California Community Colleges Economic and Workforce Development Division FY 2011-12 PERFORMANCE STANDARDS APPLICATION FOR ECONOMIC AND WORKFORCE DEVELOPMENT PROGRAM Non-Financial Designation as a Regional Center DISTRICT/COLLEGE: ADDRESS: The district/college understands and accepts the following requirements to be designated a non-financial designation as a Regional Center of the Economic and Workforce Development Program: The below Performance Standards established by the Chancellor's Office will be followed. Provide a full-time staff for full designation. (Limited/specific scope designations may be approved on a case by case basis.) Recipients of Economic and Workforce Development Program funds must abide by requirements contained in Education Code section 88500 et seq. Programs and services provided through the Economic and Workforce Development Program non-financial designation as a Regional Center shall be flexible and responsive to the needs identified through the initiative statewide and regional planning process. Services shall be demand-driven, and delivery structures shall be agile, performance-oriented, cost-effective, and contribute to regional economic growth and competitiveness in new and emerging growth sectors and be formed, modified, eliminated, and reformed for short- or longer-term responses customized to the duration of the need in accordance with the funded initiative regional centers. The district shall ensure that activities are for expanded services and shall implement performance accountability reporting to ensure that training, credit, and noncredit programs remain relevant to business needs. Programs that do not demonstrate continued relevance and support by business shall not be eligible for continued designation. Regional Center services shall respond to the statewide strategic priority pursuant to the mission of the Community Colleges Economic and Workforce Development Program. These services should be consistent with the programmatic priorities, targeted industries, identified economic development, vocational education, and continuous workforce training needs of a region as identified by regional business resource, assistance, and innovation network infrastructure plans. All reports required by the Program will be submitted on a quarterly basis. These include accountability measures that quantify both business and student outcomes and seek to specifically isolate the impact of the Program on participants (Education Code §88550(a)). The narrative and forms such as the Contact Page, Workplan and Application Resource Plan Summary, Application Resource Detail sheets, Workplans, and Contact Page are required. All projects that receive Economic and Workforce Development Program non-financial designation must agree to or be prepared to participate in the following activities as a part of the statewide Economic and Workforce Development activities: (1) Work with the appropriate Statewide Initiative Director, other Regional Centers, and an advisory committee to act as a regional resource and technical support center to other community colleges and their faculty interested in expanding their ability to provide services in the strategic priority area/industry cluster area. Coordinate project activities with other efforts of the Program to create a statewide network, including funded Regional Centers and Regional Consortia, other related programs, statewide initiative committees, and short-term projects that are in the same strategic priority area/industry cluster. This includes attending the initiative meetings. (2) Work collaboratively with appropriate Statewide Initiative Director(s) and Chancellor's Office staff in determining and carrying out Workplan activities and objectives, and on technical assistance and compliance issues. (3) Work with the Chancellor’s Office on Program marketing efforts using the EWD brand. (4) Have a Cooperative Agreements with the EWD funded Center which delineates activities.
