Preliminary Application Guide 2008-2009 Career Technical Education Community Collaboratives (CTE-CC) Funding Disclaimer: This document is NEITHER the Request For Application (RFA) NOR the application process. It is to be used as a guide to assist collection of data required for the proposal. The following details the types of data that will be needed for application submission. 1. Local Education Agency Participants CTE-CCs are required to report their partners and denote which ones are involved in the sub-regional steering committee, the management group, and detail the particulars of the fiscal agent. Some of the partners will be pre-loaded into drop down menus. That approach helps systematize the entities and match to Cal-Pass records to determine Cal-Pass participation. Previously, some colloquial names have been used which complicated understanding work plans. In other cases, narrative boxes will be used for listing partners. Proposed Work Plan Detail In general, projects will be described either by industry sector(s) chosen, or “across all industry sectors.” A drop down menu will allow single or multiple industry sectors to be chosen. Although not required and not a funding requirement, once an industry sector is chosen, applicants will check if the particular project is green, sustainable themed (a major interest for the legislature and others). Using a “select and drag” process, applications will choose from California Basic Educational Data System (CBEDS) Course Codes and Definitions to identify which secondary CTE educational opportunities will be offered (see attached document for details.) Information on CBEDS codes is available at http://www.cde.ca.gov/ds/sd/cb/subjects.asp. See CTE section. Using a “select and drag” process, applications will choose to which TOP codes at the community college (s) the industry sector will connect. Information on California Community Colleges TOPS codes is available at http://www.cccco.edu/Portals/4/AA/CP%20&%20CA3/TopTax6_rev_07.doc Using a drop down menu, multiple proposed activities or grant supported areas will be indicated for the industry sector. Other (specific in narrative box) For each activity indicated, two short narratives will be required: 1) What is the current status regarding this activity, including – as appropriate – quantitative descriptions 2) What is the anticipated improvement or outcome, including – as appropriate – quantitative descriptions. Additional information about proposed activities will be collected from drop-down menus 1) Chief specific participants will be indicated (From the pre-constructed listing of LEA participants for the CTE-CC.) 2) Time frames for the activity. Finally, a sub-budget for the industry sector project will be required. It will be composed as a budget detail. The database will roll up multiple sub-budgets and create one budget summary. Similarly, “Across all industry sectors” activities may be reported. It is anticipated, but not required, that such activities as middle school outreach, faculty professional 3 development, etc., may be “Across all industry sectors” although local applicants may choose to put them under specific industry sectors instead 41. Justification The CTE-CC will also be required to provide narrative to justify its actions. Narrative boxes and check boxes will be provided to capture such elements which may include: Need statement a. Scope of problem being addressed: Local Regional Statewide b. Reference source(s) for substantiation of need statement c. Target group(s) Middle schools K-12 CCC Out of school youth d. Inventory of existing CTE related resources within proposed service area Funded SB 70 projects Economic Workforce Development projects Tech Prep Pathways, Partnership Academies 42. Rationale and competitive factors The CTE-CC will also be required to provide a narrative to justify its actions. Narrative boxes will be provided to capture such elements which may include: a. b. c. Describe proposed methodologies and solutions that will address the identified need; Describe the CTE Community Collaborative and the roles each partner plays; and Describe the capacity of the applicant to successfully implement the project. If the partnership wishes to apply for additional competitive funds through either or both the Supplemental Grants and/or the Workforce Innovation Partnerships funds, the above process will be essentially repeated. 4
