The 2016-2017 Judith Herb College of Education application is now available. To be eligible for a scholarship award for
the 2016-2017 academic year, you must complete the application and furnish two recommendation letters from
professionals in your chosen discipline and/or high school teachers or principals, college professors and/or advisors by
Friday, February 26, 2016. This application form is only for scholarships awarded by the Judith Herb College of
Education. Please note that if you were previously awarded a “renewable” scholarship, you must reapply for the year
2016-2017. Also please note that while a small number of scholarships are renewed automatically when a student
continues to qualify and when funds are available, most are not automatically renewable. Whether or not your current
scholarship is renewable, you must re-apply to be considered for an award for next year.
Please note that if you wish to apply for a University of Toledo scholarship that is administered outside the Judith Herb
College of Education, you must follow procedures required for those scholarships. The Office of Student Financial Aid
maintains a binder detailing all University scholarships. Feel free to visit their office (1200 Rocket Hall) for assistance or

To apply for a Judith Herb College of Education scholarship, please complete the following.

Complete the application form—neatly, carefully, and completely.
Obtain two letters of recommendation and attach to your application.
Review the scholarship descriptions/criteria and complete the eligibility checklist.
Using the form provided or separate paper, write an essay describing your professional goals.
File a Free Application for Federal Student Aid (FAFSA).
Submit all materials by Friday, February 26, 2016.
Please note that, with one exception, failure to comply with all the above requirements will disqualify you from
consideration. You can still qualify for a scholarship without filing an FAFSA, but the range of scholarships available to
you will be limited if you do not do so. You may mail your application and supporting documentation to Education

for students in Teacher Education
The following descriptions are for scholarships that are available in 2016-2017 to students in the Judith Herb College of
Education.
Please review the scholarship criteria and indicate on your eligibility checklist those scholarships for which you are
eligible.
NOTE: Final decisions regarding the awarding of scholarships rest with the Judith Herb College of Education Scholarship
Committee.
NOTE: In some cases, the scholarship may be renewed if the criteria are met and if a more qualified applicant is not
identified.
EDUCATION SCHOLARSHIPS
Agnes and Clarence Alspaugh Scholarship for Student Teachers
Established in 2008 by the late Clarence Alspaugh and his daughters, Janet Alspaugh Wing and Judy Alspaugh
McDonald. The recipient shall be engaged in student teaching the year of the scholarship’s distribution, have a minimum
2.7 GPA and, if possible to determine, be hard-working, with a love of people and a desire to help others.
Alumni Affiliate Scholarship
The Judith Herb College of Education, Health Science and Human Service Alumni Affiliate Scholarship is for education
majors who will be attending The University of Toledo full-time or part-time for the 2016-17 academic year. Entering
freshmen, undergraduate, and graduate students are invited to apply. A cumulative GPA of 3.0 or higher is preferred.
Applicants are to have a Free Application for Federal Student Aid (FAFSA) on file in the Office of Student Financial Aid.
Recipients will be chosen on the basis of financial need, academic merit, and community involvement.
Thomas Baither Family Scholarship
Established in 1997 by Mr. and Mrs. Thomas (Karen) Baither. The recipient of this scholarship will have graduated from
a Northwest Ohio or Southeast Michigan high school. An incoming freshman must have a minimum GPA of 3.0 and a
minimum ACT score of 20. An upper class undergraduate must have maintained a minimum 3.0 GPA. The scholarship
is based on financial need.
Robert J. and Wrey Warner Barber Scholarship
Established in 2004 through the estate of Robert J. Barber, a teacher and former Wood County Republican Party
chairman, and his wife, Wrey Warner Barber. Recipients shall be students majoring in education in the Judith Herb
College of Education.
Harvey G. and Joyce H. Behner Scholarship
Recipient shall be a full-time rising senior majoring in coursework in the JHCOE. The recipient will be engaged in student
teaching the year of the award’s distribution. Recipient shall have a minimum of 2.7 GPA and must demonstrate financial aid.
