Introduction
The Programs and Services Survey was designed to collect information that can be used for
planning purposes by the Division of Continuing Education. A web-based questionnaire
consisting of multiple-choice and extended-response items was administered to a stratified
random sample of 902 CU-Boulder students in October 2003. Strata included program
(ACCESS, Boulder Evening, CAETE, Independent Learning) and student status (degree seeking,
non degree seeking). Students were selected for the sample from the population of students who
participated in one or more Continuing Education (CE) programs during the 2002-03 academic
year and were still enrolled in fall 2003 (n = 2,937). Students who requested a privacy flag on
their records were not included in the population.
To encourage students to respond, an opportunity to win one of two $500 scholarships was
offered to those who submitted a completed questionnaire by October 27, 2003. A total of 326
students responded, for an overall response rate of 36%. Response rates over programs varied
considerably, ranging from 27% (Boulder Evening) to 52% (CAETE). Response rates are shown
in Table 1 for each program.

The response rate for degree-seeking students was similar to that of non degree-seeking students
(37% and 35%, respectively). Information on the survey population, sample, and respondents, by
program and student status, is provided in the appendix.
Results are provided in this report by program, and by program and student status. In addition,
results are provided for the total group. Percentages, means, and standard deviations are
weighted to adjust statistically for both differential sampling fractions and non-response across
combinations of program and student status.
Highlights
Computer Usage. With the exception of CAETE participants, many students reported that they
use campus computer labs daily or weekly (63% ACCESS and Boulder Evening, 68%
Independent Learning, 25% CAETE). Seventy-one percent or more of ACCESS, Boulder
Evening, and Independent Learning participants reported using their CU e-mail accounts daily or
L:\IR\consult\CE\programs_services\prog_srvcs_report.doc

3
weekly for personal correspondence. The percentage of CAETE participants reporting such
usage was much smaller (37%).
Nearly half of Boulder Evening participants reported daily or weekly usage of CU as their
internet provider. Somewhat fewer ACCESS and Independent Learning participants reported this
level of usage (45% and 44%, respectively). Once again, CAETE participants reported the
smallest amount of daily or weekly usage (30%).
Daily or weekly usage of computer kiosks on campus was similar for ACCESS, Boulder
Evening, and Independent Learning participants (between 51% and 52%), but was noticeably
lower for CAETE participants (17%).
Source of Learning About CE Programs. Principal sources of learning about CE programs
included the CE Catalog and other students. Comparable percentages of Boulder Evening and
Independent Learning participants reported learning about CE programs via the catalog (53%
and 51%). Fewer ACCESS and CAETE participants learned about CE programs this way (41%
and 24%). Across programs, the percentages of students who reported that they learned about CE
programs via another student varied from 22% (ACCESS) to 46% (Independent Learning).
Using the CE Website. Popular uses of the CE website included obtaining course, registration,
and general program information. Obtaining course information was a website use reported by
50% or more of Boulder Evening, CAETE, and Independent Learning participants. Over half of
ACCESS and CAETE participants reported obtaining registration information. Obtaining
scholarship information was reported as the least popular use of the website for all program
participants.
Quality of CE Services and Courses. Most students in CAETE, ACCESS, and Boulder Evening
programs rated the quality of the overall CE experience as very good or excellent (90%, 82%,
and 80%, respectively). Fewer Independent Learning students (55%) provided such ratings of
overall quality. Many students rated the quality of CE registration as very good or excellent, with
percentages ranging from 62% (Independent Learning) to 83% (Boulder Evening) across
programs.
CE instructors and course content received generally high ratings. CE instructors were rated very
good or excellent by 85% of CAETE participants, and by 58% or more of participants in other
programs. Most CAETE participants (86%) reported that the quality of course content was very
good or excellent. For the other programs, 66% or more of the participants reported very good or
excellent quality of course content.
Reasons for Taking an ACCESS Class. Preparing to apply to CU was reported to be an
extremely important reason for taking an ACCESS class by 66% of ACCESS participants1.
1
Note that in order to be considered an ACCESS participant in the context of Question 5 (reasons for taking an
ACCESS class), a student must not only have been enrolled in an ACCESS class during 2002-03, based on SIS
records, but must also have responded to Question 5. Similarly, only those students who were enrolled in
Independent Learning or CAETE classes and responded to the survey questions pertaining to these programs are
considered Independent Learning or CAETE participants for Questions 7 and 9.

4
Wanting to enhance one’s career was another important reason reported by ACCESS
participants, with 36% of them indicating that this was an extremely important reason. This was
followed by pursuit of a personal interest (24% rated this extremely important) and taking a class
with a specific instructor (10%).
Reasons for Taking an Independent Learning Class. Being the best way to take a class and still
manage other responsibilities was rated as an extremely important reason for taking an
Independent Learning class by 48% of Independent Learning participants. Other extremely
important reasons included completing a graduation requirement (44%) and flexible schedule
(40%).
Reasons for Taking a CAETE Class. Convenience, the opportunity to earn a graduate degree,
and distance education are the three most important reasons for taking a CAETE class,
respectively rated as extremely important by 74%, 71%, and 60% of CAETE participants.
