4.1. Click Register to use TIS Analyser
4.2. Complete the form, and make a note of your user name and password, then click register
button.
After a short while TIS helpdesk will authorise your details and allow access to TIS. If you
require immediate access please, call our helpdesk on 0161 237 2591.

5. Introduction
5.1. This pack suggests how the TIS Analyser can support Practice Based Commissioning
(PbC). In particular, it gives examples of reports that address information needs as
described on page 6 of the DoH guidance ‘Practice based commissioning: achieving
universal coverage’ document released late Jan ’06.
5.2. TIS would welcome any feedback or other examples where users have used, or would like
to use the TIS analyser to support PbC. We are always keen to gather user’s data and
functionality requirements to further develop the TIS Analyser. Please forward your
suggestions or comments to tis.feedback@gmsha.nhs.uk.
6. What is PbC?
6.1. The introduction of Practice Based Commissioning (PbC) supports some long-standing
aims of NHS reform principally:

Engagement of primary and community care clinicians in commissioning

Creating an environment for innovation

Supporting the shift of care from secondary to primary

Empowering clinicians to develop services and care packages that meet the needs of the
individual and communities

PCTs are encouraged to maximise the benefits of PbC in partnership with their
practices.
7. What information is required to make PbC work well?
7.1. The PbC guidance describes the information needs to implement PbC, please refer to
point 8.
7.2. The guidance goes on to say that PCTs should provide practices with information “that will
allow them to understand the implications of their clinical decisions. They will be provided
with information about historical referral patterns, historical spend and how these compare
with other practices both in the PCT and with the national average.”
7.3. Practices will require quick access to relevant, good quality information; such as demand
of a service, capacity information, activity data, public health needs analyses and financial
information to support discussions to enable services changes.
8. Does TIS have all the data required to support PbC?
8.1. TIS collates data sources, enables users to perform analysis, and is available to all NHS
professionals including Practice managers, PCT managers, consultants etc.
8.2. TIS are and shall continue to work with the information sources and health community to
ensure your information needs are met. Below is a table identifying information needs on
the policy, which can be currently met by the TIS Analyser.
8.3. TIS is aware of the gaps of data required through the patient pathway and are currently
seeking and working to obtain holistic set of data.
