UPWARD BOUND RULES AND REGULATIONS

Upward Bound has many rules. Some exist because of federal, state, or local laws.

Some we have because of housing codes, university regulations, or guidelines for our grant.

Other rules exist to ensure that the program runs effectively or to ensure a safe, secure environment for the students and staff. All the rules help keep participants and staff safe and

ALL Upward Bound participants and staff are expected to follow the rules.

BEHAVIOR AND ATTITUDE

Summer Session Behavior: Students are expected to behave at all times in a manner that demonstrates respect and consideration for everyone (other students, the staff, the university, and campus visitors). This means that we affirm our full respect for the inherent worth of each person’s feelings, opinions, and well-being….and we do the same for ourselves: To do otherwise goes against the spirit of Upward Bound. This is a key element in creating and sustaining a positive, constructive, healthy, and supportive environment for all.

Disruptive Behavior or Activities: The Summer Session is hectic enough without excessive disruptions (examples include, but are not limited to: fighting or verbal abuse, rowdy or roughhousing behavior, pulling fire alarms or making bomb threats, refusal to follow the rules and/or the directions of staff members). Any action or activity by a student that negatively impacts

Upward Bound’s ability to function will result in a meeting with staff members to develop appropriate consequences, which may include dismissal from the program. Upward Bound reserves the right to press legal charges depending upon the seriousness of the situation.

Self Control: Students must be able to follow Upward Bound rules and behavioral expectations.

For the safety of UB students & staff, students whose behavior results in harm to another person or causes property damage may be placed on commuter status or removed from the program.

Upward Bound and LSSU reserve the right to involve the police.

Alcohol, Tobacco, and/or Illegal Drugs: The possession or use of alcohol or tobacco products by minors is illegal. Parents will be called and asked to come and pick up their son/daughter immediately. The possession or use of illegal drugs may also result in dismissal from the summer session (and possibly from future participation in the program). Upward Bound reserves the right to make counseling a requirement for reinstatement to the program. Upward Bound also reserves the right to refer any such situations to the local police.

Firearms, Weapons, Explosives, and Harmful Chemicals: Firearms, ammunition, weapons

(knives, whips, etc.), fireworks, other explosives and potentially harmful chemicals are not allowed on campus. Use and/or possession of any of the above will result in a meeting with the staff. Actions that could be taken range from confiscation of the materials to being dismissed from the program. The program reserves the right to press legal charges.

Abusive Language: All students and staff are asked to keep their tongues in check. During the six weeks, we will try to make you aware of any unacceptable language you may use. If, however, there is a pattern of foul or abusive language, you will be referred to the full time staff and may be removed from the program entirely or from the residential component of the program.

Public Display of Affection (a.k.a. PDA): Expressing caring and affection for one another is an important part of belonging to the UB family, but it is necessary to separate appropriate display of affection from “boyfriend/girlfriend” physical contact (which is neither appropriate nor encouraged). Inappropriate contact includes kissing, prolonged hugging, ‘wrestling’, or laying together on the floor or furniture. UB students are expected to get to know all their fellow students and to participate in activities as a group; therefore, pairing off, going steady, and/or isolating attentions to only a certain person are neither allowed nor encouraged by the program.

Attendance and Tardies: Students in the program are expected to attend all assigned classes and to be on time. Students are responsible for getting themselves up in the morning and to all classes and activities on time. Tardiness or absences will bring action from the staff (including, but not limited to, the possible loss of the student’s stipend for that week). Students must also be dressed appropriately (i.e., closed toed shoes on lab days, etc.)

Sunglasses and Hats: Sunglasses and hats should not be worn inside public buildings, including-classrooms, the Quarterdeck, the auditorium, etc. Hats may be worn in the residence hall, but this is not encouraged. If you wear a hat or sunglasses indoors, a staff member will collect the item and return it to you later. If there is a continuous problem, you may be told to leave the hat or sunglasses at home.

Theft: Students who are caught with clearly labeled items belonging to another person face consequences ranging from probation to dismissal from the program and/or arrest. Upward

Bound is not liable for missing or stolen items, but strongly encourages that you have your name clearly written on anything you value. If you love something and/or it would be hard to replace then leave it at home.

Summer Dress Code: Because people form their first opinions within 6 seconds of meeting you, all students will dress neatly and appropriately.

