Unfinished Business – OSA 14-003 BE IT RESOLVED THAT all mention of United Council within the OSA Constitution shall be replaced with Student Representatives. Sponsored by: President Jordan Schettle, Vice President Graham Sparks SA 14-001 BE IT RESOLVED: Under Article 3 of the OSA Assembly Bylaws (Voting Rights), the following will be amended and renumbered accordingly: 2.3 Registration 2.31 A student organization which has been recognized by the OSA Senate and which desires membership in the OSA Assembly shall choose one Assembly Representative and if necessary, alternate Representatives. 2.32 Registration by the Dean of Students office shall be the final step in the official process of creating a student organization. 2.33 Registration by the Dean of Students office shall confer upon organizations the final authority for the use of University facilities with the exception of Reeve Memorial Union (or other named student union), the sole granting authority of which shall reside in the OSA Senate. 3.2 Suspension of Voting Rights Loss of Voting Rights 3.21 Any organization whose Assembly Representative or alternate fails to attend two consecutive meetings unexcused shall automatically have its voting rights suspended lose its voting rights. 3.22 Assembly members may have four excused unexcused absences in Assembly per semester but will automatically lose their voting rights on their fifth absence excused or unexcused. Any excused absence should be reported to the Speaker of the Assembly, Speaker Pro-Tempore, or the OSA Secretary prior to the Assembly meeting. Excused absences will not be accepted after the OSA Assembly meeting has ended. If entering a meeting after roll call, a note shall be sent forward by the organization representative stating the organization is present prior to the meeting adjourning. 3.23 Excluding an organization’s initial application within an academic year; an organization that has been suspended shall not receive recognition for voting rights more than once twice in that academic semester, but may reapply at any time during the following academic semester. 5.1 5.3 5.4 Speaker of the Assembly 5.15 Powers and Duties 5.151 To serve as the official representative of the Assembly. 5.152 To serve a minimum of ten (10) office hours per week. 5.153 To chair all meetings of the Assembly. 5.154 To serve as an Associate Senator. 5.155 To serve as a member of the Executive Board of OSA. 5.156 To appoint, with the consent of the Assembly, a Recording Secretary, and other officers as the Speaker deems necessary. Recording Secretary and Other Officers 5.31 Appointments 5.311 Within three weeks after the beginning of the fall semester or within three weeks after his/her special election as Speaker, the Speaker shall appoint at his/her option, with the approval of the Assembly, a recording secretary and other such officers, as he/she deems necessary. 5.312 At the time of said appointment, these officers shall be regular Assembly Representatives with voting rights, except in which case the OSA Secretary may assume the responsibility of Recording Secretary. 5.32 Terms of Office 5.321 The Recording Secretary, and Other officers shall remain in office until such time as a new Speaker appoints new officers or until such time as these officers resign, are recalled by either the Speaker or the Assembly, non-enrollment in school, or for any other reason can no longer hold office. 5.33 Duties of the Recording Secretary 5.331 To record minutes of all Assembly meetings. 5.332 To be of general assistance to the Speaker of the Assembly and Speaker Pro-Tempore. 5.34 Associate Assembly status will be granted to the OSA President, Vice President, Vice President Pro-Tempore and directors. Recall of the Speaker, Speaker Pro-Tempore, Recording Secretary, and other officers. 5.41 The Speaker of the Assembly may remove any appointed officer with the consent of the Assembly in a closed session. 5.42 The Assembly may initiate recall of any officer by two-thirds of the voting members present of the Student Assembly in closed session. 5.43 Officers can be recalled by a two-thirds vote of the voting members present at the next regular meeting of the Assembly in closed session.