Mindy Marie Biggins Memorial Scholarship Fund
Established in 2012 by Jennifer Schilens and Joseph Schilens. The recipient will be a full-time student in the Judith Herb
College of Education. Applicants must be an undergraduate student majoring in early childhood education, have a
minimum 3.4 GPA and demonstrate financial need. The scholarship is to be used to fund tuition, room and board.
David and Helen Frye Boone Scholarship
Established in 2003 by the David and Helen Boone Foundation. The late Mrs. Boone received a bachelor of arts degree
from UT in 1928. The recipient may be a junior or senior who is majoring in elementary education who is not
participating in collegiate sports at UT. The recipient shall have a minimum 3.0 GPA. Financial need may be considered.
Thomas and Elizabeth Brady Partners in Education Scholarship

Established in 2011 by Dr. Thomas and Elizabeth (Betsy) Brady. Dr. Brady is former interim dean of the Judith Herb
College of Education, and founder and chairman of Plastic Technologies, Inc. Mrs. Brady is vice president of the
company and a member of the UT Foundation Board of Trustees. Criteria for freshman selections is the following: High
school minimum 3.0/4.0 GPA, 20 ACT score or corresponding SAT score, active participation in academic, athletic, fine
or performing arts, and/or community activities, demonstration of leadership achievement, and enrolled in the Judith Herb
College of Education. Criteria for renewal of up to six additional semesters is the following: A recipient will be
automatically considered for renewal. A recipient will have carried a full academic load and maintained a minimum
3.0/4.0 GPA.
Frank and Hortense Clemons Scholarship
Established in 1997 and endowed in 1999 by the late Frank Clemons (Ed ‘49), retired U.S. Army major and former
member of the UT Foundation Board of Trustees, and his late wife Hortense. The recipient may be a sophomore, junior,
or senior with a minimum 2.8 GPA. Financial aid may be considered.
Joan Coder/Toledo Woman’s Club Scholarship
The recipient must be a junior or senior female student who demonstrates financial need and has a minimum 3.3 GPA.
Elise Scott Connin Scholarship
Established in 2008 by Dr. Larry Connin and Mrs. Mary Jo Borden. The scholarship is awarded to a full-time junior or
senior majoring in coursework leading to teach at the middle childhood level. Recipients will have a minimum 2.5 GPA,
demonstrate financial need, and provide a statement describing professional goals.
Kelly L. Darling Memorial Scholarship
Established by the family and friends of Kelly L. Darling, a UT student who died in 1995 and endowed by the Judith Herb
College of Education in 1999. The scholarship is awarded to a sophomore with a minimum 2.8 GPA who demonstrates
financial need.
Rita Corrado DeMedio Memorial Scholarship
Established by the friends and family of the late Rita Corrado DeMedio. The recipient shall be a full-time junior or senior
majoring in foreign language courses that will lead to teaching. A minimum 2.5 GPA is required.
Dickerson-Martin-Hillyard Scholarship
The scholarship will be awarded to a full-time African-American student who will be engaged in student teaching
(preferably at the early or middle childhood levels) the year of distribution, who demonstrates financial need and has a
minimum 2.5 GPA. Preference shall be given to first generation male applicants.
George E. and Dorothy Dickson Scholarship
Established in 1997 and endowed in 1999 by various donors in memory of former dean George E. Dickson and his wife,
Dorothy, who was instrumental in the establishment of the UT Faculty Club. The scholarship is for students enrolled in
the JHCOE and is based on merit.
Education General Scholarship
Endowed by the College in 2002 through various donors. This scholarship is awarded to outstanding students majoring in
a program that will prepare them to teach. Academic excellence is the primary consideration of the scholarship committee
in determining the recipients. Financial need may be a consideration.
