II. University Faculty Senate Structure
Authority
The faculty has primary responsibility for such fundamental academic areas as curriculum content,
subject matter, and methods of instruction and research. On these matters, the power of review and
concurrence or final decision lodged in the Board or delegated to administration officers should be
exercised adversely only in exceptional circumstances and for reasons communicated to the faculty.

Purpose
The purpose of the University of Hawai'i All Campus Council of Faculty Senate Chairs (ACCFSC) is to
provide a formal, independent voice and organization through which the faculty of the University of
Hawai'i System can participate in the development and interpretation of system-wide policy, and to
promote and improve coordination, communication, and understanding among the faculty, students,
community, administration, and Board of Regents.

Functions:
Specifically, the Council should endeavor:
1. To advise the President of the University and the Faculty Senates or equivalent organizations on
system-wide academic and governance issues;
2. To share information regarding the various campuses and programs of the University of Hawai'i
System;
3. To promote an open, democratic, and collegial discussion of issues of system-wide concern;
4. To promote the involvement of faculty at all levels of the University in matters of shared governance
and academic policy and planning.

Scope:
The Council may discuss matters that are of general concern to the University, not subject to collective
bargaining, and which are placed before it by members of the Council, the constituent University of
Hawai'i Faculty Senates, the student governments, the University of Hawai'i President, other
administrative officers of the University of Hawai'i, or the Board of Regents.
The primary responsibility for academic policy resides in individual Senates; therefore, policy
recommendations of the All Campus Council of Faculty Senate Chairs shall not supersede academic
policies of the individual Senates

2. Mānoa Faculty Congress & Senate (MFS)
Composition
The University of Hawai'i at Mānoa Faculty Congress is composed of all Mānoa faculty members. The
Senate is the agent of the Congress and will act for it on all matters not referred directly to Congress.

Purpose
The Congress and its Senate will act for the faculty on all matters of Mānoa-wide concern.

Functions
The Congress and its Senate shall also act for the faculty on academic policy matters such as:
1. Budget planning and implementation policy;
2. Student-faculty relations policy;
3. Policy for the evaluation of faculty and campus academic administrators;
4. The improvement and establishment of a canon of professional ethics and an effective means of
professional maintenance of those ethics, including faculty self-discipline; and
5. Other academic policy subjects referred to it or them by the Mānoa Chancellor or the University of
Hawaiʻi President as appropriate.

Meetings
The Congress shall convene at least once in each semester, on a date set by the Senate.

During the academic year the Senate shall meet at least once a month at a time agreed upon by the
Executive Committee. The Senate can meet outside of the academic year as called for by the SEC. All
members of the University community may attend any meetings of the Senate.

Relationship
Committees
The Congress of the University of Hawai'i at Mānoa consists of faculty of the University of Hawai'i at
Mānoa. The Senate represents, and, as herein provided, may act for the Congress. The Executive
Committee may act, as herein provided, for the Senate.

There shall be seven Standing Committees reporting to the Executive Committee: the Committee on
Academic Policy and Planning, the Committee on Student Affairs, the Committee on Professional

IV. Senator Responsibilities
1. Represent Your Constituency
Make-up
Typically a constituency shall consist of the faculty in a school or college, but other groupings are
permitted.
Each constituency shall be entitled to one senator in the Senate for every thirty members of the faculty as
defined in Article 1, Section 2 and Article II, Section 2 or fraction thereof.

Senators are responsible for representing the interests of their constituents and are strongly encouraged to use the
constituency listservs listed below to keep their constituents apprised of relevant Senate actions.

2. Vote at Congress & Senate Meetings
Congress & Senate meetings are typically held on the third Wednesday of each month from 3:00 – 5:00
pm. Agendas that contain links to all supporting documents are distributed one week before each meeting
via e-mail. Senators review the documents in advance of the meeting and attend the meeting to participate
in discussion and vote on legislation.

I-Clickers
Senators vote on actions at Senate meetings using I-Clickers. Upon entering the MFS meeting, Senators
will sign in using the sign-in sheets provided. The sign-in sheets will include a list of I-Clicker numbers
next to each Senator’s name. After signing in, Senators pick up the I-Clicker that corresponds to the
number by their name. There will be a demonstration at the beginning of each Senate meeting to show
how to vote using the I-Clickers. An overview is provided below.

3. Serve on a Standing or Permanent Committee
Term
The normal term of office for a member of a Standing Committee is 27 months beginning on June 1.
However, the Executive Committee may change which committee a Senator is appointed to as of June 1
in the middle of the senator's term of office as a senator, as the need arises.

Appointment
The incoming Executive Committee for the next academic year shall appoint members of the Standing
Committees for the next academic year as soon as the incoming Executive Committee is organized,
taking into consideration constituency representation, senator's preference, committee continuity and
terms of office as specified in these Bylaws. The Committee on Faculty Service will assist in this by
providing nominations and appropriate background information.

