Constitution and Statutes Agenda May 14th, 2012 Senate Chambers 6:00 PM Chairman: Jerry Barrs I. Call to Order Jerry Barrs calls meeting to order at 6:30 pm. II. Roll Call 8 voting members present – Quorum established. III. Approval of Minutes- April 9th, 2012 Senator Brady approves minutes. Second. No Objections. Moved. IV. New Business Constitution and Statues Overview Chairman Jerry Barrs reviews the following regarding the constitution and statues: Constitution is made up of 7 articles and 13 titles. Must have ¾ vote of senators to make any changes. Constitution is a concrete document that should not be changed. Jerry Barrs goes through various articles and sections. Article 1 – states who student government is, the branches of student government, and it’s purposes Article 2 – goes through the legislative branch, 52 senators, different types of senators, qualifications for senators, constitutional positions, meetings of senators, definitions of bills, and legislation Section 10 – explains the process of approving and vetoing. The Judiciary branch can bring judicial review for any questionable issues in regards to whether they are constitutional. Article 5 – explains who is eligible to vote, run, and hold a seat. Also explains executive officers, their elections and validation of elections. Clarifies the instillation on positions and the amendment process. States that if 10% of student body signs petition, a new amendment can be brought up. Jerry Barrs explains the student government point system: Uses assessed points for meetings/events you miss (example: missing meetings, polling, lighthouses where you are to survey 35 students). Member can appeal points to minimize to only half a point if it is a legitimate excuse. Points are erased after each semester. Room across from Zak Varshovi’s office has the points appeal forms. Recommend all to read the constitution. Hold on to the constitution copy that was passed out. Jerry Barrs will bring a copy of statutes soon. Any questions? None. IX. Announcements The next scheduled CSC Meeting will be May 28th, 2012. All summer meetings moved to 6:30 pm. In fall may be at 6 pm. X.
