ISO Rules Definitions – New Existing Proposed No definition currently exists in the AESO’s Consolidated Authoritative Document Glossary. “Alberta interchange capability” means the amount of interconnected electric system transmission capability the ISO determines is available for allocation to all transfer paths, after subtracting amounts for relevant factors including system operating limits, generating capacity and Alberta internal load. Rationale In the AESO’s opinion, proposed New ISO Rules Section 206.3 currently being consulted on separately requires a new ISO rules definition for Alberta interchange capability to more clearly distinguish between the various levels at which transmission capability is calculated. This is the highest, macro-level calculation. Mathematically, ATC is defined as the total transfer capability (TTC) less the Transmission Reliability Margin (TRM), less the sum of existing transmission commitments (which includes retail customer service) and the capacity benefit margin. “available transfer capability” means the amount of total transfer capability the ISO determines is available for interchange transactions over a single transfer path after subtracting any transmission reliability margin relevant to the transfer path. The AESO has amended this definition to incorporate other existing definitions, to be consistent with the redrafted section of the ISO rules and to reflect the AESO’s Transition of Authoritative Documents (“TOAD”) project drafting principles. “electronic tag (e-tag)” means an electronic form which contains information and data necessary for balancing authorities and other operating entities to assess, confirm, approve or deny, implement, and curtail interchange transactions as stipulated by NERC. “e-tag” means an electronic identifier which contains specific transactional information, necessary for scheduling an interchange transaction. The AESO has simplified this definition and amended it to include the concept of an “identifier”. Comment # 3: Insert Comments / Reason for Position (if any) “interchange schedule” means the planned interchange of energy between two adjacent balancing authorities that results from the implementation of one or more interchange transaction(s). “interchange schedule” means the net sum of the import and export interchange transactions for a given settlement interval as agreed between the ISO and the relevant adjacent balancing authority. The AESO has amended this definition to clarify its meaning. Comment # 6: Insert Comments / Reason for Position (if any) “wheel through interchange transaction” means a transaction that is represented by a single e-tag and an import offer and an export bid of equal values, that crosses two or more balancing authority area boundaries, utilizes the AIES, but does not have its associated energy consumed or produced in the AIES. “wheel through transaction” means an interchange transaction that: One of the TOAD drafting principles requires the AESO to try to avoid incorporating the name of one defined term in the name of another defined term. Accordingly, the name of this definition has been changed. In addition, the AESO has added additional clarity to the definition both with the revised format and the updated content.