Janell Maeder Falter Memorial Scholarship
Recipients shall be full-time sophomore, junior or senior students majoring in teacher education who have maintained a
minimum 2.5 GPA. Preference shall be given to graduates of a Toledo area high school or to residents of Northwest
Ohio or Southeast Michigan. Preference may also be given to applicants who demonstrate involvement in extracurricular
activities.
Celia Koontz Findlay Scholarship in Elementary Education
Established in 1986 by the late James Findlay, founder of Impact Products, and his late wife Celia Findlay, a former
elementary school teacher. Mr. Findlay is a former member and chair of the UT Foundation Board of Trustees.
Recipients will be U.S. citizens who are sophomores, juniors, or seniors majoring in early childhood and/or elementary

education with a minimum 2.5 GPA. The scholarship is based primarily on financial need. Extracurricular and
community activities may be considered, particularly involvement in church-related activities.
The Florence Finkbeiner Memorial Scholarship in Early Childhood Education
Established in 1996 by Dr. Richard Perry, UT professor emeritus of higher education and associate vice president
emeritus for academic affairs, in memory of Florence Finkbeiner, his childhood caregiver. The scholarship is awarded to
a full-time student who has been accepted to professional standing in the Early Childhood Education program while
maintaining a minimum 3.3 GPA.
Laura Bollinger Fisher Scholarship
Established in 2007 by Bruce A. and Laura Bollinger Fisher. The recipient will be a full-time sophomore majoring in
mathematics education who is a U.S. citizen with a minimum 3.0 GPA. The scholarship is based on merit.
Thomas and Ellen Gibney Scholarship
Established in 1999 by Dr. Thomas Gibney and his wife Ellen. The scholarship is for a senior majoring in mathematics,
with a minimum 2.7 GPA, who is preparing to teach at the middle school level. Funds will be distributed the semester of
student teaching. Students receiving grants, fee waivers, or other scholarship assistance are not eligible for this award.
Kelly Z. Gilbert Memorial Scholarship
Established in 1981 by the estate of Kelly Z. Gilbert (Ed 32, Med 37). The scholarship is for students majoring in
coursework through the Judith Herb College of Education.
Frances and Floyd Gunderman Award
Established in 1980 by retired engineer Thomas Haar (UTCTC ‘83) and his wife, Jean (Ed ‘65) , a retired teacher, in
memory of Mrs. Haar’s parents. Mrs. Gunderman was a Martha Holt Jennings Scholar and Mr. Gunderman was a
businessman. The award is for teaching professionals continuing their education. Recipients must have a minimum of
one year’s classroom experience. Two recommendations from the applicant’s school system must accompany the
application.
Ruth V. Hawkins-Heldt Memorial Scholarship
Established in 1992 by the late Lewis R. Heldt, a retired school psychologist, in memory of his wife Ruth (Ed ‘51, MEd
‘64), a Toledo area teacher, coach, and accomplished violinist. Recipients may be juniors, seniors or graduate-level
students in math education, music education or physical education. Recipients will be honor students who have
maintained a minimum 3.3 GPA. The scholarship is not based on financial need.
Dr. Mary Jo Henning Scholarship
The award is for a graduate student majoring in a program to teach English at the adolescent/young adult level (grades 712); prior experience at that level is required. First preference is given to Ph.D. candidates. Recipients shall have
maintained a minimum 3.0 GPA and demonstrated financial need. A recommendation by the chair of the Curriculum and
Instruction department must be submitted with the application.
David W. Henry Memorial Scholarship
Established in 1961 by the family of the late David W. Henry, Sr., who served as dean of the Judith Herb College of
Education during the 1930s. In 2009, the estate of David Henry Jr. (Bus ‘41) and his wife, Grace, bequeathed an
additional gift to this fund. Recipients may be sophomores, juniors, or seniors majoring in coursework in the Judith Herb
College of Education.
