CLASS TITLE:
PAYROLL SUPERVISOR
BASIC FUNCTION:
Under the general direction of the Finance Director, supervise, coordinate and participate in
district payroll services and functions and fringe benefit programs for academic and classified
personnel. Perform a variety of complex and specialized duties related to payroll accounting.
Oversee the legal and technical aspects of a payroll system in an educational setting.
REPRESENTATIVE DUTIES:
1. Plan and direct the activities of the District payroll function to ensure timely and accurate
payment of staff, in accordance with district and county policies and procedures as well as
state and federal requirements. Coordinate payroll functions with County Department of
Education. Monitor the withholding of employees’ contributions of PERS, STRS, ARS,
Social Security, Medicare, federal and state taxes. Enforce wage and hour provisions and
remain current on laws affecting payroll. Enforce levies, garnishments and other withholding
orders.
2. Responsible for implementing District payroll policies for the employee groups; implement
payroll education codes, salary schedules and salary changes resulting from position
changes, anniversary dates and salary studies and reclassifications.
3. Participate in the interviewing, selecting, and hiring of payroll personnel. Train, schedule,
assign work to, supervise and evaluate the work performance of payroll personnel; provide
direction and supervision regarding the input, revision, and deletion of payroll information,
and the processing of time reporting.
4. Administer and coordinate the preparation of reports as required by federal, state, County
Department of Education and district policy. Compile information for 125c dependent care,
excess life insurance reporting, and calculations for W-2 reporting; sort and distribute W-2
forms at year end; calculate and process W-2 corrections; prepare W-2c and W-3c.
5. Coordinate the payment and reconciliation of fringe benefits, payment of bonuses,
retroactive pay adjustments.
6. Establish, revise and maintain payroll procedure manuals to improve the efficiency and
effectiveness of the payroll operation.
7. Coordinate with Benefits/Risk Manager in monitoring worker compensation absences,
payment, and ARS administration including distribution of refunds.
8. Communicate and provide information to administrative personnel, other colleges, federal,
state, and local agencies and others regarding payroll services; prepare and forward
necessary documents to County Office required to update, correct, adjust, or process payroll
records.
9. Process benefit enrollments, terminations, and insurance changes; reconcile carrier billings;
maintain files and prepare and mail invoices for COBRA benefits; post and deposit monies

according to District procedures. Clear suspense accounts and prepare journal vouchers to
correct payroll and benefits entries.
10. Provide information to employees concerning salaries, deduction, and insurance; interpret
and explain payroll policies to employees. Respond to inquiries concerning retirement
overpayments or underpayments, vacation or sick leave balances, earnings and employment
verifications.
11. Perform related duties as required.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Principles and techniques involved in payroll preparation practices, monitoring and control.
Pertinent federal and state laws including FLSA and COBRA; State Education Codes; STRS,
PERS and ARS retirement regulations and other fringe benefit programs and laws
affecting payroll records and programs.
Recordkeeping associated with fringe benefit (health & welfare, workers compensation, and
unemployment insurance) programs and their applicable contracts.
Practices and principles of financial and statistical recordkeeping.
Oral and written communication skills.
Interpersonal skills using diplomacy, patience and courtesy.
District organization, operations, policies and objectives.
Principles and practices of administration, supervision, performance management and training.
ABILITY TO:
Plan, organize, supervise and participate in payroll functions.
Train, supervise and evaluate personnel.
Make mathematical calculations quickly and accurately.
Perform calculations related to the preparation of District payroll.
Operate a variety of office equipment including PC, typewriter, photocopier, fax machine,
microfiche reader; use a variety of computer software (including Microsoft Office suite of
products).
Establish and maintain cooperative and effective working relationships with others.
Plan, prioritize and organize a large volume of work, to successfully meet payroll deadlines.
Maintain records and prepare reports.
Resolve discrepancies, analyze situations accurately and adopt an effective course of action.
Interpret, explain and apply complex procedures in laws, policies, procedures and regulations.
Understand and follow oral and written directions.
Explain various payroll-related procedures and practices.
Work independently with little direction, confidentially with discretion.
EDUCATION AND EXPERIENCE:
Equivalent to an associate degree with course work in accounting, payroll, business or related
field, and four years responsible work experience in an educational payroll department, including
at least one year in a lead capacity.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Payroll staff.
CONTACTS:
Coworkers, other departments, students, vendors, county officials, and other state, federal and
local government personnel.
PHYSICAL EFFORT:
Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light
lifting and carrying of objects weighing 25 pounds or less; ability to work at computer workstation
for extended periods of time, involving light repetitive use of hands, wrists, shoulders and
forearms. Ability to travel to a variety of locations on- and off-campus as needed to conduct
District business.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving appropriate interactions
and communications personally, by phone and in writing with a variety of individuals and/or
groups of individuals from diverse backgrounds on a regular, ongoing basis; ability to work
effectively under pressure on multiple tasks concurrently while meeting established deadlines
and changing priorities.
WORKING CONDITIONS:
Primarily busy, indoor office environment; subject to frequent contacts and interruptions by
individuals in person or by phone; may be required to work during day and/or evening hours
including occasional weekends on an as-needed basis.
