Constitution and Statutes Agenda June 4th, 2012 Senate Chambers 6:30 PM Chairman: Jerry Barrs I. II. Call to Order Jerry Barrs calls the meeting to order at 6:31 pm. Roll Call Quorum is established with 8 voting members. III. Student Remarks None. IV. Approval of Minutes- May 14th, 2012 Motion from Sen. Brady to approve the minutes from May 14, 2012. Second. No objections. Moved. V. Approval of Agenda Motion from Sen. Caudio to approve the agenda. Second. No objections. Moved. VI. Guest Speakers None VII. Remarks of the Chair- sgacsc@unf.edu Ordered the constitutions last week and they will be here this week. Wrote up goals for the year. Goal to update and make changes by the fall. Add page numbers to the constitutions. Committee members are going to pick a title they would like to look over, do a presentation on, and write a bill on it. Will assign titles to each soon. VIII. Old Business None IX. New Business SB-12SA-2605: Presidential Authority Act- Jerry Barrs Title 11 – How to remove an agency. Decided that since bill has to go to president, he has the authority to veto but has to be confirmed with 2/3 of senate. On back added the term “only” to make statement more clear. Wanted to streamline everything more so it doesn’t take weeks to make changes and president has power as well. Sen. Fountain- President has authority to terminate agency Att. Gen. Turner– Recommend to strike the word “with” Pres. Varshovi- Motion to amend Line 24. Second. No objections. No discussion. Motion for unanimous consent. Second. Moved. Sen. SB-12SA-2600: Title III Revisions Act of Summer A- Thomas Ritter and Joe Turner Revisions changing the following language: Strike out term of office, replace with branch and strike out upon his or her. This is unnecessary language. Change executive office with executive branch. Changed line to state president power to appoint executive cabinet. President can appoint member of cabinet so VP doesn’t assume the role. Remove executive cabinet officers and making executive cabinet members. Remove office, replace with branch. Remove legal representative of and replace with executive. Replace interception with interpretation. Replace would with shall. Add appointment and remove officer. Remove cabinet level position with executive level position. Removing a nominee with said individual. Removing cabinet officer with active member. Add branch and remove cabinet officer. Hebeishy- In regards to acting members of the executive branch, is there a distinction between members? Att. Gen. Turner- Is defined in 307. Sen. Barrs- Should define one month as 30 days? Att. Gen.