Students will not be allowed to wear any articles of clothing which:

1) by words or pictures advertise alcohol, tobacco or drugs,

2) glorify violence or death,

3) by words or pictures is offensive to the opposite sex, or

4) hang or nearly fall off - for example, sagging pants (bring a belt and use it or the Director will give you pants to wear that do not fall down – and these will be very ugly, you will NOT like them).

The staff will help you monitor your clothing choices. If you are not dressed appropriately, a staff member will send you back to change your clothes. Students must dress appropriately for each activity in which they participate (don’t wear a swimsuit to play basketball, don’t wear

cutoff shorts in the pool, etc.). Halter tops, tank tops, pajama pants, sleeveless shirts, short shorts

(shorts should be no more than two inches above the knee), boxer shorts with open flies, bare midriffs (shirts must cover the midriff even when arms are raised), ripped clothing, or mini-skirts are never appropriate to the mission of UB.

Appropriate Footwear: Flip flops are for inside use only – preferably only for the shower room.

If a student is going outside, he or she must wear closed toe shoes. Science students will have specific requirements for footwear during labs. All students should wear shoes that are appropriate to their activity (always closed toe). Do not play sports or run in clogs, sandals, or high heels.

Behavior of guests: Students may have visitors at Upward Bound (see the section called Closed

Campus for details regarding the times and locations for visits). U.B. students are responsible for the conduct and dress of their guests. Guests who arrive in inappropriate dress or engage in inappropriate behavior will be asked to leave.

REGULATIONS FOR RESIDENCE HALLS AND CAMPUS LIFE

Closed Campus: Closed campus means that students may not leave campus without permission.

This policy will be in effect for the entire summer session. During the first week or two of the summer session, no visitors will be allowed so that students in the program can get to know each other and how the program works. (Parents are welcome at anytime!) Exceptions to this include students who leave campus to go to work or students who have a doctor or dentist’s appointment.

Students may also sign up to go to Barnes & Noble (the campus bookstore). This will only be allowed during Recreation Center time. Also, no more than five students at any one time can go to the store.

Parents, we ask that you help us by not taking your children away from the program, even after classes. All our activities (not just the classes) are important to preparing your child to be a better high school and, later, college student.

Off Limits Areas: Certain sections of the residence hall are off limits to members of the opposite sex. These areas include any portion of the dorm where the opposite sex reside (rooms, bathrooms, hallways, etc.). Students should never be in the unoccupied areas of Brady Hall (i.e. second floor). Students have limited access to the basement areas---the basement is not a place to congregate or hang around.

Curfew: All students must be in the residence hall by 9:30 PM for announcements and other activities. Following announcements, students will go to their wings where they will meet with their Tutor/Counselors. Students will be in their own rooms by 10:30 PM and lights out begins at 11:00 PM., unless the daily schedule or Dorm Supervisor sets different times at

Announcements. Students may not leave the wings or come down to the lobby until 7:05 AM unless arrangements have been made ahead of time with the Dorm Supervisor.

Room Changes: The residential summer program gives students a chance to experience dorm life. Learning to compromise and getting used to having a roommate is a big part of this process.

No one will be allowed to change rooms for the first two weeks of the program. After that time, room changes will only be allowed with permission from the Dorm Supervisor in consultation with the dorm staff and all the students involved.

Windows: Windows may not be used to enter or exit the building. Anyone caught using a window for a door, or allowing someone else to do so, will face possible dismissal from the program. Upward Bound views this as a very serious infraction. You should not hang clothing or other articles in the window or put inappropriate signs or decorations on the windows. Also, students should close their blinds at night or when changing their clothes, etc.

Initiations: In Upward Bound, the only initiation that can take place is a hug. Students who harass another student in any way face dismissal from the program. Upward Bound reserves the right to refer these cases to the police. If someone is teasing you or harassing you, tell Heidi immediately.

Room Keys: At the beginning of each summer, students will be issued a room key. Students are required to keep their rooms locked when they are not there. The program cannot be responsible for items stolen or lost. ( We suggest that students don’t bring precious or irreplaceable items with them to the summer session.

) Lost room keys will cost $50.00.

Room keys and ID cards must be turned in each weekend when the student signs out to go home.

Failure to turn in these items could cost a student his or her stipend or the cost of the lost item.

