/ANR, Creative Arts, Personal
Development).
3. Use your past year’s Iowa State Fair exhibit entries as a guide.

A.
What if a county does not have two qualified 4-H club exhibits in one of the specified areas? May
they bring only one? What happens to the unused quota for that area?
A county may bring only one exhibit in the major exhibit departments. The unused allocation may
NOT be transferred to another area or to the at-large allocation.
Example: Blue County has a 4-H club quota of 39 exhibits. Blue County has only one qualified Animals/Ag
& Natural Resources exhibit. They do have two qualified exhibits in Creative Arts, Family & Consumer
Sciences, Personal Development, and Science, Engineering & Technology.
Blue County will use 9 of the 10 assigned exhibits: 1 Animals/ANR, 2 Creative Arts, 2 FCS, 2 PD, and 2
SET. They will then allocate the remaining 29 at-large exhibits however they desire.
Blue County will enter 38 4-H club exhibits in the Iowa State Fair. In addition, they may enter up to two (2)
exhibits in the 4-H Poster Communications Class.
Due to limited space available in the 4-H Exhibits Building, counties and fair judges are asked to
use discretion in the number of LARGE exhibits selected to represent the county at the Iowa State
Fair. Large items designed for outside use will continue to be exhibited outside near the front building
entrance. Be sure to inform exhibitors of this.

The quotas for School Enrichment /Special Interest are combined into a Group Enrollment category and
cannot be transferred to any other department or delivery method. Use as allocated only. Exhibits shall
be entered in the project area classes to which the exhibit and the exhibitor's goal most closely
relates.

Communications:
Counties may bring up to 6 Educational Presentations, 4 Working Exhibits, 3 Share-The-Fun, and 2
Extemporaneous Speakers. We will not schedule more than two (2) performances from a county during a
Noon Share The Fun show.
