BYLAWS OF THE LAKE SUPERIOR STATE UNIVERSITY STUDENT GOVERNMENT ARTICLE I. Name The name of this organization shall be the LAKE SUPERIOR STATE UNIVERSITY STUDENT GOVERNMENT. ARTICLE II. Object Student Government shall be the body for Student Representatives to act as the voice of the students and properly deal with all student concerns. ARTICLE III. Members Section 1. The General Assembly of Student Government shall consist of the President of Student Government, the Secretary of Student Services and Concerns, the Secretary of Activities and Public Relations, the Secretary of Political Action and University Development, the twelve (12) Student Representatives, and the Operational Manager. Section 2. The President of Student Government shall serve as Chair of the General Assembly. Section 3. The voting members of Student Government shall be the three (3) Secretaries and the twelve (12) Student Representatives. The President shall vote in the event of a tie. Section 4. A Webmaster shall be chosen from the Student Assembly by the Student Resources Committee at the first meeting of that committee. ARTICLE IV. Meetings Section 1. All formal General Assembly meetings of Student Government shall be held biweekly at a time determined by a consensus of the members whose attendance is required. Section 2. Informal General Assembly meetings of Student Government must be held on the weeks when a formal meeting is not required. Section 3. All General Assembly meetings of Student Government shall be open to the public, unless a closed session is deemed necessary by a majority vote of the General Assembly. Announcements and Audience Recognition 10. Adjournment § 3.2: The President shall be responsible for determining the agendas of the General Assembly meetings. Agenda items must be submitted to the President at least thirty-six (36) hours before a duly called General Assembly meeting. Along with agenda items, all resolutions must be in to the President and General Assembly no later than twenty-four (24) hours before a duly called General Assembly meeting. A formal, proposed agenda, and all resolutions named therein, must be sent to the Secretaries and Representatives of Lake Superior State University Student Government via e-mail; and subsequent copies of the same be made available in the drop box outside of the Student Government office, by the President of the Lake Superior State University Student Government or any person acting in his stead, no later than twelve (12) hours before a duly called General Assembly meeting. Section 4. Standing Committees and Sub-committees § 4.1: Student Government standing committees shall be Student Services and Concerns, Activities and Public Relations, Political Action and University Development, Funding, and Student Resources. § 4.2: Members of the Student Services and Concerns Committee, Activities and Public Relations Committee, and the Political Action and University Development Committee are: 1 The respective Secretary of each committee 2 The three (3) Student Representatives assigned to each committee § 4.3: Members of the Funding Committee are: Reaffirmed by PAUD 1-22-13 Page 2 of 5 1 2 3 The President of Student Government The three (3) Student Representatives assigned to this committee The two (2) members of the Student Assembly assigned to this committee § 4.4: Members of the Student Resources Committee shall be chosen by the President. § 4.5: The Student Services and Concerns Committee, Activities and Public Relations Committee, and the Political Action and University Development Committee may form subcommittees within their respective committees. § 4.6: The formation of sub-committees requires a majority vote of the parent committee. § 4.7: All Student Government committee and sub-committee meetings shall be documented. Section 5. Attendance § 5.1: Members required to attend General Assembly meetings are: 1 The President of Student Government 2 The Secretary of Student Services and Concerns 3 The Secretary of Activities and Public Relations 4 The Secretary of Political Action and University Development 5 The twelve (12) Student Representatives 6 The Operational Manager § 5.2: Members required to attend the meetings of the Student Services and Concerns Committee, Activities and Public Relations Committee, and the Political Action and University Development Committee are: 1 The respective Secretary of each committee 2 The three (3) Student Representatives assigned to each committee § 5.3: Members required to attend the meetings of the Funding Committee are: 1 The President of Student Government 2 The three (3) Student Representatives assigned to this committee 3 The two (2) members of the Student Assembly assigned to this committee § 5.4: Three (3) unexcused tardies shall constitute one (1) unexcused absence. § 5.5: All unexcused absence time must be made up by completing extra office hours or community service hours. Section 6. General Conduct at meetings § 6.1: All members shall maintain a professional attitude at all times while conducting Student Government business. § 6.2: All members shall be dressed in professional attire at meetings of the General Assembly. Reaffirmed by PAUD 1-22-13 Page 3 of 5 § 6.3: Smoking and eating shall not be allowed at Formal General Assembly meetings or open committee meetings. § 6.4: Violations of conduct shall be served with a verbal warning from the Chair. Members receiving more than three (3) verbal warnings per meeting shall be ejected from the proceedings. Members of the General Assembly, if removed, shall be served with one (1) unexcused absence. Section 7. Each Student Representative shall submit a written report of his or her Student Government activities for the month to the Chair of his or her committee at the final committee meeting of each month. Section 8. Each Committee Chair shall submit a written report to the General Assembly at the first meeting of each month, to include a compilation of the reports turned in at the last committee meeting of the previous month by the members of his or her committee. Section 9. All Student Assembly members of University standing committees shall submit a written report of their committee activities of the previous month at the first General Assembly meeting of each month, provided that a meeting of their respective committees has occurred. Section 10. All Student Assembly members to include the Operational Manager and the Web Master are encouraged to complete 15 volunteer hours per semester through LSSU’s Volunteer Center or other LSSU recognized organizations approved by the President. Section 11. Members of the Student Government are to uphold the highest standards of behavior. If a member is suspected of having acted inconsistently with the expectations set forth, the following disciplinary process will be initiated at the request of any two or more members: 1 The requesting parties shall submit a brief detailing the alleged offense(s) to the advisor 2 The Resource Committee shall conduct an investigation of the alleged offense(s) 3 The Resource Committee may recommend any action up to and including removal from office 4 The recommendation of the Resource Committee shall become effective upon a twothirds approval from the General Assembly 5 Any appeals shall be directed to the Student Judiciary Board ARTICLE V. Office Responsibilities Section 1. Each voting member of Student Government shall serve a minimum of two (2) office hours per week. Section 2. Persons using the Student Government office shall include, but not be limited to, all members of Student Government and subsequent committees, the Operational Manager, and the Reaffirmed by PAUD 1-22-13 Page 4 of 5 Webmaster. The Student Government President may allow other organizations access to the office with a majority vote from the Student Assembly. Section 3. All persons using the Student Government office shall abide by accepted office policies. ARTICLE VI. Parliamentary Authority The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern Student Government in all cases to which they are applicable and in which they are not inconsistent with these Bylaws, the Constitution of the Students, and University Policy. ARTICLE VII. Adoption, Amendment, and Severability Section 1. These Bylaws shall be adopted by a two-thirds (2/3) majority vote of Student Government. Upon the adoption of these Bylaws, all other Student Government Bylaws shall become void. Section 2. Amendments to these Bylaws shall be submitted in writing at least one (1) week before a vote of approval. A two-thirds (2/3) vote shall be required to adopt an amendment. Section 3. If any provision of these Bylaws is held to be illegal, unenforceable or inconsistent with the Constitution of the Students or University Policy, that provision shall be automatically severed and removed from these Bylaws, the remainder of which shall remain in force.