Visitors: Students may, with permission from the Dorm Supervisor, have visitors after the first or second week; but only at designated times and in designated areas. (Parents are always welcome; however, we tend not to pull students from class unless there is a medical emergency.)

Visiting is limited in order to avoid too many distractions from your studies and program activities. (See the section on Closed Campus.)

Visitors are not allowed down on the wings, on the second floor, or down in the basement. Visits must be prearranged with the Dorm Supervisor. After the first week or two, guests are allowed Tuesday or Thursday from 3:30 to 5:00pm.

Students must explain the program rules to any visitors, before they come to visit, and help the visitors follow the rules (including the dress code). Dorm staff can use their discretion in determining the appropriateness of any visitor at any given time. If guests are violating the dress code or behavior code, they will need to leave.

Pets: No pets or animals of any kind are allowed in any part of the dorm.

Candles, incense, and lighters are not allowed in the dorm. Do not bring them, even for

“decoration.” See the section on Electrical Appliances for a list of other prohibited items.

Electrical Appliances: Televisions, hot plates, toasters, air conditioners, lava lamps, electric frying pans, space heaters, etc. are not allowed. Radios and stereos are allowed, but must be played at a low volume. (The standard practice is that we should not be able to hear your music through a closed door.) Mini-fridges are also allowed, but must be kept clean.

Cell Phones: Cell phones are allowed at Upward Bound, but not encouraged. Students should leave these items at home. If students bring these, they can only be used at certain times.

Upward Bound is NOT responsible if you let other students use your cell phone and they use up your minutes or use it inappropriately or at a time when it is not allowed, you may lose it for the rest of the summer session. If you are caught using your cell phone at a time when it is prohibited, the phone will be held by the Director until she decides what to do.

Fire Drill Procedure: At the sound of the alarm, students are to put on coats or robes, close your door and leave the building. Security staff and/or TC’s will ensure that everyone is out of the wings. Leave the building at the nearest exit and go to your designated TC group meeting area

(which will be at least 75 feet away from the building). Do not re-enter the building until you are told to do so by either the Dorm Supervisor or Campus Security.

Pizza: Sometimes students want to order a pizza in the evening. This is allowed, but it must be ordered so that it arrives before Announcements, which start at 9:30pm. You must get approval from the Dorm Supervisor.

Janitors: The janitors are great people. They would appreciate the following things from us to make their jobs easier:

1.

Don’t spit gum or put foreign objects in the sinks or urinals.

2.

Don’t drop trash on the floor and walk away.

3.

Please flush the toilets after each use.

4.

Don’t put cups containing liquids or ice in the trash (please empty them first).

Mail: Mail is usually received once a day. It will be put in your mailbox in the lobby of Brady

Hall. Outgoing mail can be mailed from the Campus Shoppe, where you can also purchase stamps. Your mailing address while at UB is:

Telephones: Students will not have telephones in their rooms. Staff members will have phones for campus and local calling only. Students may use TC’s phones, to call their home or work, with the TC’s permission. All calls must be completed by 9:15pm, so students aren’t late for announcements. A staff directory will be provided to each family so they can reach us. Students who need to call home should do so from the Upward Bound office, especially if the call is long distance.

Sales Programs: Students are not allowed to conduct sales programs from their rooms…such as selling candy, pop, etc.

Borrowing and lending: Upward Bound cannot be responsible for items that are lost or stolen.

It is a very good idea not to lend or borrow clothing, tapes, curling irons, jewelry, etc. Anything you value is your responsibility. If you love it or it would be hard to replace, you would be better off to leave the item at home.

Safety: It is vital that all program participants be alert to potential health and safety hazards.

Although it is impossible to list everything, here are some areas to be particularly cautious about:

1.

Do not run in the halls, on the stairs, in buildings, in the pool, etc.

2.

use handrails when ascending or descending stairs

3.

make sure your curling irons are off

4.

Keep off of window ledges, banisters, porch railings, etc.

5.

wipe up spills immediately

6.

stretch and warm up before pursuing strenuous activity

7.

don't be a hot-dog when participating in sports

8.

don't climb on people or carry people around

9.

don't overload the electrical outlets in your room; only plug in what you need at the time

10.

