The Chancellor’s Office has received the remaining three quarters of employment data from EDD. The MIS group will rerun the Core Indicators and Negotiation Workbooks when as soon as resources are available. With that match, the results for “4P1: Student Placement” (Employment) should improve significantly. Please note: If the data from EDD has problems, and the data cannot be corrected in a timely fashion, we will exclude the “4P1: Student Placement” (Employment) from the Performance Target evaluation and negotiation. We will notify you when the reports are revised and posted. When the California Perkins State Plan was drafted, it was assumed that a handful of districts might experience some performance difficulties, but not the entire community college system. Recognizing that the performance measures are largely governed by factors beyond the districts’ control, representatives from our office will be meeting with federal Office of Vocational and Adult Education staff, to voice our concerns. We will continue to keep you informed. Perkins IV Accountability Presentations A number of short presentations are available on the Perkins IV Accountability system including: Accountability Foundations in the Perkins Act: This 9-minute presentation provides an overview of the Perkins Act accountability requirements and how the Act sets the foundation for the core indicators, annual reports, and negotiated performance targets. Core Indicators Cohort Selection (posting soon): The presentation lasts just over 22 minutes and provides information on the cohort selection for the core indicator reports. If you’ve ever asked, “How could those be my numbers? They are way too small.” then this session is for you. Tech Prep The future of Tech Prep hinges on 2011 federal budget in which President Obama initially zeroed out Tech Prep as a separate line item and rolled the funding into the Perkins Title I-C base allocation. Despite recent reports of a possible budget impasse in Congress, interest in reductions in domestic spending and unclear prospects in resolving the question (Tech Prep as a single funding source or not), California Community College Chancellor’s Office intends to retain fundamental elements of the Tech Prep consortia program/concept. We are exploring ways to preserve a hybrid that contains the best of Tech Prep and helps what we refer to as CTE Transitions between secondary and postsecondary, by using the Perkins IV option of a “10% Reserve” set-aside to financially support the activities. These issues will be discussed during a CC Confer conference call with Tech Prep project directors scheduled for March. Job Shadow Day Each February, career and technical educators and ACTE participate in National Groundhog Job Shadow Day (NGJSD), a national campaign that gives young people a new perspective on their studies through hands-on learning and a one-day mentoring experience. NGJSD is a joint effort of with several national organizations including Junior Achievement, America's Promise and the U.S. Department of Labor. Pathways to Prosperity: Meeting the Challenge of Preparing Young Americans for the 21st Century On Wednesday, February 2, the American Youth Policy Forum hosted a special event for the release of the Harvard Graduate School of Education report Pathways to Prosperity: Meeting the Challenge of Preparing Young Americans for the 21st Century. The event featured an overview of the report, the reactions of a panel of education and business leaders, and special remarks from U.S. Secretary of Education Arne Duncan.
