JACK SCOTT, CHANCELLOR STATE OF CALIFORNIA CALIFORNIA COMMUNITY COLLEGES CHANCELLOR’S OFFICE 1102 Q STREET SACRAMENTO, CA 95811-6549 (916) 445-8752 http://www.cccco.edu August 12, 2011 TO: EOPS Directors and CARE Coordinators FROM: Cheryl Fong, Interim State Coordinator, EOPS and CARE Programs SUBJECT: Notification of Fiscal Year 2011-2012 CARE Final Allocations Synopsis: The fiscal year 2011-2012 State Budget provides the Cooperative Agencies Resources for Education (CARE) program with $9.332 million from Proposition 98 funds specifically to assist EOPS students, who are welfare-dependent single parents, with supplemental educational support services that will enhance their academic success. State funds are allocated to support 113 CARE programs throughout California, including the El Camino College Compton Community Educational Center. Additional funds for cost-of-living-adjustments and enrollment growth are not included in the state appropriation for CARE. After conferring with the EOPS Regional Coordinators, the CCCEOPS Association Executive Board, and EOPS/CARE programs throughout the system, the Chancellor’s Office is temporarily suspending the Board of Governors-approved CARE allocations funding formula this year. Therefore, each CARE program is awarded the same allocation that they received in FY 2010-2011. The current year CARE allocations for each funded program are appended. Subsequent to this official notification of award to the districts and colleges, the Chancellor’s Office Fiscal Services will post the FY 20112012 CARE Final Allocations in the first principal apportionments report (P1) in February 2012. The enclosed September 16, 2009 memorandum from Vice Chancellor for Student Services and Special Programs Linda Michalowski and then-Vice Chancellor for Fiscal Policy Erik Skinner addresses administrative relief measures for select categorical programs, including EOPS. While the memorandum outlines measures that relieve specific administrative and other reporting requirements for EOPS, there are no changes pertaining to the reporting requirements for CARE. CARE funds continue to be restricted specifically for the purposes for which they were intended with no relief of mandates or flexibility. Consequently, CARE funds must be expended for over-andabove services and activities in strict compliance with Title 5 regulations, sections 56200 through 56298, CARE Program Guidelines, and CARE Auditing Guidelines. Action Requested / Date of Response: SSARCC (Student Services Automated Reporting for Community Colleges) is fully operational for the EOPS and CARE programs this fiscal year. Beginning FY 2011-2012, all CARE programs must therefore submit their CARE budget reports for approval by the Chancellor’s Office through the use of the SSARCC web-based application – no exceptions. To utilize SSARCC, EOPS directors must request their SSARCC user ID and password from the Chancellor’s Office. Several directors have not yet obtained their user ID and password and should immediately do so to activate the SSARCC reporting process. As a supplemental component of EOPS, all CARE program, services, activities, and staff time assignments must be accurately described in the EOPS Program Plan. The CARE budget approval request must be submitted via SSARCC by Tuesday, November 15, 2011. A hard copy of the proposed budget signature page with original signatures must also be mailed to the Chancellor’s Office.