THINK BEFORE YOU ACT

ID Cards: UB students are eligible to carry LSSU ID cards. All students will be scheduled to have an ID picture taken during the first three days of the summer session. The ID card is good for one year and can be used at the Norris Center, Library, etc., as well as for admission to campus facilities and events. Your ID card is required to eat at the Quarter-deck. Only one card is issued free. If you lose your ID card, you will be charged $10.00 for a replacement card.

ID cards must be turned in on Fridays during the summer session in order for students to be eligible for their stipends.

Appointment/Work Register: Each week a sheet will be kept in the main lobby so students can write down the date and time of their appointments and/or work schedules.

Parents: If you are taking your child to an appointment during the week, please notify UB in advance (preferably in writing) as to who will be picking up your son/daughter. You, or the person you send, should come into the main lobby of Brady Hall, because we may request ID from the person who comes to pick the student up.

Weekends: Parents are to make arrangements for their son/daughter's transportation to and from campus on Sundays and Fridays. Students are not allowed in or around Brady Hall from 4:00pm on Fridays until check-in time begins at 6:30pm on Sundays. If a student needs to leave or arrive at other than designated times, or if he/she plans to stay with a friend over the weekend, they must have written permission from their parent(s). This written permission must be given to UB staff at least 12 hours before the student's departure time, so that we can confirm or clarify with the parent(s). Students must turn in their room keys and ID cards prior to checking out for the weekend or for appointments.

Signing Out: If a student has permission to leave campus, he/she must sign out prior to leaving and turn in their key and ID, and sign in upon his/her return. Students must use the sign out procedure for work, appointments, going to the store, and for the weekend. A staff member must initial the student's sign out card both before the student leaves and a staff member must sign when the student returns.

Meals: All meals are mandatory; UB is not a diet camp and students are required to eat nutritionally balanced meals throughout the summer session. Most meals will be cafeteria style and will be eaten in the Quarter-deck. Shoes and proper attire are required for every meal. Hats and sunglasses are not allowed in the dining hall. Food cannot be removed from the cafeteria. If you have allergies to specific foods, you will need to bring a note from your doctor specifying what foods you are allergic to and what symptoms these foods cause.

Illness: If you are absent from classes because of illness, you will remain in your bed (resting) until the next morning in order to secure your well-being. Your meals will be brought to you in your room. All illnesses should be reported immediately to a staff member who will notify the

Dorm Supervisor and put your name on the sick roster. All class work missed must be made up in a timely manner. (Note: Being tired because you did not obey lights out is not an illness.)

Cleanliness: Students are responsible for the care of their rooms and of themselves. Rooms should be cleaned daily. If problems arise between roommates regarding keeping the room clean,

TCs and other UB staff members will help resolve the problems. Each room is thoroughly inspected by the UB staff prior to the start of the summer session, and at the end of the summer to assess any damages that may occur. The cost of any damage will be charged equally to all occupants of the room, unless one person claims responsibility. (Please report any damages immediately so we can have repairs made as quickly as possible. Often there is not a charge for the

"little things", if we have reported them promptly.)

General areas of the residence hall are the responsibility of everyone. If you drop something, pick it up. If you use something, put it back. If it's yours, take it to your room.

Quiet Hours: Quiet hours are in effect from 9:30pm until 9:00am. This means keeping the volume down: no shouting, loud talk, running, loud music, slamming doors, etc. Students are expected to respect the rights of others (whether they are people in the program or just people who work on campus). Please do not yell or blast your stereos out of windows.

There will be other groups on campus, and sometimes in Brady Hall, so we must remember to be polite. Every student in UB represents the program, the university and his/her parents; so let's all be on our best behavior.

Stereos are a problem every summer. The second time a staff member has to ask you to turn your radio or stereo down, that staff person will have the right to take it for the rest of the week. If you continue to break noise/volume rules, the stereo could be sent home for the rest of the summer.

Privacy: A closed door is a request for privacy. Please knock, and wait for an answer, before entering a room. No student's room will be entered without the student's permission except in the following circumstances:

1. There is a specific indication of hazard/danger in terms of health, safety, or property in the room

2. It is evident that someone in the room is in need of emergency attention

3. The person entering has a search warrant

4. The UB staff is conducting bed-checks or room inspections

5. The LSSU maintenance staff needs to inspect, repair, refurbish, or replace equipment

6. There is concern that infractions of LSSU/UB rules are occurring in the room

Medications : Prescription medications must be taken according to the directions on the label unless a note signed by the doctor says differently. Changes to dosage amounts, times, or frequencies can be faxed to UB at 906-635-6668 by the doctor’s office. If a prescription is required for serious allergies (inhalers, Epi-pens, etc.), these should be carried by the student at all times.

