John H. Guyer High School Student Council Constitution Preamble The students of the John H. Guyer High School Student Council, in order to promote unity among different school organizations and to maintain harmony between the students and faculty; to establish relationships between this school and others; to contribute to the community, do ordain and establish the Constitution of Guyer High School Student Council. Article I Section A. Section B. Name and Purposes This organization shall be known as the Student Council of Guyer High School. The purpose of this organization shall be: 1. To bring about a closer relationship between the faculty and the student body. 2. To cooperate with the administration on all issues concerning the school and student body. 3. To create and maintain school interest, school spirit, and school loyalty. 4. To provide a forum for student expression. 5. To promote friendship amongst all Wildcats. Article II Section A. Section B. Membership The Student Council shall consist of: 1. Student Council Officers 2. Leadership Class members 3. Members at Large Method of Selection for the above mentioned members. 1. Those seeking office must file an application with the Student Council sponsor by the stated deadline. 2. Electronic evaluations will be sent out to all of applicant’s teachers. 3. All applicants must be actively involved within the student body at the time of consideration. 4. The applicant will be interviewed by at least three Student Council veterans in the presence of the Student Council sponsor. Article III Section A. Section B. Officers and Committees The Student Council Officers are: 1. President 2. Vice President 3. Secretary 4. Treasurer 5. Historian Qualifications for Officers of Student Council 1. All candidates applying for Student Council office must have passed all subjects the prior year and present year in which he or she runs and serves. 2. All officers must maintain passing grades at each six weeks marking period. 3. A candidate must not have lost credit or be guilty of a major disciplinary infraction the current year or the year prior to running for office. 4. Section C. All officers must have a thorough understanding of the Student Council purposes, policies, guidelines, methods of operation, and the Constitution. Duties and Powers of the Student Council Officers: 1. President a) Positive role model for the Student Council and the student body. b) Preside over all General Sessions. c) Responsible for proactively fulfilling the purposes and policies of all Student Council undertakings. d) Utilize the committee system and delegate work to complete Student Council projects. e) Ensure that Student Council members understand their responsibilities. f) Assume responsibility for completion of council projects. g) Create and dissolve all additional committees not required by the TASC with the approval of the Student Council officers and sponsor. h) Appoint committee chairpersons with the aid of the sponsor and officers, requiring approval from majority of Student Council class. i) Give regular reports of Student Council activities to the administration. 2. Vice President a) Assist the President in all areas. b) Preside in the absence of the President. c) Aide the President in all committee and chairperson decisions. d) Supervise committee chairs. e) Positive role model for the Student Council and the student body. f) Responsible for maintaining high morale, order, productivity, and pro-activeness. g) Responsible for carrying out the purposes and policies of the Student Council. h) Ensure that Student Council members understand their responsibilities. i) Give regular reports of Student Council activities to the administration. j) Responsible for Student Council press releases and keeping Yearbook and School Newspaper updated on Student Council activities. 3. Secretary a) Keep minutes of all Student Council meetings. b) Send, receive, and answer all correspondence dealing with the Student Council, including website and Facebook page. This responsibility will be shared with the Historian. c) Place typed minutes in appropriate folder in sponsor’s room and make readily available to Student Council members and the student body. d) Present minutes at General Sessions to keep Student Council class updated. d) Keep Student Council files, cabinets, and closet in an organized neat order. e) Positive role model for the Student Council and the student body. f) Official representative of the student body. 4. Treasurer a) Keep an accurate and up-to-date account of all Student council funds. b) Chair of Student Council fundraisers. Present a treasurer’s report to Student Council at General Sessions. e) Be the liaison between the school bookkeeper and Student Council. Historian. a) Responsible for appointing committee members to school events to take pictures and gather information. b) Responsible for keeping an up-to-date scrapbook of all events until that point in the year. c) Share the responsibility of keeping Student Council webpage and Facebook up-to-date with Secretary. d) Be aware of school calendar for conflicting dates with Student Council activities. c) 5. Section E. Section F. Section G. Duties and Powers of Members at Large 1. Official representative of the student body. 2. Responsible for carrying out the purposes and policies of the Student Council. 3. Positive role model for the Student Council and student body. The Executive Board 1. Shall consist of all Student Council officers, as well as the Leadership Class. 2. The Student Council President or Vice President shall preside over all General Sessions. Committees- Pending approval of the Student Council sponsor and officers, committees may be formed and dissolved as necessary. 1. DASH (Drugs, Alcohol, Safety, Health) a) Responsible for the DASH report. b) Plan programs about drugs, alcohol, safety and health.(audienceelementary, middle school, and high school students and community) 2. Energy/Environment a) Encourage energy conservation and environmental protection. b) Plan programs to promote conservation. (audience- elementary, middle schools, high schools and community. 