2010-2012 Master Calendar for Perkins Funds
The Master Calendar for Perkins provides important dates and deadlines for Perkins related MIS data submissions,
reporting, certification, and the allocation determination process. Dates provided are subject to change by the
Chancellor’s Office (CO).
Note: The Legal Terms and Conditions state that: all reports that fall on a weekend or a holiday
are due by close of business on the last working day prior to the reporting deadline. Extensions of reporting
deadlines may be made with the approval of the Project Monitor.

Elimination of Tech Prep and Additional $35 Million Cut from the Perkins Basic State Grant
From the National Association of State Directors of Career Technical Education Consortium: We have learned
from Congressional sources that the $138 million cut to CTE in the FY11 appropriations bill will be the total
elimination of Tech Prep and an additional $35 million cut from the Basic State Grant. The rationale given was
that the President had also proposed cutting Perkins in this FY12 budget. It seems that without Democratic or
Republican support, we were a target during the tense negotiations last week.
In addition to the cuts to Perkins, we have learned that the following other programs have been cut or eliminated:





$90.5 million in cuts to the WIA Adult program;
$120 million in cuts to the Dislocated Workers program;
$96.5 million in cuts to the WIA Youth program;
$250 million in cuts to the Career Pathways Innovation Fund ($125 million in FY 2011 funds, plus a $125
million rescission of FY 2010 funds). DOL had released a solicitation for FY 2010 CPIF grant proposals
earlier this year, but these funds are no longer available;
$31 million cut from adult education programs.
The bill would, however, fund a new $125 million DOL-administered “Workforce Innovation Fund” that would
provide competitive grants to states or other partnerships for projects that “demonstrate innovative strategies or
replicate effective evidence-based strategies” to strengthen and align the workforce system to improve participant
outcomes. Please note that in addition to the cuts listed above, the bill includes a 0.2 percent across-the-board
reduction for all non-defense accounts, which is not reflected in these totals.
2011-2012 Career and Technical Education Act Title I-C Local Application Update
As reported earlier, district/college Core Indicator negotiation workbooks are available on the core indicator
website. Because negotiations to establish the State Performance levels with the Office of Vocational and Adult
Education (OVAE) have not been completed, the Final Agreed Upon Performance Level (FAUPL) Worksheet
forms have not been updated. Districts/colleges are advised to utilize the data provided to determine their 20112012 targets and compare them to the State Performance levels once we have reached an agreement with OVAE.
Also pending is the announcement of the 2011-2012 Carl D. Perkins Career and Technical Education (CTE) Act of 2006
Title I-C District Allocations.
We expect the 2011-2012 Title I-C Local Application system will be activated after the 2011-2012 Title I-C
allocations are announced. As a temporary measure we provided templates of the application forms at:

The webinar covers federal policies, permissive use of Perkins funds, college scenarios, and questions from

SB70 Supplemental Grant Awards
The newly awarded Supplemental grants have been announced. There are eight additional grants. The intent of
the Supplemental grant is to develop projects that will enhance the CTE Community Collaborative grant. The
goals of the CTE Community Collaborative is to distribute funds equitably and comprehensively throughout the
State of California; motivate communities to plan and operate together according to their particular characteristics;
and create a seamless system of CTE between secondary and postsecondary education and the needs of
business and industry.
In previous years, Supplemental applicants were asked to choose one of the four required components of the CTE
Community Collaborative grant, which consists of Career Exploration Development for 7 th and 8th Graders, CTE
Sectors, Teacher and Faculty Externships in Business and Industry, and CTE Professional Development.
However, the new focus is on strengthening CTE Sectors in preparation for new CTE students entering from the K12 pipeline. The other significant change is that the CCCCO encourages applicants in selecting a CTE Sector to
have an emphasis on manufacturing, infrastructure, and/or green projects; however, this is not a requirement.

2009/10 Report on the Career Technical Education Pathways Initiative
Funded through SB 70, the Career Technical Education Pathways Initiative prepares students to succeed in the
workforce through newly formed partnerships between the California Community Colleges and the California
Department of Education. These partnerships provide students with a seamless career technical education from

Future of Tech Prep and CTE Transitions Update
In an email to all Tech Prep Project Directors/Coordinators dated April 7, 2010, Ron Selge stated “Previously, we
had updated you about 2011-12 Tech-Prep. As I am sure you are aware, because no resolution from Congress
has settled, we have not had the definitive answers upon which to base a statewide conference call. However, we
are still moving ahead, making contingency plans, and to that end, we anticipate forwarding proposed actions
through Consultation Council and on to our May Board of Governors meeting. Our Feb 11, 2011 outline still forms
the basis of our recommendations.”
2010 Career Development and College Preparation Annual Report
The Career Development and College Preparation (CDCP) annual report is prepared by the Chancellor’s Office
Technology, Research and Information Systems Division. In 2006 Senate Bill 361, authored by Jack Scott,
created a specific category of Career Development and College Preparation (CDCP) program courses, sometimes
referred to as “enhanced noncredit” courses. As a legislatively mandated analysis of the CDCP courses in the
California Community Colleges, this report provides research results on the effects of these courses on two
performance indicators: term-to-term persistence and annual wages.

Hands across California will bring Californians statewide together to benefit California’s community colleges and
their students. An unprecedented fundraising and advocacy opportunity, this one day event will create a human
line stretching down the state—calling attention to the nation’s largest system of higher education, illustrating the
impact of community colleges, and creating a permanent scholarship fund for students for generations to come.
You can register online (it’s free) at www.handsacrosscalifornia.org, create a fundraising page to seek donations to
the cause, and (if you have a Facebook account) select your meeting point using the Yahoo! Linkup application
created specifically for this event by Yahoo!. In the event you do not have a Facebook account, you can choose
your meeting point from the list of colleges and other points of interest on the route, all of which are listed on the
site.
The more you can help publicize this event by registering, creating your own fundraising effort, and spreading the
word about signing up and choosing your spot, the more successful we will be in building permanent scholarship
support for California Community College students that will reach students in need each and every year, forever.
Aside from driving donations on the site, you can also ask people to text HANDS to 27722 to donate $10 very
quickly and easily via cell phone, thanks to our partnership with AT&T!
In these difficult times in California and nationally, standing up for students in need and building scholarship
support is not only a worthy cause, but a critical one for the future of our state, and the media coverage and public
attention this event will create will benefit our organization and the California Community College system in
countless ways well beyond the scholarship endowment.