Meetings
Standing Committees meet regularly throughout the academic year - likely once or twice per month. The
Senate Executive Committee Liaison to each standing committee will convene the committee’s first
meeting towards the end of August. The last meeting will be at the end of April or early in May, yet
membership extends through the summer when meetings are scheduled as necessary.

Election
The Executive Committee shall be elected by the Senate, by secret, auditable ballot, in accordance with
the Elections Code of the Rules of Order of the Faculty Congress and Senate.

The term of office for a member of the Executive Committee is 27 months beginning on June 1.

Description
The Executive Committee, acting on behalf of the Senate and the Congress, shall identify and arrange for
consideration and study of all goals, policies, and programs relating to the physical and academic
development of the University of Hawaiʻi at Mānoa, including allocation of financial resources, student
enrollment, distribution of enrollment among programs and between upper-division and lower-division
programs, direction of emphasis in existing programs, the academic effect of administrative organization,
quality of scholarship, quality of teaching, quality of research, quality of service, and the relationships
between the University of Hawaiʻi at Mānoa and other units of the University System.

Description
The Committee, acting upon recommendations and findings made by its subcommittees, shall make
specific recommendations of either approve, disapprove or recommended action to the Senate Executive
Committee on matters of academic goals, policies, and programs with respect to standards of
professional ethics; establishment and modification of degree programs and curricula, admissions and
graduation requirements, and ways of supporting and encouraging improvements in faculty performance;
and planning for changes in academic goals and in academic programs. In addition, the Committee may

Description
The Committee is responsible for matters dealing with administration and budget, at the Mānoa campus,
and also at the System level, to the extent that the Mānoa campus is affected by System actions. The
Committee shall review administrative policies and procedures, proposals for reorganization, the
responsibility of major positions, and the procedures for filling positions. The Committee shall review
administration's policies and procedures regarding the budget, and other matters relating to the
distribution and expenditure of funds. The Committee shall monitor the administration's actions to ensure
that they are open and give ample opportunity for faculty consultation and shall review University policies
regarding academic decision making and policy development and propose modifications as required. The
Committee shall conduct regular reviews of the charter and by-laws of the Senate and of the Congress
and shall propose amendments as appropriate. The Committee shall review the condition of the physical
facilities, the operation of auxiliary services, and proposals for capital improvements and their
implementation.

D. Mānoa Assessment Committee (MAC)

Description
The Committee will be staffed by the Assessment Office, and work closely with the Office of Faculty
Development and Academic Support, General Education Office and General Education Committee, and
the Office of the Vice Chancellor for Academic Affairs and will have the following responsibilities:
1. Establish academic assessment policies necessary to foster a campus-wide understanding of and
commitment to improvement-oriented educational assessment;
2. Identify the most appropriate practices and uses for assessment of student learning at Mānoa;
3. Review assessment resource needs and recommend concomitant budgetary allocations by the
institution.
4. Liaise with faculty to promote effective academic assessment practices, especially in support of
degree programs;
5. Consult with subject matter/content area experts as necessary;
6. Produce an annual report (due at the end of each fiscal year, June 30) to the Faculty Senate on the
status of academic assessment at UHM.

Description
The Committee shall provide oversight and make specific recommendations to the Senate Executive
Committee on matters regarding University sponsored intercollegiate athletics. These include, but are not
limited to: standards for admission, retention, and graduation; the reporting of graduation rates; academic
counseling; ethical standards; and ways of supporting and encouraging the academic performances of
the student-athletes. In carrying out its responsibilities, the Committee will be guided by the policies and
guidelines of the NCAA. It is in the purview of the Committee to recommend to the Mānoa Chancellor,
through the SEC, changes in the NCAA policies and guidelines. In addition, the Committee may provide
advice and/or specific suggestions, as requested by or through the Mānoa Chancellor, on matters of
concern to the Committee.

Description
The Committee shall be responsible for implementing the provisions of the Bylaws, especially Article VI,
and of the Elections Code of the Rules of Order of the Faculty Congress and Senate regarding elections
and balloting. The Committee shall conduct regular reviews of the Elections Code, including the makeup
of constituencies, and shall propose amendments as appropriate.
The Committee is responsible for nominating persons to various Senate and University committees,
subcommittees, boards, task forces, etc. as specified in the Bylaws and in the governing documents of
committees established by and reporting to the Senate.
Also, during the Spring semester, the Committee on Faculty Service and the Administration will compile a
list of all University committees and task forces for which service is needed for the following academic
year. This list will be circulated to all faculty so that they can indicate their willingness to serve.