Students must be responsible for taking, and keeping track of, their own medications. It is never appropriate to allow others to take medications that are not prescribed to them and if this happens, both the owner and taker(s) of the medication may be expelled from Upward

Bound. Also, Upward Bound and LSSU reserve the right to refer the situation to local police.

GENERAL UPWARD BOUND POLICIES

Summer Academic Classes: The classes offered by Upward Bound during the summer are meant to enhance and enrich your skills in the areas of Math, English, Science, Humanities,

Foreign Language, and Study Skills.

Although no credit is given for these classes, you do receive letter grades as an evaluation of your efforts in each class. Students are expected to earn no less than 'C's in their classes.

Students will be evaluated by the teachers at the end of the first, third and fifth weeks. If there are problems and improvement is not demonstrated, the student may be dismissed from the program.

Graduation is a privilege that is earned.

Students must have at least a 2.5 GPA and no 'E's in their UB classes in order to be eligible for graduation activities (which include the day trip and Graduation Dinner & Dance).

Cars and Other Vehicles:

For liability reasons:

1) Students should not use their vehicles to transport other students without the specific written permission of the parents of both the driver and the passenger, and

2) Students should only use their cars for travel back and forth from home and

UB, UB and scheduled appointments, or UB and scheduled work.

Students who plan to bicycle and/or roller-blade must have proper safety equipment.

Bicyclists should wear a helmet. Roller-bladers and skateboarders should wear helmets, knee pads, elbow pads and wrist guards.

Communication: As a student in the program, you have both the right and the responsibility to discuss problems or concerns you have with the program staff. If there are changes you would like to see, bring them up to the staff for discussion. Also, if you think a staff member has been doing a terrific job, or a student has really been working hard and you'd like their efforts acknowledged...mention it to a staff person.

If you feel that you are experiencing any harassment and/or discrimination, please bring your concerns to Heidi’s attention as soon as possible. If you feel Upward Bound has not addressed your situation, LSSU's Human Resources office is the university's contact office.

Bulletin Board: Students are responsible for checking the bulletin board each day for announcements, schedule changes, special events, etc. The bulletin board is located in the main lobby of Brady Hall.

Elevators: Elevators in the classroom buildings, or anywhere else on campus, are for the use of persons with mobility impairments or physical disabilities. Upward Bounders who are not confined to wheelchairs or using crutches, should use the stairs. (If you have another health concern that requires the use of the elevator, notify the Upward Bound Director immediately so we can get the appropriate documentation from your physician.)

CONSEQUENCES

Although the consequences of various rule infractions may vary, UB has developed a disciplinary decision making process that assures that each student has equal and fair consideration and that disciplinary action is relevant to the situation and students involved. Participants will not be deprived of food or sleep, shall not be left alone without staff supervision, or shall not be subject to ridicule, threat, corporal punishment, or excessive physical exercise or physical restraint.

When Discipline Becomes Necessary: Recognizing there are a number of requirements and

"do's and don'ts" in UB, especially during the summer session, discipline is necessary to ensure each student's right to gain maximum benefit from the program. Because of the variety of people involved and the variety of circumstances that may call for some type of disciplinary action, it is necessary for the UB staff to maintain a flexible approach to disciplinary decisions.

The Disciplinary Process: First time rule infractions (except those pertaining to alcohol, tobacco, drug use, fire arms, etc.) will bring a verbal warning from the staff persons observing or aware of the infraction. A second time infraction of a rule will bring a written warning and referral to the full time staff. Terms of the student's continued participation will be discussed with the student.

When We Will Phone Parents: 1. medical problems or illness, 2. to verify a student's verbal explanation of a pending appointment or home obligation, 3. if the student cannot be found, 4. if a student is involved in a serious disciplinary action, or 5. if the student is being dismissed from the program.

When Parents Should Phone Us : 1. when you have a concern about your student's attitude, behavior, etc., 2. to let us know about an upcoming appointment, family activity, etc. for which you will be picking your child up, 3. to let us know if the student will be arriving or leaving at other than scheduled times, 4. if there is a family emergency and you need to reach your child, or 5. any time you have a question.
