Description of Business Environment:
Programme Manager reporting to the IS&GS Transport Programme Director is
responsible for the Air Traffic Management Systems. This role will be responsible for
running significant overseas radar, voice communications and ATM systems upgrade
projects.
Specific Job Description:
The successful application will be running a project delivering to a single customer a
complex and varied technical solution including radars, voice communications and Air
Traffic Management systems. This will be done in partnership with a number of major
subcontractors.
The Programme Manager will own project performance into the customer and will be the
key liaison between the Programme, Engineering, Planning and Financial teams.
The role will be responsible for:
 Leadership – Customer, Suppliers and Internal Stakeholders
 The applicant will be required to build enduring relationships both within LM,
the customer and our strategic suppliers. The delivery will require managemt
of teams and deliverables in Europe, the US and Central Asia.

Programme Performance and Delivery
 The applicant will understand how to deliver against demanding
programmatic, technical and commercial requirements whilst maintaining
Lockheed Martin processes and principals.
 The Programme Manager will be expected to set up and report metrics to
monitor and report on programme status including work breakdown structure,
earned value, financial and performance status.

Technical Delivery
 The applicant will be responsible to leading a team (including sub suppliers) in
defining, building, delivering and acceptance of the technical solutions. This
will include extensive testing and trials. The projects within the programme
include radar upgrades, voice communication systems and air traffic
automation systems.
Required Skills:
 Proven Track Record in Programme Delivery in a matrix environment
 Strong Subcontract Management experience
 Strong track record in the planning and delivery of complex business critical systems.
 Extensive experience working in a collaborative, multi vendor environment, delivering
solutions in a Air traffic Management, Command and Control or radars environment
 Track Record in strong internal relationships
 Ability to develop customer intimacy quickly at all levels
 Ability to deliver executive and customer level presentations
 Programme Management experience delivering large scale complex technical
programmes is essential
 The successful applicant will have a good understanding of the engineering and
financial processes.
 The ability to adapt behaviours and communication style which is reflective of
different stakeholders and audiences
 Set up, maintaining and reporting of programme performance data
 Pro-active with strong self motivation
 Strong presentation skills
Desirable skills
 Previous experience in the Air Traffic Management domain or similar
 Command and Control Project Management experience
 Experience working in or with Central Asia Customers
 Fluent language skills in Russian
Standard Job Description:
Directs all phases of programs from inception through completion. Responsible for
coordinating subordinate employee recruitment, selection and training, performance
assessment, work assignments, salary, and recognition/disciplinary actions.
Responsible for the cost, schedule and technical performance of company programs or
subsystems of major programs. Participates in the negotiation of contract and contract
changes. Coordinates the preparation of proposals, business plans, proposal work
statements and specifications, operating budgets and financial terms/conditions of
contract. Acts as primary customer contact for program activities, leading program
review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research,
development, integration and test. Develops new business or expands the product line
with the customer. Establishes milestones and monitors adherence to master plans and
schedules, identifies program problems and obtains solutions, such as allocation of
resources or changing contractual specifications. Directs the work of employees
assigned to the program from technical, manufacturing and administrative areas.
Typical Minimum Education & Experience:
Ideally require Bachelors degree from an accredited college and capability typically
achieved through extensive professional experience. Will also consider individuals with
equivalent experience / combined education.
Considered the most senior authority in the discipline.
