How do we develop and use quality indicators and quality systems in health care systems? Have targets improved performance in the English NHS? How does measuring performance affect management within the NHS? Chair: Peter Smith (Imperial) Speakers: Gwyn Bevan (LSE) Gwyn Bevan is Professor of Management Science in Department of Operational Research and LSE Health and Social Care at the London School of Economics and Political Science. He has worked as an academic at Warwick Business School and in Medical Schools in London and Bristol. He has also worked in industry, consulting, the Treasury, and most recently for the Commission for Health Improvement (CHI), from 2001 to 2003. In his Director of the Office for Information on Healthcare Performance at the CHI, he lead work on NHS performance assessment, national clinical audits, national surveys of staff and patients; and all analytic work that underpinned reviews of clinical governance, investigations of perceived service failures, and studies of national service frameworks. His current research includes studies of: performance assessment and regulation of health care; value for money in the NHS in England; and modelling acute hospitals as a whole system for matching demand and supply to minimise waiting times. He will be speaking specifically on the use of targets in the NHS. Niek Klazinga (University of Amsterdam), Niek Klazinga is Professor of Social Medicine in the Department of Social Medicine, at the University of Amsterdam. Before this he worked at the Dutch Institute for Quality Improvement in Health Care (CBO) as (chief) scientific officer. During this period he was actively involved in quality assurance activities in hospitals His present research activities concentrate on public health and health services research, more specifically on the development and use of quality indicators and quality systems in health care systems. He will be speaking specifically on performance and quality indicators and on transferring lessons learn from the Dutch experience to the UK Mark Exworthy (Royal Holloway), Mark Exworthy is Reader in Public Management and Policy. Prior to this he has held positions at Southampton University, London School of Economics, University College London, Oxford Brookes University and was a Harkness Fellow at the University of California San Francisco. His research focuses on public management and policy including health policy, new public management, professional-managerial relations, policy formulation and implementation, decentralisation, inter-agency working/partnerships and international comparisons. He will be speaking on managing performance and how these issues affect daily practice in the NHS. Chris Ham (King’s Fund) Chris Ham is chief executive of the King’s Fund. Prior to this he was Professor of Health Policy and Management at the University of Birmingham.. He has served as an adviser to numerous agencies including the World Bank, the World Health Organization, and the Health Departments of New Zealand and Sweden. Within the UK, he has advised the Audit Commission, the British Dental Association, the British Medical Association, the NHS Confederation and the House of Commons Health Committee. His research includes health care reform, including the use of market-like mechanisms, management reforms and innovations in funding and delivery and clinical leadership in health care organisations, including the role of medical leaders in service improvement and service redesign. He will be speaking specifically on reforms in NHS management.
