Comments (summary rationale for recommendations):
The Committee on Administration and Budget sought clarification from UH Press on how the $60,000 internal
reallocation to the Associate Director increased salary would impact its operations and requested that the
reporting lines of both the proposed organization chart and the narrative be clarified. The contact person Joel
Cosseboom adequately addressed these concerns. Thus, CAB endorses the Reorganization Proposal of UH
Press.

Please provide comments to explain the committee’s rationale for each question. The lower the score, the more

Question
Does the reorganization address or
resolve a problem that has been
identified/experienced?
Have other alternatives been explored
before proposing reorganization, such
as changing work processes?
Comments
Yes.
Yes. If current separation of departments as individual
subunits were maintained, more sub-units needed to
have been created to reflect all departments of UH
Press. After consultation with UH Press staff, HGEA
representative, UHM HR and VCAA, this option was
deemed to be not feasible as it hindered operational
efficiency.

No, there is no specific mention of this but it does state
that it will be cost-effective.
It is significant enough to positively impact business

Yes, approximately $60K is required to fund salary
increase + fringe benefits for Associate Director.
The costs will be paid through internal reallocation.
CAB inquired as to how the internal reallocation will
impact the UH Press. Cosseboom explained that while
establishing an Associate Director position will create
an expected increased cost of $60,000 over the current
budget, the increase only represents 1.2% of overall
sales for the department. He said increase will be
absorbed by anticipated revenue generation in such
areas as new business development, translation and
other rights licensing, and expanded capacity in books
and journals. Ultimately, establishing this position will
create additional infrastructure and workflow
efficiencies to increase overall publishing output,
which are expected to further increase revenues and
reduce fixed costs.