Description
The Committee will develop policies and procedures for implementing and monitoring General Education
at UHM, and undertake regular assessments of the effectiveness of General Education. The GEC and its
subsidiary Boards will include faculty from diverse backgrounds, and undergraduate student
representatives appointed by student government. Details of the make-up of the membership, terms of
service, duties of the GEC, and the make-up and duties of the subsidiary Boards or committees are
spelled out in the document "Faculty Governance of University of Hawai'i at Mānoa General Education;
approved by the Mānoa Faculty Senate December 6, 2000" which may be amended with approval of the
Senate.

The Committee is responsible for matters relating to the planning, direction, initiation, development, and
coordination of faculty research and graduate education. The Committee shall review policies and
procedures for the support of the research enterprise, both for externally funded research and for
internally funded/faculty-funded research, and shall make specific recommendations of either approve,
disapprove or recommended action to the Senate Executive Committee on matters pertaining to the
establishment and modification of graduate degree programs and/or curricula. The Committee shall
review proposals for improvements in research infrastructure, new research initiatives, or restructuring
existing research programs. The Committee shall review the mechanisms by which funds are allocated in
support of research and graduate education. The Committee shall review policies dealing with
compliance with Federal and State regulations.

The Committee shall provide oversight of student affairs and make specific recommendations to the
Senate Executive Committee on issues related to the improvement of quality educational and cocurricular experiences for students. These include, but are not limited to: registration, advising, dismissal,
withdrawal from courses, student government, and both undergraduate and graduate student
publications.

4. Maintain Regular Attendance
Policy
Three unexcused absences from a meeting of the full Senate and/or of a Senate Standing Committee in a
semester will constitute a voluntary resignation from the assigned Committee and the Senate. The Senate
will inform the member's Department Chair of the resignation. An unexcused absence is when the member
does not inform the chair of the Committee or the Senate of a reason for the absence prior to the
Committee and/or Senate meeting. Exceptions will be made only in cases of extreme exigency.

Committee secretaries maintain attendance records in minutes. The Senate secretary will maintain records
of Senate attendance based on minutes.

Who can refer issues for Senate review?
• Faculty and administers are welcome to submit issues to the Senate Executive Committee to be considered for

Who can introduce legislation to the Senate?
• Resolutions and Acts are submitted to the Senate by:

◦ Any Senator who introduces a motion on the floor of the Senate.
◦ Any member of the Congress who submits resolutions and acts to the Executive Committee and
requests that they be placed on the Senate's agenda, but the Executive Committee shall have the
jurisdiction in determining whether a resolution or act is placed on the agenda.

How does the Senate vote on actions?
• On any resolution and act, a majority of the senators present and voting must vote affirmatively in order for the

• The Senate uses I-Clickers to vote electronically at meetings. An I-Clicker is assigned to each Senator to ensure
that only Senators vote on legislation.
What happens after Senate actions are passed?
• Approved actions are transmitted to the Administration and the transmittals and corresponding documents are
added to our documents archive with a record of the vote. Resolutions must be sent to the BOR and UH
President, while motions need only be sent to the UHM Chancellor.
• Every resolution and act adopted by the Senate, and the vote by which it was adopted, shall be published in a
publication of record within ten days after its adoption.

Unless the resolution or act is referred to the Congress, every resolution and act on which the Senate has voted

signed by the Chairperson and Secretary of the Senate, and promptly transmitted, with a record of the vote, by
the Secretary to the Mānoa Chancellor, President and the Board of Regents, and published in a publication of
record. Every resolution or act referred to the Congress shall be promptly transmitted with a record of the vote, by
the Secretary of the Senate to the Mānoa May 2007 Page 3 of 5 Chancellor, President and the Board of Regents
after an affirmative vote of the Congress and published in a publication of record.

B. Congress Procedures
How do I refer an Act to Congress?
• A resolution or act shall be referred to the Congress for discussion and vote if one of the following occurs:
◦ (1) The Senate, by a two-thirds majority of those present, votes to refer the
◦ Resolution or act to the Congress; or
◦ (2) Within fourteen days after publication in a publication of record of the Senate's vote on a
resolution or act, a petition bearing the signatures of no fewer than one hundred members of the
Congress, requesting that the resolution or act be referred to the Congress, is presented to the
Executive Committee.

What happens to acts referred to Congress?
• On any resolution or act adopted by the Senate and referred to the Congress, the Executive Committee shall
either:
◦ (1) Introduce the resolution or act at the next regular meeting of the Congress; or
◦ (2) If it deems the resolution or act urgent, convoke a special meeting of the Congress.
• In addition, the Executive Committee may schedule a hearing on any resolution or act referred to the
Congress, in advance of the regular or special meeting of the Congress at which the resolution or act is to be
discussed.

How does Congress vote on Acts?
• Immediately following a meeting of the Congress, all resolutions and acts discussed at the meeting and
proposed for adoption shall be voted upon by the members of the Congress, in secret written ballot conducted
by the Committee on Faculty Service through campus mail. A majority of the votes cast in any referendum
shall be sufficient to constitute the Congress' action on that resolution or act.
