Presented to the Mānoa Faculty Senate by the Senate Executive Committee to honor UHM Faculty involvement
in Cooperate Extension in its Centennial Year on March 19, 2014. Approved by the Mānoa Faculty Senate on
March 19, 2014 with 46 votes in favor and 3 opposed.
RESOLUTION CELEBRATING THE 100TH ANNIVERSARY OF THE ESTABLISHMENT OF THE
COOPERATIVE EXTENSION SERVICE AS PART OF THE UNIVERSITY OF HAWAI‘I AT
MĀNOA
Whereas, Included among the faculty of the University of Hawai‘i at Mānoa in the College of Tropical
Agriculture and Human Resources (CTAHR) are extension agents and specialists who are part of the
Cooperative Extension Service (CES); and
Whereas, The Cooperative Extension System, to which CTAHR CES belongs, is the world’s largest nontraditional education system, found in almost all of the 3,150 counties in the 50 states and all of the U.S.
Territories; and
Whereas, Most of the extension agents and many of the extension specialists work from off-campus extension
offices located on all the major Hawaiian Islands; and
Whereas, These faculty use their scholarship to provide individual consultation and offer educational workshops
and short-courses covering topics in agriculture, consumer sciences, family living, 4-H and other youth
development activities, human nutrition, and health free of charge to community members; and
Whereas, These faculty prepare educational materials such as brochures, publications, and videos that are
available online or at the county extension offices for use by the general public, and
Whereas, The national Cooperative Extension Service was created in 1914 with the passage of the Smith-Lever
Act, which authorized Congress to fund agricultural colleges to “aid in diffusing among the people of the
United States useful and practical information on subjects related to agriculture and home economics, and to
encourage the application of the same”; and
Whereas, The Hawai‘i College of Agriculture and Mechanical Arts, which was to become the University of
Hawai‘i, had begun offering extension services even prior to this, beginning in 1908, providing special
afternoon and evening lectures and demonstrations on agriculture and subjects of public interest; and
Whereas, The Hawai‘i Agricultural Extension Service was officially inaugurated on September 1, 1928, when
Governor Wallace R. Farrington signed the Hawai‘i Act and the University of Hawai‘i College of Applied
Science was able to secure Smith-Lever Funding; and
Whereas, Frederick Krauss, who assumed CES leadership in Hawai‘i in 1929, wrote that the goal of the
Cooperative Extension Service was “to give useful instructions and practical demonstration in agriculture and
home economics to persons not attending or resident in the university and by this means to promote better
methods of farming and rural living”; and

MĀNOA FACULTY SENATE
Whereas, In 1929 all employees of the Agricultural Extension Service became members of the University of
Hawai‘i faculty, while the county agents were nonresident members of the faculty, and the extension offices
became part of the University plant; and
Whereas, CES remains the third major component of land-grant universities such as the University of Hawai‘i,
along with instruction and research, being a partnership between federal, state, and local governments and
having the responsibility for providing science-based information and educational programs in agriculture,
natural resources, and human resources; therefore, be it
Resolved, That the Mānoa Faculty Senate recognizes the significance of the Smith-Lever Act of 1914 to the
establishment of the Cooperative Extension Service; and
Honors the University of Hawai‘i at Mānoa faculty past, present, and future who dedicate their careers to
providing trusted information and skills to help individuals, families, businesses, and communities solve
problems, develop skills, and build a better future; and
Thanks Cooperative Extension volunteers who provide thousands of hours to promote excellence for 4-H,
Master Gardeners, family and consumer sciences, and other programs across the state of Hawai‘i; and
Encourages continued collaboration and cooperation with the faculty and administration of the University of
Hawai‘i at Mānoa and federal, state, and local governments to ensure Cooperative Extension’s sustainability as
Hawai‘i’s and the nation’s premiere non-formal educational network; and be it further
Resolved, That a copy of the resolution be forwarded to the UH Board of Regents, the Chancellor of the
University of Hawai‘i at Mānoa and the Dean of the College of Tropical Agriculture and Human Resources.