Patricia Parker Henry Memorial Scholarship
Established in 1998 by David Henry II (Bus ‘93, MBA ‘95) in memory of his wife, Patricia Parker Henry (UTCTC ‘72,
Ed ‘75), a Waite High School teacher. The scholarship will be awarded to a full-time student majoring in teacher
education, with a minimum 2.5 GPA, who has graduated from Waite High School. A recommendation from an advisor of
Waite High School’s Future Teachers Club is required.
Frank Hickerson Memorial Scholarship
Established in 1977 by the late Ruth Hickerson in memory of her husband, Dr. Frank Hickerson, former dean of the Judith
Herb College of Education and author of “The Tower Builders.” The recipient will be a senior majoring in a program to
teach. Scholastic achievement is the prime consideration. Financial need may be considered.

Irene Ambers Hill Scholarship
The scholarship is awarded to a female student enrolled in a program that will lead to a teaching career. The student must
have graduated in the top half of her Toledo high school class and be in need of financial assistance.
The Katie Hoben Scholarship
The recipient will be a full-time junior or senior majoring in elementary education, with preference given to a student
interested in teaching at the K-3 level. An applicant who is involved in campus activities, particularly in a fraternity, a
sorority, in residence hall life, or student government, shall be given extra consideration. A minimum 3.0 GPA is
required.
David G. and Rebecca Huey Education Scholarship
Established in 2005 by David Huey (Bus ‘70), retired president of Block Communications, and his wife Rebecca (Ed ‘71).
Mr. Huey is a former member of the UT Board of Trustees, UT Foundation Board of Trustees and former president of the
UT Alumni Association. The recipient shall be an entering freshman in the Judith Herb College of Education. The award
is based on financial need and a minimum 2.75 GPA. Preference will be given to a student with juvenile diabetes.
Dan and Elaine Johnson Diversity Scholarship
Established in 2005 by Dr. Daniel Johnson and his wife, Elaine. Dr. Johnson is UT President Emeritus and Distinguished
University Professor of Public Policy and Economic Development. The scholarship is for an inner-city student majoring
in elementary or secondary education, particularly for a student who anticipates teaching in an inner-city school.
Financial need is required and academic achievement will be considered.
Dr. J. Lee and Dr. Deborah A. Johnson Scholarship
Established in 1999 and endowed in 2008 by Dr. J. Lee Johnson (PhD ‘99), senior vice president for business and finance
at Siena Heights University, and his wife, Dr. Deborah A. Johnson (PhD ‘2005), assistant vice provost and director of
student administrative services at Duke University. This scholarship is awarded to a full-time master’s or doctoral student
who is majoring in EDAS or Higher Education Administration. A minimum 3.75 GPA and completion of the first
semester of the selected degree program are required for consideration.
Shirley J. Judy and Mark R. Judy Endowed Scholarship
The scholarship will be awarded to a senior majoring in elementary education, with preference given to an applicant who
will be engaged in student teaching, who has a minimum 3.25 GPA. Preference also will be given to applicants with U.S.
military background and service. The award is merit-based, with financial need a consideration. The recipient’s home
county residence shall be in Lucas, Wood, or Ottawa Counties.
Keller Family Scholarship
Scholarship offers first year tuition and fees for a Clay High School graduate interested in pursuing a degree in education from The
University of Toledo. For more information about this scholarship, please contact Clay High School at 419-693-0665.
Marilyn J. Keller Scholarship
Established in 1999 through the estate of Marilyn Keller (Ed ‘46, MEd ’67). The scholarship is for an undergraduate or
graduate student in the Judith Herb College of Education.
The Florence Kuhlman Memorial Scholarship
Established in 1988 by the late Ethel Kuhlman Collier in memory of her sister Florence Kuhlman (Ed ‘40), a retired
teacher. The scholarship is intended for future teachers enrolled in the Judith Herb College of Education who are
interested in teaching mathematics or science at either the elementary or secondary level.