3. Wildcat Spirit, Wildcat Pride, School Spirit? a) Plan and implement activities which promote school pride and spirit: b) Plan and implement cultural activities, aiming for one per six weeks. c) Responsible for gift exchanges and pep rallies. 4. Community Service a) Encourage Wildcat service to the community. b)Plan projects to promote giving back to the community. 5. Temporary Committees a) These committees will be implemented and dissolved annually for the four large scale projects: 1)Homecoming Carnival 2) Canned Food Trick or Treat 3)Project Adoption 4)Teacher Appreciation Luncheon 5)Mr.GHS b) These temporary committees will provide more class members with leadership opportunities and prevent a single committee from handling all big projects, Section H. Powers and Duties of Standing Committee Chairperson(s) 1. Make a report, once every six weeks, in writing of the projects your committee is planning to the administration. 2. Gain permission of your project from the Student Council Sponsor. 3. Responsible for recruiting members of the committee. 4. Delegate tasks of committee 5. Responsible for committee members fulfilling assigned duties. 6. Evaluate the project when completed and file the evaluation with the secretary. Article IV Section A. Section B. Section B. Election of Student Council Officers The Student Council Officers shall be elected by secret ballot at the April monthly Student Council meetings. All members of Student Council will be eligible to vote but must attend the meeting to do so. Elections will be held in the spring 1. Each applicant must have previously served on the Guyer High School Student ` Council. 2. All candidates will give a speech at General Session, followed by voting by the Student Council class. Article VI Selection of Leadership Class Members Section A. The Leadership Class Members shall be chosen based on dependability and willingness to work with and support the officers and aims of Student Council. Selection will occur the second week of April. 1. Those seeking to be representatives must file an application with the student council officers. 2. Applicant will be interviewed by at least 3 student council veterans, including one officer, unless they are a returning member. In that case time already served in Student Council along with leadership skills and willingness to serve will all be taken into consideration. 3. Electronic evaluations will be sent to applicant’s teachers. 4. The candidates will be scored regarding: a)Interview b)Attendance c)Application d)Teachers Evaluations e)Discipline records Article IX Section A. Section B. Section C. Amending the Constitution Amendments may be proposed, in writing, at any general assembly of the Student Council Amendments will be discussed and voted upon at the following general assembly. Comments will be accepted from the student body. Amendments shall be effective when ratified by 2/3 of the Student Council. Article X Powers and limitations Section A. Section B. The student council shall have the power to: 1. Help supervise and promote the development and continuation of extracurricular activities of the school. 2. Recommend and appoint necessary committees for projects to be effective. 3. Promote respect for the school, faculty, and private property. 4. Investigate and report on matters especially referred to the student council by the faculty and the student body. The power to veto all matters belongs to the administration. Open Meetings of the Student Council Any member of the student body may attend any session of Student Council to voice his or her views. The visiting student has no voting privileges. Article II Student Council Meetings The time and day of the meetings shall be designated at the beginning of each semester by the Student Council, with sponsor approval. The members shall attempt to express desires and opinions of the students they represent rather than personal opinions only. Article III Student Council Voting Rights Student Council members, ninth through twelfth grade, must pay club dues unless other arrangements are made. Student Council members must keep points current according to the point system adopted by the Student Council sponsor each year. Each member has one vote. Article IV. Section A. Section B. Section C. Nominations and Awards Special awards and recognition may be created and dissolved as necessary by 2/3 vote of the Student Council and with the approval of the sponsors and/or the proper authorities. The nominations and voting procedures may be decided on by Student Council. These should be chosen or changed as applicable. A nominee may not receive recognition voted on by the student body more than once per school year. The following awards which are affected… 1. Homecoming King and Queen 2. Prom King and Queen. 3. Mr and Mrs. G.H.S. Article V. Amendments to By-Law Section A. Section B. Amendments to the By-Laws may be presented in writing at any regular meeting of the Student Council or at any special meeting called for the purposes of presenting By-Laws. The By-Law may be voted on at the next meeting of the Student Council, unless it is of such importance that a request to suspend the rules is granted. Section C. The majority of those present and voting may approve or disapprove a By-Law. Article VI Maintaining Active Membership Section A. Section B. Section C. Active membership will be determined by maintaining the designated number of points attained through service and various activities to be determined by the Student Council Sponsor. Members not obtaining needed points will be put on probation for one six weeks period and moved to “inactive” status if points are not obtained in the next six week marking period. Behavior conflicting with rules as established by the civic community, Guyer High School and the Student Council Constitution are punishable by probation and/or expulsion from Student Council to be determined by the Student Council sponsor in cooperation with current officers. Points obtained in excess of the needed requirement may be used for the next six weeks. All points expire after one six week period and may not be used after that time.
