Purpose
A. The purpose of the UNF Student Government Parking Appeals Board shall be to
ensure a fair and balanced parking appeals system by allowing students to appeal
their parking citations to a board of their peers.
Membership
A. The parking appeals board shall consist of all justices in UNF Student
Government.
B. The chain of command shall be the chief justice, the deputy chief justice, the
senior associate justice, and the associate justices in order of length of service on
the Judicial Branch of Student Government.
Etiquette
A. Students attending parking hearings are expected to dress in business casual attire.
B. Students are expected to maintain exemplary conduct at all times during the
hearing. If a student becomes unruly, he or she may be removed from the
Courtroom and the appeal denied with the disposition, “failure to appear”. If a
student is removed from the Courtroom due to his or her conduct, the student may
be referred to Student Conduct.
C. Students are expected to be on time. Sign-ins will close fifteen (15) minutes after
the scheduled start of parking hearings. Students who have not signed in by that
time will have their appeals automatically denied with the disposition, “Failure to
Appear”.
Counsel
A. Students who wish to have counsel present during their appeal hearing shall
indicate their response on the sign-in sheet in the rotunda.
B. Counsel shall be the attorney general, student advocate, or other Student
Government representative appointed by the presiding officer.
C. Upon stating that a student wishes to have counsel, the student shall sign a
FERPA waiver form permitting the counsel to be present for the hearing process
and to access the student’s parking records for purposes of the appeal. This
authorization shall automatically be revoked at the conclusion of the hearing. The
student may also revoke the authorization at any time for any reason during or
before the hearing.
D. Actions that counsel may take include, but are not limited to: Speaking for the
student during the hearing, advising the student on the most likely possible
outcome(s), ensuring that the student knows what to do to prevent a similar
situation from happening again, etc.
Third Parties
A. Students who wish for a third party to be present during their hearing shall be
required to sign a FERPA waiver form allowing the parties to be present. This
permission may be revoked by the student at any time for any reason, at which
time the party or parties shall vacate the Courtroom.
B. If a student wishes to have someone appeal his or her ticket(s) in their place and
without the presence of the student, the student shall notify the Chief Justice in
writing at least forty-eight (48) hours prior to the hearing. In the event that the
student’s hearing is on a Monday, notification shall be due no later than 3:00pm
on the Thursday before the hearing.

Hearing Procedure
A. Students shall sign in in the Student Government rotunda. They shall provide
their name, time of sign-in, and shall indicate whether or not they wish to have
counsel.
B. Hearings will occur in the order in which students are signed in.
C. Before calling a student in to the courtroom, the board shall first review the
written portion of the appeal.
D. After reviewing the written portion, the student, and their counsel, if applicable,
shall be called in. The presiding officer will introduce the board. The student
will then be allowed to state his or her grounds for appealing the citation.
E. The board may ask the student any questions they find relevant, and may advise
the student on what to do to prevent similar situations from occurring.
F. After each justice has the information that he or she needs to make a decision, the
student shall leave the courtroom, and the board shall deliberate and vote on a
decision.
a. The presiding officer shall only vote in the event of a tie.
b. Any justice who has a conflict of interest during a hearing shall recuse
themselves from participating, and shall remain silent for the duration of
the hearing and deliberations.
