CLASS TITLE:
CHIEF OF POLICE & CAMPUS SAFETY
BASIC FUNCTION:
Under the direction of the Vice President, Student Services, plan, organize, and direct all
aspects of the District's Police department at all locations (Oceanside, San Elijo, Community
Learning Center). Manage and evaluate personnel assigned to the Police department. Develop
and implement policies and procedures that are consistent with the District's goals and assure
compliance with state certified Peace Officer Standards and Training (POST) requirements and
state and federal audits. Implement, plan, organize, coordinate and administer District’s
emergency preparedness program. Direct and monitor parking administration.
REPRESENTATIVE DUTIES:
1.
Direct, plan, and coordinate all aspects of the districts’ POST Certified Police department
at all District locations to provide a safe and secure campus environment. Plan, develop
and implement parking control and traffic management at all district sites. Ensure
compliance with the following external annual audits; Department of Justice, POST,
Department of Education, CLETS (California Law Enforcement Telecommunications
System). Research, analyze and interpret federal, state and local regulations to
coordinate and supervise the functions of the Police department. [E]

Develop, recommend and implement policies, procedures, and regulations for the
districts’ Police department, to include use of force and firearm policies. [E]
3.
Recruit, interview, select, schedule and evaluate the performance of Police department
staff at all District sites. Ensure legal requirements for peace officers are met through
thorough background checks per California Government Code section 1031. Implement,
develop, maintain and oversee the community service officer program. Conduct monthly
staff meetings. [E]
4.
Develop and implement training programs and manuals for the Police department.
Monitor effectiveness of training and seek out training available from outside agencies
that fits the needs of the Police department. Ensure compliance with POST training
regulations. [E]
5.
Conduct criminal and confidential investigations. Supervise and approve booking of
persons arrested on district sites, with arrest reports forwarded directly to the District
Attorney's office. Assist Vice President in mitigating student discipline issues. [E]
6.
Coordinate the Police department’s community oriented policing program. Plan and
coordinate outreach efforts for local communities to include, child fingerprint events,
Rape Aggression Defense (RAD), and safety fairs. Direct on campus crime prevention
programs to include the Rape Aggression Defense (RAD) training, escort program,
classroom presentations, club and organization liaison efforts, and bike patrol program.
Coordinate mutual aid and assistance with local agencies DUI checkpoints. [E]

Develop and implement annual budgets for the Police department and Parking
department, analyze and determine current and future equipment needs, arrange for

purchase of materials, supplies and equipment. Determine long-term needs and submit
three-year plans.
8.
Develop statistical data and other reports as needed. Maintain confidential files and
records. Develop Cleary ACT safety brochures for District-wide distribution to comply
with federal regulations.
9.
Supervise, monitor and schedule contracted security services at all district locations.
Establish and implement procedures for security services. Resolve issues and
problems, recommend and assist in selection, renewal or termination of the services.
10.
Serve as a liaison between the district and local law enforcement and other criminal
justice agencies. Develop and implement Memoranda of Understanding with Oceanside
Police and San Diego County Sheriff departments.
11.
Coordinate district’s Emergency Preparedness program and ensure compliance with all
federal (NIMS) and State regulations. Coordinate regular emergency preparedness
training for the college Emergency Preparedness Team. [E]
12.
Conduct regular inspections of evening and weekend staff at multi-site district locations.
Respond to campus' alarm activation and other security issues on weekends and off-duty
hours.
13.
Assure proper registration of California P.C. 290 sex registrants per state law. [E]
14.
Perform related duties as assigned.

Laws of arrest, legal rights of citizens, rules of evidence, court procedures. Threat Assessment.
Recordkeeping techniques, office procedures, policies, and objectives.

Appropriate safety precautions and procedures.

Sex registrant policies and procedures.
Crime prevention techniques and methods.
POST requirements.
Intrusion alarm systems.
Principles and practices of supervision and training.

punctuation and vocabulary.
Modern office practices, procedures and equipment.

ABILITY TO:
Plan, organize, direct and coordinate a variety of programs in a multi-site campus setting.
Interpret and apply statues, regulations, policies, state and local laws.
Develop and implement procedures and policies of the District.
Establish and maintain cooperative and effective working relationships with local agencies as well
as District personnel. Provide information and give presentation to groups, to include regular
reports to Board of trustees
Analyze situations accurately, and adopt an effective course of action using sound judgment.
Work confidentially with discretion.
Understand and follow oral and written directions.
Maintain the highest level of ethical behavior with all District persons and the community.
Operate a variety of office equipment including a computer terminal.
Supervise, train and evaluate department personnel.
Plan and organize work for Emergency Preparedness Team of 70 college personnel.

Remain current on laws, regulations, and policies.
Adhere to Peace Officer Bill Of Rights laws and regulations.
Develop and control budget.
Maintain records.
Operate a vehicle, observing legal and defensive driving practices.
Demonstrate sensitivity to and understanding of diverse academic, socioeconomic, cultural,
ethnic and disability issues.
EDUCATION AND EXPERIENCE:
Education and experience equivalent to a Bachelor’s degree in Administration of Justice, or a
related field and five years of increasing responsible experience in law enforcement or public
safety.
LICENSES AND OTHER REQUIREMENTS:
P.O.S.T. (Peace Officer Standards Training) Management or equivalent. Valid California driver
license, CPR, and first aid certificate, successful completion of government code section 1031
requirements.
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Police Sergeant, Corporal, Campus police officers, temporary officers, permanent Community
Service Officers, Dispatcher, campus aides and student workers.
CONTACTS:
Staff, students, faculty and visitors. courts, other police agencies, County of San Diego Office of
Emergency Services, District Attorney office, college attorneys.
PHYSICAL EFFORT:
Ability to sit, stand and/or walk for extended periods while on duty; ability to effectively perform
tasks and participate in training activities requiring physical strength, stamina, and visual/auditory
acuity on an intermittent, as-needed basis; ability to safely operate car and/or bicycle while on
patrol and/or in pursuit; occasional to frequent lifting, carrying, pushing and pulling of objects
weighing up to fifty pounds; occasional to frequent bending, kneeling and stooping; manual
dexterity required to operate communication equipment.

WORKING CONDITION:
Work includes indoor and outdoor environment with limited exposure to inclement weather while
on duty; may work at any College location during day, and/or evening hours including weekends
and/or holidays; exposure to potentially dangerous individuals, situations and/or substances;
subject to long periods of time on foot, in a patrol car and/or on a bicycle; Requires being on call
24/7 during off-duty hours including weekends and holidays and for telephone consultations.
