SUBJECT: Notification of Fiscal Year 2010-2011 CARE Final Allocations
Synopsis: The fiscal year 2010-2011 State Budget provides the Cooperative Agencies
Resources for Education (CARE) program with $9.332 million from Proposition 98
funds specifically to assist EOPS students who are welfare-dependent single parents
with supplemental educational support services that will enhance their academic
success. Additional funds for cost-of-living-adjustments and enrollment growth are not
included in the appropriation for CARE.
State funds are allocated to support 113 CARE programs throughout California,
including the newly-accredited Moreno Valley and Norco colleges in the Riverside
Community College District. In accordance with Assembly Bill 318, Statutes of 2006
(Dymally), the Compton Community College District continues to receive its own
separate allocations of general and categorical funds from the state to provide fullservice programs, including CARE, at the El Camino College Compton Community
Educational Center.
Attached is a breakdown by college of the fiscal year 2010-2011 CARE Final
Allocations.
Action Requested/Date of Response: The Chancellor's Office requires approval and
accounting of CARE expenditures through the use of the CARE Supplemental Budget
and Accounting Form, CARE Mid-Year Report (Declaration of Unused CARE Funds
and Request for CARE Reallocated Funds), and CARE Final Report. As a
supplemental component of EOPS, all CARE program, services, activities, and staff
time assignments must be accurately described in the EOPS Program Plan and EOPS
Year-End Report. The required reporting and certification forms, instructions, and
submission deadlines for CARE and EOPS are posted on the Chancellor's Office
Student Services website at www.cccco.edu/divisions/ss/ss.htm. All CARE program
reports should be submitted to Cheryl Fong, State Coordinator, CARE, at the
Chancellor's Office by the specified date. Four copies (including at least one with
original signatures) of the 2010-2011 CARE Budget Approval Request are due on
Friday, December 10, 2010 (postmark).

Analysis of Fiscal Year 2010-2011 CARE Program Allocations Data
During fiscal year 2009-2010, 22.12 percent (25 of 113) of all CARE programs throughout the
system reported serving equal to or more students than they had the previous year. Four (4)
colleges (3.54 percent of 113) reported serving the highest number of CARE students in their
program history.
As newly-accredited colleges, Moreno Valley and Norco reported student headcounts
independent of Riverside Community College for the first time to determine their college CARE
allocations for the current fiscal year. For 2010-2011, 35 CARE programs received more funding
than the previous year, while 78 programs are funded between 95.0 to 99.28 percent of their
2009-2010 allocation.