Phyllis Haller Lamb/Ada Dawson Stephens Awards of Pi Beta Phi
Established in 1999 by various donors in honor of the late Phyllis Haller Lamb (Ed ‘55, MEd ‘64, EdS ‘74), professor
emerita of early childhood education, and in memory of Ada Dawson Stephens, professor of early childhood education.
The scholarship is for undergraduate students majoring in early childhood education (K-3). The recipient must be active
in campus activities and have a minimum 3.0 GPA. Preference will be given to a member of Pi Beta Phi or another
sorority.

Betty Ash Lapp Award
The recipient of this award must demonstrate financial need and academic achievement. Preference will be given to
students who are active in honor societies, campus organizations, and/or community affairs.
Frank and Hazel Larimer Charitable Trust Scholarship
Established in 1995 by the late Frank Larimer, retired vice president and treasurer of Glasstech, Inc., and his late wife
Hazel. The recipient will be an entering freshman who is a U.S. citizen, an honor student who has scored 1200 or above
on the SAT, or 27 or above on the ACT. First preference will be given to students from Northwest Ohio and then to
students from Ohio.
Lucile Marine Scholarship
The scholarship is awarded to an undergraduate or graduate student majoring in special education or early childhood
education.
Lunt Family Scholarship
The scholarship is awarded to sophomore, juniors, or seniors who demonstrate outstanding academic performance.
Laren K. McClain Memorial Scholarship
Established in 1970 by Dr. and Mrs. Mel Johnson and others in memory of their niece Laren McClain. This scholarship is
awarded to a sophomore, junior, or senior student who has a disability or chronic illness. Financial need is required.
John (Jack) and Mary Pat (Carroll) Moor Scholarship
The recipient will be a full-time junior or senior, majoring in elementary or special education. Preference will be given to
Lucas County high school graduates, particularly from Washington Local Schools. The junior applicant must have a
minimum 2.8 GPA; the senior applicant shall have a minimum 3.0 GPA and show leadership qualities and communication
skills. Preference will be given to applicants with financial need.
Karen Gould Muisus and Gary Muisus Scholarship
The recipient shall be an out-of-state student attending the Judith Herb College of Education. Student shall be
majoring in elementary education or early childhood and be a U.S. citizen. Scholarship requires current FAFSA
(Free Application for Federal Student Aid) to be on file in the Office of Student Financial Aid.
Frances and Philip C. Nash Memorial Scholarship
The scholarship is awarded to a student who demonstrates financial need and outstanding academic achievement. Funds
will be applied to instructional fees only.
Harriett Fox Pheatt Endowed Scholarship
The scholarship is for a full-time student who is a U.S. citizen with a minimum 3.0 GPA. Preference with be given to an
applicant who is majoring in counseling and/or English. The award is not based on financial need, but it may be
considered by the committee. The scholarship may be renewed to a current recipient who shows continued academic
improvement.
Fred J. Raniele Memorial Scholarship/Phi Theta Kappa Fund
The award is for an outstanding JHCEHSHS student, with financial need a strong consideration.
Marjorie Reinwald Romanoff, Ed.D. Scholarship
Established in 1996 by Dr. Marjorie and the late Milford Romanoff. The recipient will be a new or continuing JHCOE
student majoring in social science, English, drama, or other liberal arts, with preference given to a rotation of those
majors. The recipient must be an honor student with a minimum 2.8 GPA, a desire to be a public school teacher, and an
interest in the arts. Financial need shall be a major consideration.
Dr. Marjorie and Milford Romanoff Scholarship
Established in 2005 by Dr. Marjorie and the late Milford Romanoff. The award is for a junior or senior who is majoring
in special education with a minimum 3.5 GPA. Special consideration will be given to applicants who are well-informed

Philip J. Rusche Emeriti Faculty Scholarship

Established in 1999 by the faculty and staff of the Judith Herb College of Education in honor of retiring dean Dr. Philip J.
Rusche. The scholarship is for an outstanding graduate student in the JHCOE with a minimum 3.5 GPA. The recipient
shall evidence academic achievement, a strong commitment to his/her professional field of study, and leadership among
college peers and professional colleagues.
