MĀNOA FACULTY SENATE

by the Mānoa Faculty Senate on April 16, 2014 with 37 votes in favor of approval and 3 opposed.
Resolution on Periodic Review of Faculty
Whereas, The Mānoa Faculty Senate Executive Committee (SEC) was approached by the Office of the Vice
Chancellor of Academic Affairs (OVCAA) with a document that proposes amendments to the University of
Hawaiʻi at Mānoa policy covering periodic review of faculty and urged the Committee on Professional Matters
(CPM) to address the issue; and
Whereas, In fall, 2013, CPM met with representatives of OVCAA, the University of Hawaiʻi Professional
Assembly, and the UH System as part of our process of understanding the issues; and
Whereas, State of Hawaiʻi law and the collective bargaining agreement between the UH system and the UH
Professional Assembly governs employment-related issues, including discipline of faculty; and
Whereas, BOR policy Section 1-10 grants authority to the Faculty Senate on academic decision-making and
academic policy development (http://www.hawaii.edu/uhmfs/charter/charter.html); and
Whereas, BOR policy 9-13 and R-02 in the agreement between the UH system and the UH Professional
Assembly indicates that respective chancellors in consultation with appropriate faculty governance bodies will
develop procedures for review which incorporate faculty as peers in the process and safeguards for academic
freedom; and
Whereas, The new proposal inappropriately imposes non-faculty, dean/director input into the collegial review
process; therefore, be it
Resolved, That the Mānoa Faculty Senate sustains that periodic review of faculty remain a faculty-governed,
collegial process independent of executive and administrative/management influence.
