SUBJECT: Notification of Fiscal Year 2014-2015 CARE Final Allocations
Synopsis: The fiscal year 2014-2015 State Budget provides the Cooperative Agencies
Resources for Education (CARE) program with $9.332 million from Proposition 98
funds specifically to assist EOPS students, who are welfare-dependent single parents,
with supplemental educational support services that will enhance their academic success.
State funds are allocated to support 113 CARE programs throughout California, including
the El Camino College Compton Community Educational Center. This year the state
appropriation for CARE does not include funds for restoration, cost-of-living-adjustments
or enrollment growth.
In agreement with EOPS/CARE program constituencies throughout the system, the
Chancellor’s Office temporarily suspended the Board of Governors-approved CARE
allocations funding formula until such time when the state appropriation for CARE is
fully restored to the FY 2008-2009 funding level.
The official notification of the FY 2014-2015 CARE Final Allocations provides adjustments
to the advance apportionments recently posted to the districts by the Chancellor's
Office Fiscal Services Division. As a result, all CARE programs are funded at 100 percent
of their prior year’s allocation. It should be clarified that the number of EOPS students
reported served the previous year in the notification is not intended to limit or impose a
cap on the number of students assisted by CARE this year. College CARE programs
should provide educational support services to as many eligible students as its funding
and staff resources will allow.
CARE funds are restricted specifically for the purposes for which they were intended
with no relief of program requirements or flexibility in the use of program funds. CARE
funds must be expended for over-and-above services and activities in compliance with
Title 5 regulations, sections 56200 through 56298, CARE Program Guidelines, and
CARE Auditing Guidelines.
The CARE Final Allocations are available on the Chancellor’s Office CARE webpage and
will be included in the First Principal Apportionments Report (P1) on the Chancellor's
Office Fiscal Services Division webpage in February 2015.
Action Requested / Date of Response: The Student Services Automated Reporting for
Community Colleges (SSARCC) is fully operational for EOPS and CARE programs. All
CARE programs must therefore submit the CARE budget reports for state approval
through the use of the SSARCC-EOPS web-based application. To operate
SSARCC-EOPS, EOPS directors and CARE coordinators must utilize the same
SSARCC-EOPS user ID and password assigned by the Chancellor’s Office. There is
no need to obtain a second user ID and password to submit CARE budget reports.
Requests for user ID and passwords, if they have not yet already been provided to
the EOPS director, and assistance related to the technical operation of
SSARCC-EOPS may be directed to this address ssarcc-eops@cccco.edu.
As a supplemental component of EOPS, all CARE program services, activities, and
staff time assignments must be accurately described and integrated within the current
year EOPS Program Plan. Because EOPS and CARE are two separate and distinct
funding streams, the FY 2014-2015 CARE proposed budget approval request must be
submitted via SSARCC-EOPS on or before Friday, November 15, 2014 (postmark).
A hard copy of the proposed CARE budget signature page with required
original signatures must also be mailed to the Chancellor’s Office by this date.
The CARE budget and program report forms as well as the annual calendar of
reporting deadlines and dates for CARE statewide meetings and training are posted
on the Chancellor's Office CARE webpage under “Forms” and “Annual Calendar” at