Iva May Russ Memorial Education Scholarship
Established in 1994 by the children of former teacher Iva May Russ in her memory. The scholarship is for a student
majoring in elementary education. The recipient must maintain a minimum 3.0 GPA and demonstrate financial need.
Preference will be given to alumni from either St. Patrick’s of Heatherdowns School/Toledo or Crossgates Elementary
School/Toledo.
STRS Scholarship
Recipients may be either an undergraduate or graduate student who is preparing for teacher licensure.
George and Anna Saloff Memorial Scholarship
The recipient shall be an entering or continuing full-time student in the Judith Herb College of Education who resides with
biological parents at time of application. Applicants must be majors in early childhood education, have a minimum 3.7
GPA, and demonstrate financial need. Preference will be given, in the following order, to those who reside in East
Toledo, Rossford, Perrysburg and Oregon.
The Herb Sandberg Scholarship
The scholarship will be for a senior in the JHCOE with a major in early childhood or middle school education. A
minimum 2.7 GPA is required. Applicants must have completed courses in children’s literature and early childhood
language arts and have demonstrated an ability to make reading and literature come alive. Verification is required by a
field experience advisor and/or cooperating teacher.
John F. Schaff Memorial Scholarship
Recipients shall be full-time students in the Judith Herb College of Education. Shall be majors in secondary education,
with an emphasis in science. Shall have a minimum of 3.0 GPA. May be applied to any and all educational expenses.
Shew Music Education Scholarship
The award is for a full-time junior or senior student majoring in music education with a minimum 3.0 GPA. The award is
based on talent and promise as a future educator. Preference will be given to vocal students who have performed in
musical theater productions.
Jay J. and Clara B. Shuer Scholarship
The recipient of the award will be an outstanding student majoring in special education.
Gordon and Bonnie Sloan Scholarship
Recipients shall be a full-time student with junior status with a GPA of 3.8 or higher. Preference will be given to a
student who has demonstrated financial need and also a single parent. The recipient must demonstrate volunteer
experience and community engagement in their professional field. This scholarship is renewable; students must reapply
annually.
Al & Marcia Sprenger Scholarship for Special Education Students
Scholarship awarded to full-time rising junior or senior majoring in special education in the JHCOE. Income from this
fund provides scholarships for juniors or seniors majoring in special education who are preparing to teach students with
disabilities. First preference will be given to candidates who are disabled or have a child with a disability. Preference
shall also be given to those who demonstrate financial aid and who are engaged in student teaching during the year of
their award.
The Steves Family Scholarship
The recipient shall be a graduate of Whitmer High School/Toledo, Ohio and, while enrolled there, must have participated
in band, orchestra, or student council. The scholarship is not based on financial need.
William & Dyreese Sweeney Scholarship
The recipient will be an AYA student with a minimum 3.0 GPA. Financial need is a requirement.

Dr. Lance and Diana H. (Dee) Talmage Scholarship
The scholarship will be a junior education major, with a minimum 3.25 GPA and financial need. Applicants must be
involved in campus activities and community activities.
Ruth Ann Thomas Scholarship
The recipient shall be a junior or senior, with a minimum 3.0 GPA, pursuing a degree from the JHCOE and license to
teach mathematics at either the Middle Grade level (grades 4-9) or the Adolescent/Young Adult level (grades 7-12). The
recipient must have attained a grade of B or higher in the Calculus I course or its equivalent. First preference shall be
given to racial or ethnic minority students and second preference to female students. Preference will also be given to
students with financial need.
William N. Thomas, Jr. Scholarship Fund for Math Education
The recipient shall be a junior or senior majoring in math education with a minimum GPA of 3.0 and has demonstrated
financial need.
A. Martin and Ruth Zucker Scholarship
The scholarship will be awarded to a student enrolled in the Judith Herb College of Education.
