To meet district planning and state funds distribution requirements, the first certification of the counts of economically disadvantaged CTE students must occur in February. It is critical that resubmissions and certifications occur within the scheduled timeline to provide sufficient planning time for the districts. March 7, 2012 Perkins Title I-C Section 132 Reports #1 & #2 are posted to web (new certification forms for districts with resubmission will also be posted). Perkins Career and Technical Education Act of 2006 (Perkins IV). The FY 2012 Continuing Resolution passed by congress in October 2011 reduced allocations by about 1.3%. The reduction has now been restored to the 2011-12 district allocations in the current year. The allocation total amount has been increased to add $913,169 statewide resulting in a 1.8% increase over the October 2011 amount. CEP Memo 12-07 (3/7/12) from Chuck Wiseley, Ed.D, Specialist re Employment Data Delays for Perkins 201213 Planning Year Core Indicator Reports This memo informs Perkins Project Directors the Unemployment Insurance wage data used in the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) Core Indicator reports as an employment indicator is still unavailable and may not be available until sometime in April 2012 (or later). The Core Indicator reports, planning forms, negotiation workbooks, and performance target negotiations and target evaluation are all affected by the delay in obtaining the employment data. Because the data is delayed, the indicator for employment (4P1) may not be available in time for planning and setting performance targets for 2013 (for the employment indicator). CEP Memo 12-06 (2/23/12) from Debra Jones, Ed.D., Dean re Perkins Title I-C Local Application Templates This memo is to enable colleges to begin planning in advance of the release of the Perkins Title I-C 2012-2013 online local application and instructions, the application form templates are posted now on the Chancellor’s Office Career Education Practices Unit's website. CTE Transitions CTE Transitions Request for Allocations (RFA) will be e-mailed to current project directors the week of March 19th and then posted on the Chancellor’s Office Career Education Practices Unit website under the program heading: CTE Transitions. The RFA Packet will consist of a cover memo, instructions, Appendix A, Appendix B and Appendix C. The return date for the application will be Tuesday May 15, 2012. NOTE: Because this funding is noncompetitive and categorized as allocations not grants, we are not required to provide fiscal agents with facesheets. However if your district or board needs documented proof of funding, use the memo that accompanies the RFA and the allocation listing in RFA Appendix A. SB 1070 – the Reauthorization of SB 70 Senator Steinberg has introduced SB 1070: California Community Colleges Economic and Workforce Development Program: career-technical education pathways. SB 1070 is the reauthorization of SB 70. The current language of the new bill is: Existing law, until January 1, 2013, establishes the California Community Colleges Economic and Workforce Development Program. Existing law requires the Board of Governors of the California Community Colleges, as part of the program, to assist economic and workforce regional development centers and consortia to improve, among other things, career-technical education pathways between high schools and community colleges, as specified. This bill would state the intent of the Legislature to enact legislation to reauthorize and improve those career-technical education pathways. The language will be edited by Senator Steinberg’s office. The CCCCO and CDE met several times to discuss the reauthorization of SB 1070. Changes to the bill may include the insertion of accountability metrics and a greater emphasis on pathways and bridge programs between the systems. The CCCCO will keep you informed. Applications for Trade Adjustment Assistance Community College and Career Training Grants Due 5/24/12 The U.S. Department of Labor (DOL) is soliciting applications for its Trade Adjustment Assistance Community College and Career Training (TAACCCT) grants program totaling $500 million nationwide. Applications are due May 24, 2012. Through the TAACCCT, DOL wants to provide eligible institutions with funds to expand and improve their ability to deliver education and career training programs that can be completed in two years or less. Programs are geared for workers who are eligible under the Trade Adjustment Assistance for Workers Program, as well as other adults. The DOL intends to fund multi-year grants to eligible institutions for either developing new education and career training program strategies, or for replicating existing evidence-based design, development, and/or delivery strategies for such programs. California Community Colleges Chancellor Jack Scott Announces his Retirement Effective Sept. 1, 2012 California Community Colleges Chancellor Jack Scott announced that he will retire on Sept. 1 as the head of the nation’s