Met with Petra today and discussed budget and inter fraternity advisor changing bylaws in regards to fines and Petra will check on this. Winkelman: What are these fines? Answer: fines may be coming from a change that they did not agree upon. Will need advisor’s side as well. Presidential Appointments – OSA 14-017 BE IT RESOLVED: That the OSA Senate and Assembly approved the following Presidential Appointments and/or recommendations: 1. Unfinished Business – OSA 14-016 WHEREAS, the Federal Perkins Loan Program is the nation’s longest running student loan program; and WHEREAS, the Federal Perkins Loan Program has yet to be reauthorized for the September 30th 2015 deadline and if the program fails to be reauthorized by this date, it will cease to exist on October 1st 2015; and WHEREAS, the Federal Perkins Loan offers low-interest, subsidized loans to students attending college within the University of Wisconsin System, and more specifically the University of Wisconsin Oshkosh; and WHEREAS, these loans assist students with significant financial need to finance the quickly growing cost of higher education; and WHEREAS, the Federal Perkins loan “fills a critical gap that exists for many students after the federal Pell Grant and Stafford Loan funds are applied”; and WHEREAS, many of these loans are awarded to students of lower income status who may not have the ability to finance their education through private loans, which carry higher interest rates; and WHEREAS, the program offers more favorable loan forgiveness opportunities to students than any other federal loan program, allowing students to eliminate their debt by working in high need, public service areas; and WHEREAS, without this loan program, many students may be unable to complete their education; and WHEREAS, in the 2012-2013 academic year, The Federal Perkins Loan program provided loans to 15,285 students across the University of Wisconsin System; and WHEREAS, by eliminating this program, up to $28.4 million in financial aid will be taken directly from the students across the University of Wisconsin System; and WHEREAS, if the US Congress does not reauthorize this program, students attending college during the 2015-2016 school year, and the years thereafter, will not receive loans through The Federal Perkins Loan Program; THEREFORE, BE IT RESOLVED, that the Oshkosh Student Association urges the reauthorization of the Federal Perkins Loan Program; and BE IT FURHTHER RESOLVED, that if the Federal Perkins Loan Program is not reauthorized by the current deadline, the Oshkosh Student Association urges Congress to put in place a program that will ensure that the affected students will receive adequate financial assistance to complete their education; and BE IT FINALLY RESOLVED, that copies of this resolution will be delivered to Dr. Andrew Leavitt, Chancellor of UW Oshkosh; Dr. Petra Roter, Vice Chancellor of Student Affairs; Mr. Kim Donat, Director of Financial Aid; and Dr. Ray Cross, UW System President. Sponsor: President Jordan Schettle Dispense Motion to move to floor by Bourke, 2nd by Winkelman Discussion Bylaws for committee submitted to you if senate approves this will be a university committee five appointed, two advisors, one from the foundation. OSA senate will be voting on next week, look over bylaws any language you want changed should be created by the next meeting XI. XII. Committee Reports – Allocations not meeting for the rest of the semester if you have questions contact Nate or Joe Discussion – a. Collegiate DECA came to OSA asking to support a branch of DECA we cannot create it if the students don’t want it. If this body thinks a good idea we can pursue.
