CLASS TITLE:
FACILITIES MANAGER
BASIC FUNCTION:
Under the direction of the Director, Facilities, assist in new construction, plan and coordinate
renovations and remodels; manage building, equipment, electrical, plumbing and HVAC
contractors; coordinate preventative maintenance at the Oceanside campus, San Elijo Campus
and Community Learning Center sites. Supervise, train and evaluate staff. Participate in
building maintenance operations at the Oceanside Campus, San Elijo Campus and the
Community Learning Center. Coordinate and monitor contracted services; coordinate routine
maintenance of buildings and equipment. Provide a variety of management and support
services in the absence of the Director of Facilities.
REPRESENTATIVE DUTIES:
1.
Directs and coordinates designated maintenance and operations staff, activities and
preventative maintenance functions. Organize building maintenance, remodels and
assist in the construction of new facilities at the Oceanside campus, San Elijo campus
and the Community Learning Center. Establish, implement and modify policies and
procedures to meet facilities requirements. Interpret drawings, diagrams, specifications,
and blueprints as required. Establish preventive maintenance schedules. (E)

Supervise, train and evaluate maintenance personnel at the Oceanside Campus, San
Elijo Campus, and the Community Learning Center. (E)
3.
Ensure District compliance with laws, policies and regulations regarding use and storage
of hazardous materials and pesticides, students and employee safety and accident
prevention, environmental and site protection, and disaster preparedness for the all
three campuses. Regularly interact with various agencies, including submission of
written reports, meeting with their representatives and attending seminars. (E)

Inspects work sites, work in progress and work completed; ensures conformity with work
orders and specifications for assigned projects. (E)
5.
Plan, organize, implement and manage the repair, installation, and troubleshooting of all
facility electrical systems. Manages districts energy management system, key
management system, and burglar alarm system operations. (E)
6.
Order and maintain equipment, supplies and materials needed for the care of buildings
and maintain inventory records.
7.
Develop and monitor Facilities maintenance and contract services budgets; contact
vendors to gather cost estimates and purchase supplies and materials; receive supplies
and materials and return damaged and incorrect items; contact vendors regarding
discrepancies and maintain related records. (E)
8.
Provide facilities support services of the District's fiber optic LAN communication system
including initial installation, coordination of subcontractor services, ongoing design

modifications in accordance with the Campus Committee and provide maintenance and
support. (E)
9.
Plan, organize and participate in building security operations; enforce pertinent, rules
and regulations to provide a safe and secure environment.
10.
Respond to emergencies as first line of disturbance control; respond to fire, security,
water, building and other facilities in emergency situations.
11.
Contact and interact with a wide variety of contractors and vendors on a continuous
basis; direct contracted services for the Oceanside Campus, San Elijo campus and
Community Learning Center. Assign and inspect completed work; assure contractors
fulfill contractual and warranty obligations. (E)
12.
Maintain a variety of records including those related to inventory, personnel, equipment,
chemicals, vendors, contractors, preventative maintenance, work orders, purchases and
other facilities-related records; prepare reports as needed. (E)
13.

EDUCATION AND EXPERIENCE:
Education and experience equivalent to an Associates in Arts degree plus four years journeylevel experience in one or more of the building maintenance trades, including four years in a
supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver license; certified installer designer of future flex fiber optic certificate for
the MiraCosta Community College District may be required, if so, certificate obtainable within
six months of employment in position; attend certified training classes for update of installation
certificate.
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Building Maintenance Mechanics, HVACS Mechanics, Facility Maintenance Technician, Utility
workers and vendors.
CONTACTS:
Coworkers, staff, faculty, students, vendors, contractors, external agencies, and other
departmental staff.
PHYSICAL EFFORTS:
Moderate to heavy physical labor with constant standing and walking for extended periods of
time; walking over rough or uneven surfaces; frequent lifting, carrying, pushing and pulling of
objects weighing up to (50) fifty pounds; frequent bending, kneeling and stooping; manual
dexterity required to operate power equipment safely; ability to work at computer, including
repetitive use of computer keyboard, mouse or other control devices; ability to operate District
vehicles including electric carts to travel to a variety of locations on and off campus as needed
to conduct district business.

WORKING CONDITIONS:
Busy, indoor and outdoor environments; intermittent exposure to all weather conditions
including rain and extreme heat; may work on slippery and/or uneven surfaces; work at above
ground locations such as ceilings and roofs and in confined and/or awkwardly configured areas;
work in poorly-lighted areas; may be required to work while using or wearing personal
protection equipment such as respirators, protective gloves, steel toed footwear; possible
exposure to dust, oil/grease, gasoline, diesel fuel, smoke and pollen, high voltage and/or
hazardous materials such as pesticides, herbicides, solvents and other toxic chemicals and
fumes; must work with and around extremely dangerous equipment and machinery with moving
parts; exposure to loud noise levels from equipment and vehicle operation; subject to frequent
contacts with and interruptions by individuals in person or by phone; work assignment may
include day and/or evening hours, weekends and/or holidays at any and all district locations on
an as-needed basis. Occasional local travel may be requested.
