萬元以上始可申請記帳之門檻 14 15 16 17 18 19 20 21 22 限制，簡化營業人進口先繳納營業稅、外銷後再申辦退稅之作業，落實簡政便民， 並節省徵納雙方稽徵成本。 財政部為擴大上開營業稅記帳效益，除由海關持續加強宣導符合記帳沖銷資格 之業者申請適用外，各地區國稅局並依據財政部關稅總局提供符合外銷品沖退原 料稅辦法第 15 條第 1 項規定出口實績或沖退稅金額之營業人，發函輔導符合申請 營業稅自行具結記帳營業人達 7,140 家，其中僅兼營投資業務但採比例扣抵法計算 營業稅額之營業人即有 643 家，此類業者於改採直接扣抵法計算稅額後，即可檢 具相關文件向海關申請適用。 又為便利科學工業園區、加工出口區及農業科技園區之非保稅產品於駐區海關 23 24 25 26 27 28 29 30 申報 B9（保稅廠產品出口）出口報單出口者，其進口貨物之營業稅可同享辦理記 帳沖銷作業之優惠，自 2012 年 3 月 30 日起，將得記帳沖銷營業稅之出口報單類別， 由現行僅限於 G5（國貨出口）報單擴及 B9 報單，更進一步降低保稅廠商營運成 本，提升我國產品出口競爭力。 截至 2012 年 5 月 31 日止，全國申請記帳營業人家數，由原來之 6 家，增加至 44 家，記帳稅額由新臺幣 0.37 30 日台總局保字第 10110065841 號令 2 3 4 5 6 7 8 9 10 11 一、本作業規定依「外銷品沖退原料稅辦法」第十三條第六項規定訂定。 二、廠商申請營業稅自行具結記帳，由各關稅局局本部（單一窗口）受理，每 一廠商限向一個關稅局申請營業稅自行具結之資格，經核准後編列「營業 稅自行具結記帳廠商編號」 ，並由受理之關稅局負責建檔，其他關稅局一體 適用。 三、營業稅自行具結廠商須向進口地關稅局辦理常年委任報關業之登記。 12 13 14 四、辦理記帳及沖銷報單填報應注意事項如下： （一）辦理記帳之 G1 進口報單「納稅辦法」欄應填報 31、32、41、42、50、 51、74， 「納稅義務人海關監管編號」欄應填報「營業稅自行具結記帳廠 15 16 17 18 19 20 21 商編號」，未填列者視同不申請記帳。 （二）辦理沖銷之 G5 口，稅款暫繳押或具結，其他推廣貿易服務費繳現或免徵。 六、(刪除)。 七、營業稅之沖銷方式：每月放行審結之進、出口報單於次月七日挑檔，如累 31 32 33 34 35 36 37 38 計之營業稅額小於出口離岸價格乘營業稅稅率者，全數沖銷；如累計營業 稅額大於出口離岸價格乘營業稅稅率者，則按進口報單放行審結日依序沖 銷，其餘額留供下月沖銷。 八、已記帳進口報單之記帳稅額或已沖銷之出口報單離岸價格如有變更者，由 原通關單位辦理更正手續後，其更正部分於下次辦理沖銷。 九、逾沖退稅期限未沖銷者，由原通關單位列印補稅報單清表並辦理補徵。 十、外銷品進口原料營業稅記帳沖銷金額月報表於次月十日前存於海關網站， 供廠商查詢，並於次月十二日前造送營業稅記帳沖銷資料檔予財稅資料中心 第 3 頁，共 28 頁 UPDATE:2012/11/16 第八章 一千萬元以上。 前項過去三年之實績於第三年度開始後已達新臺幣四千萬元，或沖退稅金額新臺 幣二千萬元；或過去四年之實績於第四年度開始後已達新臺幣二千萬元，或沖退 稅金額新臺幣一千萬元；而其過去二年度或三年度經年終查帳平均無虧損、無欠 稅及無違章情事，視為已滿三年或四年。 前二項所稱無欠稅及無違章情事，指各該所定期間內無積欠已確定之稅額及罰 鍰，或積欠已確定之稅額及罰鍰已繳清或提供相當擔保。 辦理自行具結記帳廠商須逐年申請；其須繼續辦理者，得於到期日前一個月向原 核准海關辦理下年度記帳申請。 第十五條外銷廠商符合下列規定情形之一，且在各款同期間內平均無虧損、無欠 稅及無違章情事，其過去年度如有虧損亦已彌補者，其外銷品原料稅准予自 行具結記帳： 一、過去二年平均外銷實績年在新臺幣六千萬元以上，或沖退稅金額年在新臺幣 三千萬元以上。