largest system of higher education on Sept. 1, capping a distinguished 58-year career in higher education and public service. During his 12 years in the State Legislature, in the Assembly (1996-2000) and the State Senate (2000-2008), Scott authored 146 bills that became law, including Senate Bill 361 was a landmark community college financing measure signed by then Gov. Arnold Schwarzenegger in 2006. Also in 2006, Scott led the charge in passing Senate Bill 1309 that helped address the state’s nursing shortage. Scott also worked closely with Gov. Schwarzenegger in 2005 to pass Senate Bill 70, a measure that strengthens career technical education programs between K-12, community colleges and the business sector. After assuming the CCC Chancellorship on January 1, 2009 Scott provided leadership that streamlined the transfer process from community colleges to the California State University with the new Associate Degree for Transfer program. He was also a driving force in helping to craft the recommendations of the California Community Colleges Board of Governors Student Success Task Force, which will lead to more students transferring to four-year institutions and earning certificates and degrees on time and oversaw innovations in career technical education programs, including those in nursing education, allied health, clean energy technology, and environmental sustainability at the system’s 112 colleges. Scott worked with the California Department of Veterans Affairs to strengthen services for veterans to help ease the transition from military to civilian and student life. To order the banners or see other IWITTs products, go to: http://www.iwitts.org/store State Schools Chief Tom Torlakson Unveils Career Readiness Initiative to Lower Dropout Rate and Prepare Students for Careers On February 14, State Superintendent of Public Instruction Tom Torlakson unveiled his Career Readiness Initiative, designed to help lower dropout rates and provide graduates with the career readiness skills needed to pursue further education and training, be prepared to enter the workforce, and help the state rebound from its economic recession. The multi-faceted Initiative is aimed at integrating career technical education (CTE) into today’s high school curriculum and helping link students with California business and industry. The ongoing budget crisis and an 18 percent dropout rate mean we have to take action to help our students—and our state’s economy,” Torlakson said. “Career technical education is a proven way to ensure more of our students, especially those who are deemed ‘at risk,’ succeed. The Initiative puts into action recommendations contained in Torlakson’s A Blueprint for Great Schools, released last year. The Blueprint described the need to increase the personalization of instruction and engagement of students through career-themed Linked Learning pathways. Linked Learning blends rigorous academic instruction, high quality CTE courses, work-based learning experiences, and support services to help students succeed. The California Budget Project (CBP) released a report looking at the impact of the Great Recession on California's women and their families. According to the report-"enrollment in California’s community colleges dropped by 129,612 between 2007-08 and 2010-11, with women accounting for a full 81.6 percent of the reduced enrollment." This result (based on MIS data) was largely attributed to the elimination of noncredit and/or recreational classes, with a sizeable majority of the lost female students with noncredit or <6 credit unit status. On the other hand, female students 20-24 increased during this time of reduced enrollment, particularly among Latina and AfricanAmerican women. However pending cuts to child care and CalWORKs in the 2012-13 state budget may force hundreds of poor female community college students to drop out. Commission Calls for Focus on Student Outcomes at Community Colleges The Little Hoover Commission urged the Governor and the Legislature to refocus the mission of the community colleges to align policies and resources around fostering student achievement in three core areas: basic skills education, career technical education and preparation for transfer to four-year universities. The Commission also called for the state to consolidate responsibility and funding for California’s adult education programs within the community college system to maintain educational options for all levels of adult learners. In its report (released on February 28, 2012), Serving Students, Serving California: Updating the California Community Colleges to Meet Evolving Demands, the Commission found that the community colleges have opened doors to people who want to improve the quality of their lives by earning more income, building skills to run a business, excelling in careers, being better parents, or taking another chance to realize their dreams and fulfill their potential. Yet, the Commission found that in trying to be all things to everyone, community colleges are coming up short for many.
